PROJECT NARRATIVE
The Webster County Landfill (WCLF) is located approximately 3.5 miles southwest of Webster
Springs, West Virginia. The landfill reportedly consists of approximately 2.0 acres of waste disposal area according to the West Virginia Department of Environmental Protection’s (WVDEP) file information where the proposed cap after regrading the site will be approximately 5.6 acres.
The total permitted area will be 23 acres and include the proposed capped waste area, leachate impoundment site, sediment control pond, access roads, and the soil borrow/waste area. The
WCLF is located at Latitude 38° 26’ 35.50”N and Longitude -80° 27’ 37.86”N. Directions to the site from the Town of Cowen head northeast on State Route 20 through town, follow State
Route 20 for 6.9 miles, turn left onto Price Run Road, continue on Price Run Road (County
Route 36) for 1.0 mile, at the 4-way intersection turn right onto Excelsior Pleasant Ridge Road
(County Route 40), continue on this road for 1.0 mile and the entrance to the landfill will be on the left. Issues at the landfill include possible leachate seeps discharging to surface water drain ways, improper (steep) slopes across the majority of the landfill, and lack of proper surface water management devices. The landfill is inactive and the site is maintained by the West Virginia
Department of Environmental Protection, Landfill Closure Assistance Program (WVDEP, LCAP).
The landfill currently has a leachate surface impoundment that collects leachate from the landfill.
When the landfill was active, previous records show that a 2-acre liner system was installed along with a leachate collection system that conveys leachate to this impoundment. The WVDEP currently collects that leachate from the surface impoundment and transports it to the Cowen
Public Service District located at the intersection of State Routes 82 and 20.
The Contractor will be required to install a new leachate surface impoundment at the same location of the existing impoundment and install leachate transmission line system prior to beginning construction on the closure cap of the landfill in order to manage the existing leachate that is currently being generated at the site. It is the sole responsibility of the Contractor to manage the leachate at all times during construction.
The landfill and surrounding disturbed areas will be closed and reclaimed under this contract. The main site closure activities will include:
1. Construction of a leachate surface impoundment with leachate detection system.
Including leachate offload monitoring system and associated valving.
2. Construction of a leachate cutoff drain, leachate transmission line, and leachate seep collector drains.
3. Reconstruction of an existing leachate surface impoundment. The current liner system and valving will be removed or demolished. The new liner system will include two 60-mil liners with a leachate detection composite in between. This will lay on top of a geosynthetic clay liner and 12-inch soil layer with a permeability equal to or less than 1x10-6 cm/sec. A minimum vertical separation of 4 feet will
Webster County Landfill Closure Technical Specifications (0101-17-0380-006), December 5, 2019 Page iii be required between the bottom of the constructed liner and the existing bedrock.
This vertical separation layer will consist of backfill material. (Section 18.0)
4. Construction of a permanent sediment pond including construction of principal and emergency spillways. The location of the sediment pond is located on bedrock.
The Contractor will be required to install a bentonite/soil liner to prevent the stormwater from entering the groundwater.
5. Construction of the final cap system including 6 inches of daily cover soil (where needed), 12 inches of intermediate soil cover, a geonet composite gas management layer, 40-mil VFPE geomembrane layer, geonet composite drainage layer, 24-inch protective soil cover layer, and passive gas vents.
6. Construction of cap drainage layer underdrains to collect water from the drainage layer of the cap.
7. Construction of drainage channels (run-on and run-off control) and culverts.
8. Improvement of existing landfill access roads.
9. Construct perimeter fences. To be barbed wire fencing including pipe gates around the perimeter of the landfill areas.
10. Revegetation of disturbed areas.
The Contractor will be responsible for purchase and installation of all required materials and supplies. The Contractor will also be responsible for completing construction quality assurance testing for certain aspects of construction.

The problems with the site include the following:
1. Run-on and run-off control channels are largely missing from around the landfill.
2. The landfill has not been capped with a Department of Environmental Protection regulation cap. A final cap is required over the landfill.
3. The existing leachate pond is not in accordance with the standards for leachate storage surface impoundments.
4. Gas management devices are lacking.
1.5 Purpose
The purpose of this construction contract is to complete closure of the site in accordance with the
Title 33, Series 1 Solid Waste Management Rules. The following main aspects of site closure are included in this contract.
1. Construction of a sediment control pond including principal and emergency spillways.
2. Improvement and extension of existing access roads.
3. Construction of a leachate surface impoundment with leachate detection system.
Including leachate offload monitoring system and associated valving.
4. Construction of run-on and run-off control channels and installation of culverts.
5. Construction of a leachate cutoff drain, leachate transmission line, and leachate seep collector drains to collect and convey leachate from the landfill to the leachate surface impoundment including a leachate offload area for removal of leachate from the site. The Contractor will be responsible for managing leachate during construction.
6. Regrading of the landfill area to acceptable slopes for cap placement.
7. Construction of a final cap over the landfill area including 6 inches of daily cover soil, 12 inches of intermediate soil cover, composite gas management layer, flexible membrane cap, composite drainage layer, and 24-inch protective soil cover layer.

8. Construction of a passive gas venting system.
9. Revegetation of the landfill area and on-site and off-site borrow areas utilized by the Contractor.
1.6 Subsurface Information
A subsurface exploration was completed on the landfill property including test pit locations, photos, and summary of results.
POTESTA excavated 34 test pits within and adjacent to the disposal area to provide information on the approximate edge of solid waste and to determine thickness of soil cover over the waste.
Test Pits TP-1 through TP-32 (except for TP-12, and TP-20 through 26) were excavated to try and locate the approximate edge of waste. Test Pits TP-20 through TP-26 were excavated within the landfill area to determine the thickness of soil cover over waste. Test Pits TP-12, TP-33, and
TP-34 were outside of the expected landfill but did contain some solid waste. Test pits were excavated during January 2019. The Existing Conditions Drawing shows the approximate location of the test pits.
Test Pits excavated along the edge of the landfill indicated that the soil cover thickness along the edge of the landfill varies from a minimum measured thickness of 12 inches to a maximum measured thickness of 5 feet.
Test Pits in top of the landfill indicated that the soil cover thickness varies from a minimum measured thickness of 12 inches to maximum measured thickness of 3 feet. Generally, the soils existing as cover are medium to dark to light brown sandy/silty clay with medium to large rock fragments. Based on the test pit excavations, the existing soil cover over the landfill is adequate to meet the 6-inch thick daily soil cover requirement of the Solid Waste Management Rules.
POTESTA excavated five test pits (SB-1 through SB-5) to identify and characterize potential soil borrow areas. Test pits were limited to areas near the landfill located on the adjacent property.
Test pit locations are shown on the Existing Conditions Drawing. The soil depths ranged from
1 to 7 feet of soil depth.
Bidders should realize that soil, waste, and other subsurface conditions at the site may vary significantly from the conditions depicted on the test pit logs. The landfill was a manmade structure and as such, it is anticipated that conditions within and around the landfill could vary widely. This could include the amount of soil, amount of waste, degree of saturation, soil and/or rock characteristics, depths of materials, etc.
Test Pit Excavation Daily Logs and Photographs are in Appendix D.

13.1 Description
This item consists of furnishing, placing, replacing and maintaining construction layout stakes, baseline stations, primary control points and any disturbed property location monuments as necessary for the proper performance of the work under this contract. It further consists of determining the exact units of measure for payment. It also consists of checking and making any field adjustments to the plan grades and elevations that may be necessary due to the inconsistency in material characteristics or differences between the cross sections taken from the topographic mapping and actual field conditions.
Special Note on Waste Settlement: Since the majority of work will occur over solid waste the
Contractor shall be aware that some settlement may occur. Engineer will review Contractor’s cross sections prior to starting work. Owner reserves the right to adjust grades as needed as the result of settlement.
Additionally, this item also includes the following:
1. Surveyed cross sections along the project baseline showing the existing ground surface, and the proposed final earthwork subgrade after the completion of excavation and fill required to relocate waste and prior to beginning placement of intermediate soil cover.
2. Establishment of a 50-foot grid over the area to receive the cap. Elevations will be surveyed at each grid line intersection to represent:
a. The existing ground surface after the daily cover (existing or placed by
Contractor) is smooth graded,
b. The resulting ground surface upon placement of the 12-inch intermediate cover layer, and 6-inch daily cover, and
c. The resulting ground surface upon placement of the 2-foot final soil cover layer.
