Question # PWS Reference Question Answer
#1
Would you like to consider this Presentation before
Technical Evaluation Board as part of evaluation process?
No presentations will be needed or accepted.
#2
WRM contract has a ground to be subject to logistics services in contingency operations or other operations outside the United States. Can other evaluation criteria like Trade-Off Best Value other than LPTA considered?
Other evaluation criteria such as Trade-Off/Best Value could be considered, but are not used in this current acquisition.
#3 PWS Section 4 – U.S. Government Furnished
Property and Services, 3. Services
Does “water” mean tap water” to drink? Is tap water drinkable by official test result and U.S military drink tap water or buy bottled water on base? If tap water is found to be undrinkable, is there other option?
Potable water is available for use at all sites and facilities.
#4
Is “internet” line available in all government-furnished buildings/facilities? Doesn’t any place need WiFi or egg internet service due to no internet line connection? If
WiFi and/or egg internet service as alternative option is necessary due to no inter line accessibility, does government pay for this wireless internet services
(WiFi and/or egg)
NIPR connectivity is available in facilities where Air
Force computers and devices are used. The purchase of alternative internet services or WiFi will be at the expense of the contractor, the government will not pay for these services out of what is already provided with
GFP/E.
#5 Does contractor comply with this PMSA Audit as well? Yes
#6 52.245-1 Government Property
Does this requires joint inventory on equipment in
Appendix 3? Or contractor is required to comply with
Property management (The Contractor shall have a system of internal controls to manage (control, use, preserve, protect, repair, and maintain) Government property in its possession), Reports, Maintenance and
Compliance with System Analysis?
A joint inventory shall be completed.
#7 PWS section 1 Description Of Services paragraph
4.1
When calculating the in-commission rate of all WRM assets, how is the rate determined?
This is calculated by the number of vehicles down if we have 100 vehicle and 9 are down we are at 91%.
Timeframe is based on deliverables in the PWS.
#8
If the NMCM rate drops below 90% the contractor notifies the QAP and COR? If the NMCM + NMCS rate drops below 90% the contractor notifies the QAP and
COR?
The in-commission rate is all assets that are in service.
NMC included both NMCS and NMCM. NMCS is not always just due to lack of funds or awaiting parts delivery or shipment. This also shows that mechanics are finding the correct parts quotes and Material control is submitting the requested in a timely manner
#9 Will the PWS section 4.1 be clarified to explain the in-commission rate calculation?
They could add that the percentage is determined by the number assets vs the assets in service.
#10 The in-commission rate is the percentage of assets that are in service.
#11 PWS section 5 General Information paragraph
2.7.8
Since the contractor shall develop and maintain training records for all personnel, will the statement
“Additionally, the Supply Functional Manager is responsible for maintaining contractor’s TBA record“ be removed from the proposed PWS para 2.7.7?
Yes. Replace with “Additionally, the Supply Functional
Manager or Supply foreman is responsible for maintaining section’s training record”
#12 PWS section 5 General Information paragraph
6.1.5
What does it mean that the Contractor shall develop and maintain training records for all personnel? Which specific positions require training records? Will a list of minimum core training tasks for those positions be provided or outlined in the PWS?
There should be at least one Supply member at each
COB that is signed off (upon completion of training) for each core task. It can be a Foreman or a Supply
Technician. I would leave it up to the Section lead or
Supply Manager to assign a task to a Supply member.
At a minimum, Supply Core tasks will be outlined in the
PWS. To ensure task competency, each task should be signed off (upon completion of training) by a QAI, a
Supply manager, or any contractor who is signed off on that task.
#13
Foreman, Managers, and Functional Managers are mostly key personnel with specific requirements for employment according to the PWS. Would foreman, managers, and functional managers still require training records?
There should be at least one Supply member at each
COB that is signed off (upon completion of training) for each core task. It can be a Foreman or a Supply
Technician. I would leave it up to the Section lead or
Supply Manager to assign a task to a Supply member
Amendment #4, Q&As.
#14 PWS section 2-5 General Information paragraph
7.14, - 7.17
Why are these positions limited? What prevents these personnel from helping other warehouse sections like container inspection. Will this limitation be removed from the PWS?
These are primary functions and cannot combined but, will be allowed to assist any other section as needed.
#15
PWS section 2-6 Traffic Management Office
Tasks paragraph 10; PWS section 2-5 General
Information paragraph 7.15
Why is the Cargo Movement Documentation Clerk required to only be at Daegu AB? Is this position needed at all the sites? Will the limitations on this position be removed so they can assist with other tasks?
The documentation clerk is positioned at Daegu AB, for the purpose of combining the filing system and to prevent the QAE to travel to each COB to sign documents for classified, sensitive, AA&E, GBL’s etc.
#16 PWS 8.3 Environmental program coordinator
Does the term manage, and coordinate mean through current TMO shipping via 411th contract or physically going to Osan and picking up and transporting HAZMAT to the destination sites? Will the PWS be written to show the specific meaning?
Contractors will have to physically go to Osan Air Base
IAW PWS 8.3.1
#17 PWS section 2-10 Supply Tasks Does this paragraph in section 2-10 mean that Supply must process receiving in ILS-S for supplies?
No, Supply does currently complete receiving for the current contract for reasons of convenience but it is not mandated that Supply performs this function.
#18 Does this paragraph in section 2-6 mean that TMO must process receiving in ILS-S for supplies?
No, this falls under TMO responsibilities however
Supply does currently complete receiving for the current contract for reasons of convenience but it is not mandated that Supply perform this function.
#19
If the answer is yes to question [above], then will section 2-10 paragraph 3 be changed to reflect Supply will only process receipts for equipment in DPAS?
N/A
#20 PWS section 2-6 Traffic Management Office
Tasks paragraph 5
Will the PWS section 2-10 Supply Tasks paragraph 32 be removed since the function is outlined in PWS section 2-6 Traffic Management Office Tasks?
Yes, this section has been moved from Supply tasks to
TMO tasks
#21 PWS Section 2-10 Supply Tasks paragraph 36
Since this report is managed and worked by the
MAJCOM, 7th AF, and GMO and does not get worked by the base level, then may this report be removed from Section 2-10 Supply Tasks paragraph 36?
Q07 still need to be validated. The R34 does not get manually updated with the authorizations listed in the
Q07. This action covers reviewing and monitoring changes. The contractors are already doing this process.
#22
Since AFI23-101 prevents the use of bench stock due to funding and may this report be removed from Section 2-
10 Supply Tasks paragraph 36?
No, I cannot see where it says prevents the use of bench stocks for contractors in the current version of the AFI.
#23
The M24 (Delivery Destination Record Review Listing) is not the correct name for the M24. Per AFI 23-101, AFMAN 23-122, and AFH 23-123 the report is just called Delivery Destination Record. May this be clarified on the proposed PWS Section 2-10 Supply
Tasks paragraph 36?
Remove M24 (Organization Effect Report Indicative
Data), replace with M24 Delivery Destination Record.
#24
The Q09 (Allowance Source Report, Q10 (Equipment
Out-of-Balance Listing), R01 (Status of Priority
Requirements), R72 (Consolidated Transaction) are not worked at the base level with the new system of DPAS, per AFI 23-101, AFMAN 23-122, and AFH 23-123. Since these reports are not managed and worked by the base level, then may this report be removed from Section 2-
10 Supply Tasks paragraph 36?
Reports will still be reviewed and monitored as a legacy system. Q09 and Q10 has been replaced by Force
System Management in DPAS. R01 is still required because it is worked a certain way prioritizing the sequence based on the Urgency of Need. R72 can be removed due to reviews can be done through D04.
#25 PWS Section 2-10 Supply Tasks paragraph 42, 43 If the reports are written on the government’s letterhead, will a template be provided?
Yes, it will be on the government’s letterhead. The letterhead has been provided and being used by supply.
#26
Will the QAP be responsible for proofreading the content to ensure it meets the military writing standards (tongue and quill)?
Yes. Current Supply QAEs do not require contractors to abide by Tongue and Quill standards, however, the letter’s content (sent to QAEs) must be comprehendible.
#27 PWS Section 5- General Information paragraph
7.9
Which sections require a forklift? What capacity forklift is the contractor required to provide? Will the government provide any cargo movement equipment?
Supply (10K and 6K), TMO (10K and 6K), TRAP (6K) and
BEAR (23K) -- per COB. RADR UTCs exceed 40K lbs as the shipping weight when filled with concrete
SuperSacs (at 3K lbs ea); movement of these containers can be coord'ed thru 25 Trans Bn.
#28 PWS Section 2-6 - Traffic Management Office
Tasks paragraph 6
Since a Korean can perform Agricultural inspections, what contractor position is equivalent to a KGS-7? Will the PWS Section 2-6 paragraph 6, reflect the statement
“contractor equivalent”?”
All Agricultural Inspectors must be a US citizen and local nationals cannot certify the cargo for movement.
The PWS will be changed to reflect “The contractor will ensure Agricultural inspections are performed by certified personnel (American National) prior to processing shipments.” Military QAE are certified customs/agriculture inspectors and will assist as needed.
#29 PWS Section 1 Description of Services paragraph
4.1
“The contractor shall maintain a 90% in-commission rate of all WRM assets contingent on funds availability.” IAW PWS Section 1 Description of Services paragraph 4.1 “immediately notify the Quality
Assurance Personnel anytime the rate falls below
90%.” Non-mission capable of supply (NMCS) rate is out of the contractors’ hands. Typically, this is due to funds are not available or the ordered part has not yet arrived. Does this mean the contractor will calculate the NMCS rate to the in-commission rate?
No, the NMCS rate will remain the same however, the contractor will not be at fault for NMCS due to parts on order/funds availability.
#30
If the answer to question [above] is “yes”, then will
PWS Section 1 Description of Services paragraph 4.1 be reflected accordingly?
N/A
#31 PWS Section 2- Vehicle Management Tasks paragraph 2.10
Does the government want the contractor to have a
VM QC?
Yes, VM would like to add a QC to conduct in and out inspections; PWS has been updated to reflect this new position.
#32 If the contractor is required to have a VM QC, then what is the qualifications and responsibilities?
Customer Service Center technicians service as the focal point between the operators and Vehicle management/ Fleet Management and Analysts during vehicle turn in.
Specific responsibilities of the Customer Service Center includes the following:
- Debrief vehicle operators
- Verify malfunctions and perform a complete inspection using diagnostic test equipment when required. Use AF Form 4355 to document vehicle’s condition.
- Using the Operator’s Inspection Guide and Trouble
Report form along with the AF Form 4355, the inspector makes a complete inspection to verify the vehicle's malfunctions, validate waived items and address repairs affecting safe vehicle operation.
- Initiate a work order if the vehicle requires any one of the following: Preventive Maintenance and
Inspections, Special Inspections, Time Compliance
Technical Orders, Service Bulletins or one-time inspections are required/due.
- Enter the actual/suspected malfunctions on the AF
Form 4355, to include all tests that have been performed and the direct labor-hours spent to perform the inspections and tests.
- Perform outgoing quality inspections in accordance with operating procedures.
#33
Recommendation: List qualifications and responsibilities in Section 5, such as the POL Quality
Control Officer and the RAP Quality Control Technician
Listed above.
#34
PWS Section 2-6 Traffic Management Office
Tasks paragraph 22; PWS Section 2-5 General
Information paragraph 7.15
If CMOS is required at all COBs, process all shipments, and will utilize CMOS at each COB to process DD Form
1348-1a, Issue Release Receipt document, and the DD
Form 1149, requisition, and invoice/shipping document for inbound/outbound shipments, then why would the cargo movement documentation clerk to be assigned at Daegu AB and not the others?
The documentation clerk is positioned at Daegu AB, for the purpose of combining the filing system and to prevent the QAE to travel to each COB to sign documents for classified, sensitive, AA&E, GBL’s etc.
#35
Recommendation: Remove the statement “assigned to
Daegu AB” on PWS Section 2-5 General Information paragraph 7.15.
Remain as written.
#36
PWS Section 2-6 Traffic Management Office
Tasks paragraph 40; PWS Section 2-10 Supply
Tasks paragraph 2, 29
IAW with the AFIs receipts fall under TMO, however the contract has it under TMO and Supply. May we please get a clarification on what section process receipts?
AFI24-602 pertains to Transportation. If this statement remains under Supply PWS, Supply QAE/QAP will not inspect this process. The TMO contractor will in-check the shipment in CMOS, complete a turnover record to turn the cargo over to the Supply contractor for processing in ILS-S.
#37
May the government please provide a reference for must perform materiel management services for receipt of DoD supplies or define the meaning of this statement?
Change to “perform materiel management services for received DoD supplies”. This statement pertains to basic supply tasks such as verifying that a receipt document matches (NSN & QTY) what was processed by receiving (in a Supply System). This statement does not say “will process receipt in ILS-S”. All supply
Foremen have been trained on verifying receipt documents.
#38
Recommendation: Remove the “receipt of DoD supplies” in PWS Section 2-10 Supply Tasks paragraph 2 and 29.
N/A
#39
PWS Section 2-6 Traffic Management Office
Tasks paragraph 13, 27, 32; PWS Section 2-5
General Information Tasks paragraph 7.15
IAW with the AFIs CBL fall under TMO, however the contract has it under TMO and Supply. May we please get a clarification on what section process CBLs?
AFI24-602 pertains to Transportation. If this statement remains under Supply PWS, Supply QAE/QAP will not inspect this process. TMO contractor processes all
GBL/CBL’s for outbound cargo movement. Supply
Contractor will sign the receipt for offloading of cargo.
#40
Recommendation: Remove the “The contractor will visually inspect shipping containers or materiel and obtain carriers and receiver’s signatures on the
Commercial Bill of Lading (CBL) for damages, shortages and other discrepancies as noted on the CBL. The contractor will annotate time and date of delivery on the CBL or other similar delivery documents except for carriers using automated or electronic signature systems” in PWS Section 2-10 Supply Tasks paragraph
32.
#41
PWS Section 2-6 Traffic Management Office
Tasks paragraph 5; PWS Section 2-10 Supply
Tasks paragraph 32
IAW with the AFIs AA&E fall under TMO, however the contract has it under TMO and Supply. May we please get a clarification on what section handles AA&E?
Refer to AFMAN 23-122 5.3.3.8; TMO contractor will handle all outbound AA&E shipments, the offloading of
AA&E is completed by the government. Supply contractor notifies the government of the receipt of the truck with AA&E.
#42
Recommendation: Remove the “Off load materiel requiring ILS-S processing. The contractor will not off load explosives and munitions but will notify the government for off-loading” from paragraph 32.
Refer to AFMAN 23-122 5.3.3.8; TMO contractor will handle all outbound AA&E shipments, the offloading of
AA&E is completed by the government. Supply contractor notifies the government of the receipt of the truck with AA&E.
#43 PWS Section 2-8 Medical Tasks paragraph 1.1, 1.7
It appears both contracts (WRM, WRM Med) mirror each other, does this mean the government requires two separate contracts to accomplish the same task twice?
Please keep as written, will be further evaluated for relevancy and to avoid redundancy if on the WRM-
Medical contract.
#44 Recommendation: Take the medical portion out of the
Nonmedical WRM contract.
#45 PWS Section 2-9 Fuels Tasks paragraph 1.1
“All inventory results shall be recorded and furnished to the Fuels QAP no later than the last day of the inventory schedule”. The inventory results will be published on the M10 and M32, which is produced at the end of the month. However, due to the time difference from the States, we can pull the listing the first duty day of the next month. Due to the time difference, will this be a discrepancy?
No, it will not cause a discrepancy.
#46 PWS Section 2-9 Fuels Tasks paragraph 1.2
Who has the contractor may appoint in writing, a primary and alternate equipment custodian for all
Fuels assets?
The site foremen serve as EC’s for each individual location.
#47
IAW AFI, the organizational commander or designated representative will appointment the equipment custodian. This appointment letter must be filled with the master and custodian jacket file. Would it be acceptable to have all equipment’s custodians with an appointment letter from the organizational commander or designated representative on file, but have the Fuel equipment custodian on file from the contractor?
The Fuels FM is the overall EC, and is named on the EC appointment letter signed by the Sq/CC.
#48 Recommendation: Remove paragraph 1.2. Remain as written.
#49 PWS Section 2-9 Fuels Tasks paragraph 1.3; PWS
Section 1 Description of Services paragraph 4.37
Will it be ok for our Fuel Shop to use the R34 listing per the PWS and not follow the AFI?
The R-34 is ok for continued use to inventory assets.
Prior to performing inventory inspections, new R-34’s are obtained from supply reps to ensure accurate and updated MRSP item listings.
#50
Recommendation: Remove the statement “The Supply
R-34 MRSP listing shall be pulled, printed, and used to inventory MRSP kits” in paragraph 1.3
Remain as written.
#51 PWS Section -9 Fuels Tasks paragraph 1.4
MRSPs containing shelf-life items require 100% inspection quarterly to substantiate usability or replacement IAW AFI 23-101 – Materiel Management.
Any shelf-life items exceeding prescribed shelf-life will be removed from its TriCON/kit location and a replacement ordered. The order/requisition information will be provided to the QAP. MRSPs containing shelf-life items require 100% inspection quarterly to substantiate usability or replacement IAW
AFI 23-101 – Materiel Management. Any shelf-life items exceeding prescribed shelf-life will be removed from its TriCON/kit location and a replacement ordered. The order/requisition information will be provided to the QAP. Due to this not being a base level procedure for the COBs, does this mean the statement should be removed?
Shelf life items are monitored by base level supply, and ordered six months before expiration dates due to the long lead time associated with ordering and receiving parts here in Korea. I recommend leaving this part in.
#52
Recommendation: Remove the statement “and a replacement ordered. The order/requisition information will be provided to the QAP” in paragraph
1.4.
Remain as written.
#53
PWS Section 2-9 Description of Services paragraph 3.2.3.1; PWS Section 2 Functional
Specific Tasks paragraph 1
: Osan and Kunsan does not have FSE, so what FSE is
Section 2-9 Description of Services paragraph 3.2.3.1 referring too?
Osan and Kunsan store cryogenic (liquid oxygen and liquid nitrogen) containers for the COBs. However, no
WRM fueling assets are stored at the MOB’s.
#54
PWS Section 2-9 Description of Services paragraph 3.2.3.2; PWS Section 2 Functional
Specific Tasks paragraph 1
According to PWS Section 2 Osan and Kunsan only has
ADR, so what will POL required to ship, receive, exercise, drain, and store assets at the main operating bases (Osan and Kunsan)?
There are no FSE items that require OI/FC that we ship to/from the MOB’s. This section can be removed.
#55 PWS Section 2-10 Supply Tasks paragraph 21 May the government change the verbiage from AFEMS to DPAS?
Change AFEMS to DPAS
#56 PWS Section 2-10 Supply Tasks paragraph 29 May the government change the verbiage from AF-
EMIS to EESOH-MIS?
Change to EEOSH-MIS
#57
PWS Section 2-10 Supply Tasks paragraph 44;
PWS Section 2-2 AGE, TANKS, and RAP Tasks paragraph 1.8
Does this mean the government requires AGE, TANK, RAP and Supply to accomplish the monthly walk-through inspection for BEAR, POL, and VM, or does this mean that AGE, TANK, RAP and Supply complete a walk-through inspection for their respective shop?
Use the standardized COSIS checklist from supply and submit to the supply Chief Inspector for filling/review.
COSIS has been suggested to be added in the PWS
#58
Recommendation: Each section with a WRMM, is required to complete a monthly walk-through or by contractor personnel when services are contracted and specified in the PWS per AFI 25-101. If the government would like for each section to have a completed walk-through inspection, than we recommend adding a similar paragraph as in section 2-2 paragraph 1.8 for
BEAR, POL, and VM.
PWS has been updated with verbiage added to POL and
BEAR tasks.
#59
PWS PRS 35 Performance Objective “Vehicle
Reconstitution” and PRS 35 Performance
Objective “DOLI”
May the government clarify which PRS number actually pertains to the correct Performance Objective?
#60 PWS Performance Objective “COSIS” and
Performance Objective “Monthly Walkthrough”
May the government clarify which PRS number actually pertains to the correct Performance Objective?
PRS numbers have been updated in the PWS.
#61 PWS Section 5 General Information paragraph
2.7.7
How can the Supply Functional Manager be responsible for maintaining contractor’s TBA record, when the contractor cannot have access to TBA?
Changed TBA to Training Records
#62 Recommendation: Have the last sentence of the removed from paragraph 2.7.7.
No
#63 PWS Section 5 General Information paragraph
6.1.5
May the government define “all personnel” in paragraph 6.1.5?
Change to “the Contractor shall develop and maintain training records and coordinate with the government for approval within 90 days of contract award or employment on the contract.” There should be at least one Supply member at each COB that is signed off
(upon completion of training) for each core task. It can be a Foreman or a Supply Technician. I would leave it up to the Section lead or Supply Manager to assign a task to a Supply member.
#64
Are we safe to assume this means Functional
Managers, Quality Control Manager, Site Manager, Contract Manager, General Manager, the President of the Company and CEO are required training records?
There should be at least one Supply member at each
COB that is signed off (upon completion of training) for each core task. It can be a Foreman or a Supply
Technician. I would leave it up to the Section lead or
Supply Manager to assign a task to a Supply member.
The President of the Company and the CEO can be assigned a task if that’s what the Functional manager prefers.
#65
If our assumption is correct, then who will train the
Functional Managers, Quality Control Manager, Site
Manager, Contract Manager, General Manager, the
President of the Company and CEO?
Training will be completed within 45 days of contract onboarding, and the training is determined by the specific area each Manager works in and the assigned tasks required to work on for proficiency
#66
Recommendation: Due to managers being considered has key personnel, and their qualifications are listed

TMO Warehouseman, Cargo Movement
Documentation Clerk, Packing and Crating Specialist, Shipment Planning Clerk. Is there a specific reason, why can we not combine the above positions with any another position?
Yes, the reason for not combining functions is because in the past the contractor would place several duty responsibilities onto one individual they would become task saturated and they would not meet mission requirements. The prior QAE’s would write the contractor up for not meeting AFI timeline guidance, would not be able to keep up with regulation changes and administrative work. These are primary functions and cannot combined but, will be allowed to assist any other section as needed.
#73
Does “this position shall not be combined with any another position” mean this position cannot have an additional duty?
The positions will not be combined, this does not mean that the others cannot assist as need. It is highly recommended that they stay separate to prevent task saturation and not keep up with daily tasks.
#74
Does “this position shall not be combined with any another position” mean this position cannot have a
[dual] [hatted]?
Dual hatting is not recommended and shall not happen.
