Information such as, financials, staffing plan and equipment/tools list, etc. may be requested as required by the Contracting Officer and the information shall be submitted within three (3) working days of the request.
NOTE 1: The proposals are intended to be evaluated, and award made, without discussions with the offerors unless discussions are later determined to be necessary.
NOTE 2: Contractor Team Arrangements:
1. A contractor team arrangement (CTA) means an arrangement in which two or more companies form a partnership or joint venture to act as a potential prime contractor or a potential prime contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program. A CTA is not an arrangement in which two or more companies form a separate legal entity, such as a corporation or limited liability company, to act as a potential prime contractor.

5. The government will perform a responsibility determination on a CTA just as it would on any prospective contract awardee.
End of ADDENDUM to FAR 52.212-1 INSTRUCTION TO OFFERORS – COMMERCIAL ITEMS
BASIS FOR AWARD
ADDENDUM TO FAR 52.212-2 EVALUATION – COMMERCIAL ITEMS
Award will be made to the responsible Offeror submitting the Lowest Price, Technically Acceptable (LPTA) offer that satisfies all terms and conditions of the solicitation. Offers will be evaluated for acceptability, but not ranked using the non-price factors/subfactors. All non-price factors and subfactors will be rated as either “acceptable” or
“unacceptable”. In order to be considered for award, there must be an “acceptable” rating in every non-price factor/subfactor. In other words, a rating of “unacceptable” for any factor or subfactor will result in the entire offer being rated “unacceptable”.
The Government intends to award without discussions; however, if the Government believes discussions are necessary, the Government reserves the right to set and hold discussions with those in the competitive range.
Technical Ratings
Rating Description
Acceptable
Proposal meets the minimum requirements of the solicitation.
Un-acceptable
Proposal does not meet the minimum requirements of the solicitation.
FACTOR I. Technical: Each factor and sub factor will be rated either acceptable or unacceptable. A rating of unacceptable for any factor or sub factor will result in an overall unacceptable rating. If an offeror fails to meet the minimum requirements outlined in one of the four subfactors below, the subfactor, and overall proposal will be rated
“unacceptable” and will not be eligible for award.
Sub-factor 1 – Prime Contractor’s Prior Experience (Refer to PWS, Section 5, Para 1):
The offeror shall be evaluated on submitted documentation which demonstrates the offeror possesses the required experience within the stated time period. The experience submitted shall be evaluated to ensure it is not experience of a subcontractor.
Sub-factor 2 – Key Personnel (Refer to PWS, Section 5, Para 2):
Key Personnel proposal information shall be evaluated to ensure the key personnel proposed meet the minimum qualifications and number of personnel listed in the submission instructions.
Sub-factor 3 – Management Approach:
a. Organization Chart. The government shall evaluate the proposed Organization Chart to ensure it clearly demonstrates existence of command and control and identifies at a minimum the following:
(1) Logical lines of communications, command and control
(2) Logical Organization Hierarchy
(3) Concurrent operation of all locations indicated in the PWS/RFP
b. Staffing Plan. The government shall evaluate the staffing plan to ensure it clearly demonstrates how the offeror will perform the operation of the WRM and clearly identifies the labor mix and quantities by major task, identifies the replacement strategy, backup policy, and retention policy. The feasibility of the proposed Staffing Plan will be assessed against the offeror’s overall Technical Capability and Management Approach to ensure the offeror has proposed an adequate number of qualified personnel in appropriate labor categories to satisfy all PWS requirements.
The government shall evaluate the staffing plan to ensure it contains the following information.
(1) Key Personnel and each of their responsibilities in the management of the operations of the WRM.
(2) Support personnel and their roles in the operations of the WRM.
c. Quality Control Plan. The offeror shall be evaluated on their submitted Quality Control Plan to ensure it demonstrates the offeror’s approach to conducting comprehensive quality control. The Quality Control Plan shall be evaluated to ensure it addresses all criteria outlined in PWS Section 5, paragraph 8.
d. Safety Plan. The offeror shall be evaluated on their submitted Safety Plan to ensure it demonstrates the offeror’s approach to conducting comprehensive safety control. The plan shall be evaluated to ensure it includes safety training and safety methods and practices, standardized procedures to monitor performance, identify discrepancies, and take corrective action to prevent re-occurrences of any safety issues.
e. Personnel Recruitment, Development, Retention and Training Plan. The offeror shall be evaluated on their submitted plan to ensure it demonstrate the offeror’s approach to ensuring qualified personnel are recruited, developed, retained and trained.
Subfactor 4 – Phase-In Plan. The offeror shall be evaluated on their submitted plan to ensure it clearly demonstrates how the offeror will prepare for 100% full performance in accordance with the PWS and transition without interruption of on-going WRM services.
FACTOR 2 - PAST PERFORMANCE:
Past performance will be evaluated on an acceptable/unacceptable basis. Offerors are required to identify contracts, both commercial and government contracts for the same or similar service. The Government may ascertain past performance information on the Offeror from sources other than the contracts/references provided.
Past performance shall be evaluated to ensure it is recent and relevant. Recent Past Performance is within ten (10) years of the opening date of the solicitation. Relevant past performance is performance that is the “same as or similar to” services in this solicitation.
FACTOR 3 – PRICE:
(1) Proposed price will be reviewed to ensure completeness, reasonableness, and balance. The pricing proposals will be evaluated in accordance with any of the techniques FAR 15.404-1. The following also applies to the evaluation.
a. Completeness. The government shall ensure complete pricing information for all is provided. A proposal without all pricing information provided may not be considered for award. The government shall consider any underlying assumptions provided, including proposed escalation rates between the 1st and subsequent periods.
b. Unbalanced Pricing. As part of the price evaluation, proposals will be reviewed to identify any unbalanced pricing. A proposal may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.
c. Price is not scored. The Government will review the price proposal to determine the extent to which it is complete, reasonable and balanced. The proposed price shall include all CLINs as listed on the Price Schedule. The
Government intends to evaluate proposals and award a contract without discussions.
e. FAR Clause 52.217-8 Option to Extend Services. As part of price evaluation, the Government will evaluate its option to extend services (FAR Clause 52.217-8 - Option to Extend Services) by adding one-half of the Offeror’s final option period prices to the Offeror’s total price. Thus, the Offeror’s total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, 4th option, and one-half of the 4th option. Offerors are required only to price the base and four (4) options. Offerors shall not submit a price for the potential one-half year extension of services period.
(2) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
