About this file

This file is an Industry Day presentation for the NWP Design-Build MATOC (Multiple Award Task Order Contract) conducted by the U.S. Army Corps of Engineers on January 22, 2026. The contract represents a 5-year base period (2027-2032) with an anticipated total capacity of $99 million, limited to the USACE Northwestern Division (NWD), specifically the Portland (NWP), Walla Walla (NWW), and Seattle (NWS) districts. The acquisition is structured as a 100% Total Small Business set-aside, with anticipated awards to between 5 and 7 contractors. Task order values range from a minimum of the Simplified Acquisition Threshold (SAT) to a maximum of $10 million. The contract will support both Design-Build (DB) and Design-Bid-Build (DBB) task orders, with all three districts authorized to award task orders and administer them within their respective district.

The scope of work encompasses multiple categories including general civil works (new construction, repair, renovation, roadways, recreational areas), civil systems (utilities, drainage, paving, geotechnical work), structural/architectural services (concrete, structural frames, hydraulic steel structures, building renovation), electrical systems (power distribution, generators, lighting, SCADA/PLC controls), and mechanical systems (HVAC, plumbing, fire protection, industrial equipment). Desired experience requires contractors to demonstrate satisfactory past performance as a prime on design-build projects with contract values within the $350,000–$10 million range. The procurement timeline includes a Sources Sought notice expected in the coming weeks, Phase 1 Solicitation in Q3 FY26, Phase 2 Solicitation in Q1 FY27, and contract awards anticipated in Q2/Q3 FY27. The presentation provides past examples of completed projects and lists possible future task orders across all work categories.
