PROJECT DCFT082025

SOLICITATION/RFP # W91SMC-183-11-0004/ADAL Security Forces Building P-25

REQUEST FOR INFORMATION (RFI) #2 12 March 2012

1. In Spec Section 01 33 29, the LEED score card has a total number of “YES” credits that equal to 49 points. This does not meet the minimum threshold for LEED Silver, LEED NC v2009 rating system. The current system requires minimum of 50 points, in order to achieve Silver certification. Is the score card correct, and if so, how does the architect plan to achieve the 50 points?

A1. See Answer to Question #17 RFI #1

2. In Specification Section 01 33 29 - Specification Section 06 Wood, Plastic and Composites

AND Specification Section 08 Wood Doors:

• Requires the contractor to procure FSC certified wood products

• Requires the contractor to source these certified wood products from a location in which extraction, harvest and manufacture of said products is within 500 miles of the project site

• Requires the contractor to comply with the following LEED credits: MRc2, MRc5, MRc7 and IEQc4.1. However, there is no mention of IEQc4.4: Low-Emitting Materials, Composite Wood and Agrifiber Products.

A2. Per the LEED Project Scorecard, the Contractor is to pursue and achieve IEQc4.4, Low- Emitting Materials, Composite Wood and Agrifiber Products. If the Contractor is able to achieve MRc5 without procuring wood products within 500 miles, that is acceptable. MRc5 is an aggregate credit that can be achieved in a number of different ways. Note however, that if the contractor chooses not to procure wood products from within 500 miles, he is not relieved of the responsibility of achieving MRc5.

3. LEED Spec Section 01 33 29-& Section 12 Furnishings- This section does not specify the use of no added urea-formaldehyde in all furnishings. Indoor Environmental Quality Credit

4.4 (IEQc4.4): Low-Emitting Materials-Composite Wood and Agrifiber Products must be adhered to when purchasing furnishings if you are to achieve IEQc3.2: Construction Indoor Air Quality Management Plan-Before Occupancy, especially if the contractor plans to follow the air quality testing method for compliance with this credit.

A3. Per the LEED Project Scorecard, the Contractor is to pursue and achieve IEQc4.4, Low- Emitting Materials, Composite Wood and Agrifiber Products.

4. LEED Spec Section 01 33 29 & Specification Section 14 Conveying Equipment AND

Specification Section 21 Fire Suppression - These sections of the specification do not mention adherence to the Low-Emitting Materials Credits 4.1 through 4.4. These credits should be adhered to if the contractor is to achieve IEQc3.2: Construction Indoor Air Quality Management Plan-Before Occupancy, especially if the contractor plans to follow the air quality testing method for compliance with this credit.

A4. Per the LEED Project Scorecard, the Contractor is to pursue and achieve IEQc4.1 through IEQc4.4.

5. LEED Spec Section 01 33 29 & Section 22 Plumbing: Sub-section 3.4 Water Meter Remote Readout Register - This section mentions or infers only one meter. The most current version of the LEED NC rating system requires meters to be installed for both indoor and outdoor water use. This will have a direct impact on the Minimum Program Requirements, which must be committed to by the client, and the ability to achieve EAc5: Measurement and Verification.

A5. Per the LEED Project Scorecard, the Contractor is to pursue and achieve EAc5, Measurement and Verification. If the Minimum Program Requirements or EAc5 impose requirements that are not mentioned elsewhere in the contract documents, the requirements are still in force. Therefore, provide indoor and outdoor meters as required.

6. LEED Spec Section 01 33 29 & Sections 23, Heating, Ventilation and Air Conditioning and Section 26, Electrical. This section of the specification does not mention adherence to the Low-Emitting Materials Credits 4.1 through 4.4. These credits should be adhered to if the contractor is to achieve IEQc3.2: Construction Indoor Air Quality Management Plan-Before Occupancy, especially if the contractor plans to follow the air quality testing method for compliance with this credit.

A6. Per the LEED Project Scorecard, the Contractor is to pursue and achieve IEQc4.1 through IEQc4.4.

7. LEED Spec Section 01 33 29 -The list includes Innovation in Design credits for Exemplary Performance. Achievement of the one credit listed as “Yes” or the two credits listed as “?”

relies on the work of the contractor who is restricted by the material selection that has been made and is included in the specifications. It is unreasonable that the contractor will be able to achieve exemplary performance in Construction Waste Management (MRc2) at a level of

95% diverted material, Recycled Materials (MRc4) at a level of 30% and/or Regional Materials (MRc5) at a level of 30% based on our review of the current specifications.

A7. Interpret all “Maybe” credits as “Yes” credits. If the added cost to achieve a particular ID credit is significant, include it as a separate line item so that the Owner may choose to pursue it or not. Product substitutions may be considered if those selections will achieve the designated credit and meet all design and performance specifications of the original product The Contractor may pursue exemplary performance: certified wood in lieu of one of the other 10 credits.

8. Section 1.9 O states the contractor has responsibility for items such as MERV 13 filters, however the scorecard indicates IEQc5: Indoor Chemical and Pollutant Source Control (the credit for which MERV 13 filters are a requirement) as “No.” Will the contractor still be responsible for provision of LEED-related products/materials if the applicable LEED credits are not being pursued?

A8. Disregard 01 33 29 Section 1.9 o. However, note that the ERU Schedule on drawing M-601 requires MERV 13 filters anyway.

9. Reference is made to plan sheet E103, keyed note 3. The note references a “New contractor supplied double-wall containment tanks”. We are unable to discover any other information regarding the containment tanks. Please provide sufficient information for bidding purposes including manufacturer, model, cuts and placement.

A9. The double walled containment structure is government furnished. They are on-site and will be delivered to the contractor when needed for installation.

10. Section 01 11 00, page 3, paragraph 1.4.2, indicates that "Interior renovation work includes, but is not limited to, removal and disposal of asbestos containing materials . . . We are unable to locate a specification section on ACM, an ACM survey or any notes on the print identifying location and extent of ACM. Please provide information on extent of ACM.

A10. Government records do not indicate that any ACM is present in Building 25. The reference in the specification appears to be standard language and is not applicable for this project.

11. Reference is made to plan sheet A-701, detail 9 - Bullet Resistant Gypsum Board Partition;

bottom of detail, ". . . verify FSP with contracting officer". Please provide required group rating (1 - 8) for pricing purposes.

A11. .30 caliber FSP

12. Will the contractor be allowed to connect to and use existing Government utilities, specifically electrical and water? If so, is there a charge for doing so and at what rate?

A12. The Contractor shall be permitted to connect to the GOVERNMENT’S existing utility system (water, electric, and sewer). The CONTRACTOR will be required to pay for connection of all utilities. The Contractor shall be permitted the use of all reasonably required amounts of utilities (water, electric, and sewer) from the GOVERNMENT’s existing system outlets.

In addition to requirements contained in FAR Clause 52.236 14, “Availability and Use of Utility Services,” temporary utility connections shall be at the Contractor’s expense and installation shall include metering and be subject to the approval of the Contracting Officer and the COTR.

The Contractor shall provide telephone and other services required for the work. Removal of temporary connections will also be at Contractor’s expense.

13. Reference is made to plan sheet AD102. There is a keyed note 21 that is applied between column lines FA and FC that is not listed in the keyed notes. Please clarify.

A13.

1. Keyed Note #21 on AD102 is the same note as on AD101. “Remove existing wall system as required for installation of new mechanical louver/fan.”

2. This work requires removal of an existing 20”+/- square louver at the first floor ceiling elevation (per MD101) and the demolition of additional portions of the exterior wall to create two (2) new wall openings for new louvers.

See additional information on the following drawings.

• 3/MD101 - Enlarged Mech Room F103 – Demolition, Keyed Note #4.

• 2/AD201 - East Building Elevation, Keyed Note #3.

• 2/M-401 - Mech Room 107 Ductwork Plan.

• 4/M-401 - Mech Room 107 Section.

14. During the walk through we noted on the first and second floors of the structure to remain that the existing interior partition walls that are scheduled for demolition appear to be CMU.

Please provide the as-built drawings showing the extent of CMU walls.

A14. The government is in possession of as-built drawings for the facility. These drawings were issued to the A&E of record who produced the drawings and specifications included in this solicitation. Therefore, all pertinent information from the as-built drawings to complete this project should be included in the construction drawings. Most of this information is contained in the demolition sheets for each discipline. To prevent conflicting information during bidding, the as-builts will not be available until after the contract has been awarded and shall be used only for clarification where required.

1.4.13 Commissioning Authority (CxA)

A firm or qualified professional individual designated to organize and conduct Commissioning activities for the project. For this project, the CxA is a sub-consultant to the A-E of Record.

Section 01 91 00 3.1 page 5 For this project, the Commissioning Authority (CxA) is Zodiac International Inc, under a sub consultant agreement with Architect/Engineer of Record, SEE&I (formerly The Benham Companies, LLC.). Zodiac International Inc (http://www.zodiacintl.com) is an AABC ACG Certified Commissioning Firm.

Section 01 91 00 3.2 page 5 The Contractor and his Sub-Contractors shall designate team members to perform the Pre-Functional Inspections and Tests, prepare and submit the Certificates of Readiness and perform the Functional Performance Tests and record the results on the designated forms.

We interpret this as the CxA is oversight for the commissioning process. The contractor is responsible for the hiring and performance of the commissioning process. Is this correct?

A15. Correct
