PROPOSAL INSTRUCTIONS
1. These instructions prescribe the format of proposals, and describe the approach for the development and presentation of the proposal data. They are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of proposals. The technical proposal shall not exceed 10 pages. (resumes or experience cut sheets not to exceed 2 pages are not included in the page count.)
1.1. Discuss company experience with building to United States Green Building Council
(USGBC) LEED® standards. Indicate any previous projects that achieved USGBC
LEED® certification, any level of recognition. Additionally, indicate the lead construction personnel and demonstrate they have experience and required qualifications in assigned roles with building to USGBC LEED® standards. If no experience so state and indicate in detail how you plan to overcome this lack of experience.
1.2. Discuss offerors technical experience and capability to perform a project of this magnitude and complexity. Provide a brief proposal narrative that discusses your management plan and approach for the execution of this contract. The narrative shall include necessary information regarding the offeror’s ability to perform complete project management of the scope requirements.
1.3. Demonstrate, as a minimum, that the following key personnel have experience in managing projects/contracts of the same/similar dollar magnitude, size, complexity and scope, in the capacity in which they are proposed for this project: (1) Project
Manager(s), (2) Site Superintendent(s), (3) Quality Control staff, (4) Safety Manager.
Demonstrate personnel meet any specific experience qualifications included elsewhere in the contract requirements. As a minimum, provide experience information or a resume for the personnel listed above. Indicate which members of the proposed contract/project team personnel have experience working on similar type projects together.
2. Past Performance: For the purposes of this solicitation no specific past performance information is required of the MATOC contractor as part of the proposal. The
Government will evaluate the quality , timeliness, and management of the offeror's past performance considering currency, relevancy, sources, context, and trends on recent (within the last five (5) years projects performed under the existing or predecessor MATOC contracts, other open market projects performed in support of locations serviced by National
Guard Contracting Offices. Also, evaluations available through the Construction Contractor
Assessment System (CCASS) may be used. However, contractors may submit projects that are similar in size, dollar value and scope for consideration. Include a reference POC with current name/phone and email. DoD Performance Evaluations Construction previously referred to as CCASS or other Agency performance evaluations should be submitted if available.
6 | P a g e
3. ENFORCEABILITY OF PROPOSAL: The proposal must set forth full, accurate and complete information as required by this solicitation. By submission of the offer, the Offeror agrees that all items proposed (if applicable e.g., key personnel, subcontractors, etc.) will be utilized for the duration of the contract and any substitutions shall require prior Contracting
Officer's approval.
PROPOSAL EVALUATIONS AND BASIS FOR AWARD
1. This solicitation is for a Firm Fixed Price Task Order. The Government intends to award a single task order to a qualified MATOC Offeror whose proposal conforms to all the RFP's requirements and is judged to represent the Best Value to the Government in accordance with the evaluation scheme set out in this solicitation. The Best Value is the most advantageous offer, price and other factors considered, and consistent with the Government's stated importance of evaluation criteria.
1.1. Offers will be evaluated using the criteria listed in ―Evaluation Factors for Award.‖
Noncompliance with the RFP requirements may raise serious questions regarding an offeror’s technical ability, past performance and/or pricing and may be grounds to eliminate the proposal from consideration for contract award. Failure to include all information requested may adversely affect the evaluation. A proposal that merely reiterates or promises to accomplish the requirements of the RFP will be considered unacceptable. A proposal that is orderly and sufficiently documented will be easy for the Government to understand and will enable the Government to perform a thorough and fair evaluation.
1.2. Evaluation Factors for Award. The evaluation factors are Technical Capability, Past/Present Performance and Price. The relative importance of the evaluation factors is as follows: Technical and Past Performance are approximately equal to each other and when combined, are approximately equal to the Price Factor. The evaluation process will follow a sequence in which the Technical will be evaluated first, the Price factor will be evaluated second and the Past Performance Factor will be evaluated third (and last).
1.3. TECHNICAL PROPOSAL : TECHNICAL EVALUATION FACTOR RATINGS:
1.3.1. The technical proposal will be rated first. Proposal cannot exceed 10 pages.
(Resumes excluded from page count) Any offeror receiving a rating of ―red‖ in any subfactor may be eliminated from the competition. The Government will evaluate and rate an offeror's Technical proposal at the sub-factor and overall Factor level using a color rating that combines technical merit and proposal risk considering all subfactors identified in this section. The technical proposal assigned rating reflects the degree to which the proposed approach meets or does not meet the minimum performance or capability requirements through an assessment of the strengths, weaknesses, deficiencies, and risks of a proposal.
7 | P a g e
Color Rating Evaluation Criteria
Blue Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Purple Good
Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Yellow
Marginal
Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
RED Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Proposal is unawardable.
1.3.2. Offerors who are deemed to merit an ―RED‖ rating in the Technical Factor or any subfactor will be removed from further consideration for award unless the
Contracting Officer determines discussion are necessary and a revision of the technical proposal may result in the offeror being eligible for award. The
Government intends to award without discussions. Due to the evaluation process the
Technical Proposal must contain all the required information for a complete evaluation. The technical subfactors are equal in weight.
1.4. Technical Subfactor 1 (USGBC) LEED® experience and capability - The proposal for this subfactor should demonstrate company experience with building to United States
Green Building Council (USGBC) LEED® standards. The proposal also needs to demonstrate that the named lead construction personnel have experience and required qualifications in assigned roles with building to USGBC LEED® standards. If there is no such experience/required qualifications with USGBC LEED® standards, the onus is solely on the offeror to indicate in detail how the offeror plans to overcome this lack of experience/required qualifications. The Government, in its sole and broad discretion, will analyze the above-referenced plans to overcome the lack of experience and/or qualifications with USGBC LEED® standards.
1.5. Technical Subfactor 2 Experience and Capability Proposal:
1.5.1. Using the information in Technical Proposal the Government will evaluate the extent of related experience, and determine to what degree the offeror has the experience and capability to manage a multi-disciplined construction project
8 | P a g e comparable to the work requirements of this solicitation. Accordingly, higher ratings can be achieved by offerors whose projects more closely resemble the scope, size, and complexity of this solicitation’s requirements. Proposal demonstrates adequate quality control processes to give government confidence of the offeror’s ability to successfully manage the material submittal process, and ensure subcontractor compliance with contract documents Proposal demonstrates, as a minimum, that the following key personnel: Contract Manager; Project Manager(s), Site Superintendent(s), Estimator(s), Safety Manager, Scheduler, have experience in managing projects/contracts of the same/similar dollar magnitude, size, complexity and scope, in the capacity in which they are proposed for this project.
Personnel meet experience and education qualifications included in the contract requirements, if any. Members of the proposed contract/project team personnel that have experience working together on successful similar type projects may be given additional consideration.
1.6. The Past/Present Performance evaluation will consider such things as an offeror's business practices, customer relationship, ability to successfully perform as proposed, and other considerations as described in Past/Present Performance Sub-factors, elements and other considerations. The Government will evaluate the Past/Present Performance of offers receiving rating higher than ―RED‖ Technical rating starting with the lowest reasonable and realistic price offered until an offeror is rated ―Substantial Confidence,‖ which is the best Past/Present Performance rating possible under the terms of the evaluation criteria in this solicitation. If the lowest (reasonable and realistic) price is deemed by the Government to merit a ―Substantial Confidence‖ in Past Performance and has been rated ―Blue‖ in the Technical Factor there will be no tradeoff and that offeror will be selected for award. If the lowest price offeror is not deemed to merit a
―Blue‖ Technical rating and a ―Substantial Confidence‖ the Government will continue to evaluate the Past Performance of all offers in price order. The Government will then use a standard tradeoff process as described at FAR 15.101-1 to arrive at the offeror representing the best value in this competition. By using this method it is possible that some offerors’ Past/Present Performance will not be evaluated.
1.6.1. Past/Present Performance includes current/on-going (present) performance complete to 70%. Projects currently in progress for the National Guard will also be considered regardless of percentage complete. In assessing performance confidence, the evaluator may: (1) evaluate present and past performance information through the use of questionnaires completed by the offeror's references; (2) use data independently obtained from other Government or commercial sources; from any other sources available to the Government, to include, but not limited to, the Past
Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting
System (eSRS), or other databases; (3) interviews with Program/Project Managers, Contracting Officers or rely upon personal business experience with the offeror; (4) consider any information the offeror submits which explains any problems encountered on the identified contract and the offeror's corrective actions. The
Government reserves the rights to obtain and evaluate past performance information from any source it deems appropriate.
9 | P a g e
1.6.2. The following ratings and related definitions will be used to define the performance confidence assessment. Based on the evaluation results, the evaluators will assign the Past Performance factor one of the ratings as defined below.
SUBSTANTIAL CONFIDENCE: Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
SATISFACTORY CONFIDENCE: Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
LIMITED CONFIDENCE: Based on the offeror’s recent/relevant performance record, the
Government has a low expectation that the offeror will successfully perform the required effort.
NO CONFIDENCE: Based on the offeror’s recent/relevant performance record, the
Government has no expectation that the offeror will be able to successfully perform the required effort.
UNKNOWN CONFIDENCE (NEUTRAL): No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
1.7. The Government will conduct a price/cost evaluation of each offeror's proposal to determine whether or not each proposal complies with the stated criteria:
"Reasonableness" and ―Realism".
2. To arrive at a Best Value decision this acquisition will utilize the FAR Part 15.101-1 tradeoff process unless the lowest priced offeror (with a price deemed reasonable and realistic) is also deemed to be the highest rated in terms of non-price evaluation criteria. If the lowest priced offeror (with a price deemed reasonable and realistic) is also the highest rated in terms of non-Price Factors, no tradeoff is necessary. Further, there is no tradeoff necessary between any offer that is lower priced (with a price deemed reasonable and realistic) and higher rated in terms of non-Price Factors with respect to any other offers that are higher priced and lower rated for the non-Price Factors. While the Government will strive for maximum objectivity, the evaluation process, by its nature, is subjective and therefore, professional judgment is implicit throughout the entire evaluation process. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer, in his/her sole discretion, later determines them to be necessary or appropriate. Further, the Government reserves the right to create or not to create a competitive range.
