About this file
This is a Contractor Warranty Letter from the Clay County Board of County Commissioners for the Omega Park CCUA Connection project. The warranty document establishes the contractor's obligation to warrant all labor, materials, and work performed in accordance with contract documents and authorized modifications. The contractor must ensure all work is free from defects due to defective materials or workmanship for a two-year period from the date of completion and acceptance by the Clay County Board of County Commissioners. The project involves utility improvements at Omega Community Park in Middleburg, Florida, including the installation of approximately 190 linear feet of 8-inch PVC gravity sewer main, 335 linear feet of 2-inch water service, and 484 linear feet of 2-inch force main, along with constructing a lift station and site restoration. A mandatory pre-bid meeting is scheduled for October 30, 2025, at 1:00 PM at the park, with bids due November 20, 2025, at 4:00 PM. The project timeline requires substantial completion within 120 days from the Notice to Proceed and final completion within 150 calendar days.
The contractor must respond to all warranty calls from the County within twenty-four hours after notification and agrees to remedy any defects at its sole expense during the warranty period. The warranty excludes defects resulting from owner abuse or neglect, acts of God, or normal wear and tear, and does not preclude additional warranties required by the contract documents. The warranty does not address pricing terms, set-asides, or funding sources; however, the related RFB specifies that Clay County will fund the project with utility service connection fees totaling $27,670.30 and requires a 5% bid bond. Qualified contractors must have been in business for a minimum of five years performing similar work and must comply with comprehensive insurance requirements including commercial general liability, business automobile liability, workers' compensation, and property coverage.
