PROJECT DCFT082025
SOLICITATION/RFP # W91SMC-183-11-0004/ADAL Security Forces Building P-25
REQUEST FOR INFORMATION (RFI) #1 29 FEB 2012
Q1. In specification 01 35 26 paragraph 1.6.1.1 states that the contractor’s quality control
(QC) person can be the SSHO on this project. However in the same specification under paragraph 1.6.2.1 part m states that the SSHO shall have no other duties other than safety and occupational health management, inspections, and enforcement on this contract. Please clarify if the Quality Control person can be the SSHO?
A1. See Answer to question #10.
Q 2. Could the superintendent also be the Site Safety and Health officer in lieu of the quality control person?
A2. See Answer to question #10.
Q3. In specification 01 35 43 section 7.1 Contaminated Soil or Groundwater states - The southeast corner or the site and beneath the southwest corner of building 36 is a groundwater contaminated. Excavation within this site is anticipated as part of this project. It later goes on to say that “remediation was scheduled to have been complete by May of 2009 and monitoring is scheduled to be complete by September of 2010. Please confirm that the remediation and the monitoring is completed and that there are no contaminated soils on our site.
A3. This appears to be language leftover from a previous project. There are no contaminated soils on this site.
Q4. Proposal Inquiry: FBO.gov lists a response date of 5/30/2011; but in other documents the response date is 05/03/2011. Which is correct?
A4. Proposals are due on 22 March 2012 at 1:00p.m. CST as stated in most recent amendment.
Q5. Can other LON/LNS building automation and temperature controls that fit the SOW be bid or is it only Invensys/Siebe?
A.5. No, Please see Brand Name Justification posted to FBO.
Q6. There is an option for the furniture on the bid form but no specification or drawings regarding furniture in the bid documents. Please provide furniture specifications and drawings if you want us to include furniture or revise the bid form to remove the furniture option.
A6. The furniture design has been completed. The list of materials for the “Teknion” line of furniture will be made available, but the design is intellectual property of the firm that completed the design.
Q7. Please provide “as-built” or record drawings of the existing structure. We need this information to be able to accurately estimate the demolition, the structural tie-ins and the shoring of the existing structure prior to demolition.
A7. The government is in possession of as-built drawings for the facility. These drawings were issued to the A&E of record who produced the drawings and specifications included in this solicitation. Therefore, all pertinent information from the as-built drawings to complete this project should be included in the construction drawings. Most of this information is contained in the demolition sheets for each discipline. To prevent conflicting information during bidding, the as-builts will not be available until after the contract has been awarded and shall be used only for clarification where required.
Q8. There is no specification section for the drilled piers. Please provide a drilled pier specification.
A8. A new spec section will be provided for the drilled piers.
Q9. The foundation plan (drawing S101) is not clear on which drilled piers are new versus existing. It appears that six piers in the middle of the addition are new and the rest are existing but we would like a clarification.
A9. Correct, there are only six new drilled piers in the center of the facility.
Q10. Specification section 01 35 26 states that the Contractor Quality Control person can also serve as the Site Safety and Health Officer. In addition, specification section 01 45 04.00 10, paragraph 3.4 states that the Contractor Quality Control Manager can also serve as the Project
Superintendent. Is it your intent that all three roles be covered by one person?
A10. The Site Safety & Health Officer (SSHO) may be the same person as the CQC system manager. However, this person must be fully capable and qualified to handle the duties of both roles. The Site Superintendent may also be the same person as the Safety (SSHO) and Quality
(CQC) managers, if qualified and acceptable to the Government and not in conflict with the
Contractor’s Safety and Quality plans.
Q11. Please clarify who is responsible for payment of charges to the gas utility. Specification section 01 31 00 paragraph 1.10.a.4. states “Government will contract directly with and be responsible for payment of direct charges of AmerenCILCO.” However, drawing CD101
General Note 4 states that the “exterior natural gas supply lines and meters for this facility are owned and operated by the utility company. The contractor will be responsible for the coordination and all associated cost of this work by the utility company.”
A11. The contractor will be responsible for the coordination and all associated cost of this work by the utility company.
Q12. Clause “52.225-9 BUY AMERICAN ACT—CONSTRUCTION MATERIALS (FEB
2009)” in the Basic Award documents for the Illinois MATOC program states that: “This requirement does not apply to the construction material or components listed by the Government as follows: TO BE SPECIFIED IN INDIVIDUAL TASK ORDERS.” Our experience with jobs of this anticipated magnitude that the Buy American Act applies. Please confirm if the Buy
American Act applies to this task order.
A12. Buy American Act applies to this task order.
Q13. In order for us to hydraulically size the pipe we need the latest Diesel Fire Pump performance test papers. Are these available for our use?
A13. Yes they will be posted as Fire Pump Flow Data dated July 2010.
Q14. Section 00 31 32 references a specific Geotechnical Report for this project, but it was not included. Please provide the geotechnical report. We need the report due to the deep foundations required.
A14. The geothechnical report has been posted.
Q15. In re. demountable walls for 2 nd floor application (Section 10-22-19); may we obtain copy of the AutoCAD drawings for the space? This will make designing layouts in DIRTT much more precise. Also will provide information on where they desire electrical and data.
Finally, are there any specifications on ceiling height for these areas? We will need to know this to provide accurate quote?
15.
Note:
1. AutoCad drawing will not be distributed until after award.
Q16. In re. Metal Lockers (Section 10-51-13); single tier and double tier appear in the specifications, but I can only locate lockers in the Mens & Women’s Locker areas where elevations reveal single tier lockers. Are there double-tier lockers elsewhere in the project that I am not seeing? Please direct me to the correct room where double-tier lockers will be located.
A16. Single Tier
Q17. The LEED Project Scorecard in the RFP lists 49 points under the project total. The project is specified to meet LEED Silver standards at a minimum of 50 points. Please clarify if the project will receive 49 points per the LEED Scorecard, or if the project will be LEED Silver per Section 01 33 29 of the RFP?
A17. The LEED score sheet identifies 49 points that should be achieved through design and construction efforts and an additional 5 points that are also attainable for exemplary performance and purchasing green power. The base is currently operating on 100% renewable energy that has been purchased through the local utility provider. Documentation can be provided by the base to secure those 2 points. It will be the responsibility of the contractor to ensure that whatever remaining points/credits are required to achieve Silver certification are attained during construction.
