ANSWERS TO THE QUESTIONS

Questions Regarding Solicitation Number W91QVN-17-R-0091

Telecommunications Infrastructure Support Services (TISS), USFK-Wide

The following are answers to the questions submitted by the Offerors:

Question 1. Do you accept a certificate issued by Safety and Health Training Consignment Institute as well as a certificate issued by the Korea Occupational Safety and Health Agency (KOSHA)?

Response 1. Yes, Korean Occupational Safety and Health Administration (KOSHA) training certificates or Occupational Safety and Health Administration (OSHA) equivalent certificates are acceptable. PWS paragraph 1.9.6.5 is updated.

Question 2. Do you accept CPR and First Aid certificate issued by the Korean Red Cross?

Response 2. Yes, U.S and ROK Red Cross both are acceptable. Cardiopulmonary Resuscitation (CPR) and First Aid certificates for all contractor personnel performing direct labor for any task order/delivery order.

PWS paragraph 1.9.6.6 is updated.

Question 3. Solicitation pate. 93, paragraph 1.9.6.5, Contractor personnel working in manholes require a ROK certificate for confined space safety. Is it acceptable for certificate issued by OSHA training institution in USA too?

Response 3. Please see Response #1.

Question 4. Contract Line Item 0001 COPPER CABLE Install, Splice, Terminate, and Test - Copper Cable (25 to 1200 PR). Contract Line Item 0006 FIBER OPTIC CABLE IN DUCT Install, Terminate, Splice, and Test - Fiber Optic Cable in Duct (2 to 144 Fiber Cores). Contract Line Item 0007 LEAF FIBER OPTIC CABLE IN DUCT Install, Terminate, Splice, and Test - LEAF Fiber Optic Cable in Duct (12 to 96 Fiber Cores).

Question: Would the Government consider adding line items for each required number of pairs or cores?

Because the price for installing, splicing, terminate and testing 25 pair is much different then installing, splicing, terminating and testing 1200 pair or even 100 pair. For example the price for 25 pair and the price for 50 pair is double, and the price for 100 pair is four times the price of 25 pair. There is too much of a price gap between 25 pair and 1200 pair. How will the Government be able to evaluate the price on the below line items with this much gap in the price?

Question Reference: Line items: 1001, 1006, 1007, 2001, 2006, 2007, 3001, 3006, 3007, 4001, 4006, 4007, Same Question above applies.

Response 4. Changes made to CLIN Structure. These CLINs all include Sub-CLINs and add estimated quantity. Please see the updated Schedule of Services (CLINs).

Question 5. Contract Line Item 0031 OUTSIDE PULL-BOX, there are many different size pull boxes and the prices for each size pull box are different. Would the government consider adding line items for each size required?

Question 6. PWS 1.3. Quality Control Plan (QCP): The Contractor shall develop and maintain an effective quality control plan to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor shall provide the QCP as a part of the proposal to be evaluated. The contractor shall implement data collection methods to record data ensuring work accomplished meets acceptable performance and technical standards. The data shall identify trends, potential and actual problem areas, deficiencies, and any required corrective action. The contractor shall retain all records of inspections and corrective actions throughout the period of performance. Inspection documents shall be made available to the Government COR, Quality Assurance (QA) representative and the Contracting Office within 24 hours of written request by either party.

Nowhere in the Proposal Submission does it state we shall provide QCP for evaluation.

Question: Are we required to submit a QCP with the proposal?

Response 6. No, the Quality Control Plan (QCP) is not required for the proposal submission. The contractor shall provide the QCP to the Contracting Officer (KO) and Contracting Officer’s Representative (COR) within thirty (30) calendar days after contract award. PWS paragraph 1.3 is updated.
