About this file
This is a 52.212-2 Addendum containing evaluation criteria and basis for award for a federal contract solicitation. The Government will make award using the Lowest Price Technically Acceptable (LPTA) source selection process to a single responsible offeror with the lowest evaluated price among proposals meeting acceptability standards. Award may be made without discussions, though the contracting officer reserves the right to conduct discussions if deemed necessary. Offerors should submit their best technical and price terms in their initial proposals.
The evaluation uses two factors: (1) Technical Capability, rated as either Acceptable or Unacceptable based on whether the proposal clearly meets minimum requirements stated in the Performance Work Statement, with Acceptable being mandatory for award consideration; and (2) Price, evaluated separately for fairness and reasonableness using price analysis techniques per FAR 15.404-1(b) without adjectival ratings or scoring. The contract will be Firm-Fixed Price. For price evaluation purposes, the Government will calculate total evaluated price by combining the base period, all option periods, and six months of the final option period rate, though offerors submit pricing only for base and option periods. Price reasonableness is defined as not exceeding what a prudent person would incur in competitive business. Evaluation of options does not obligate the Government to exercise them.

52.212-2 ADDENDUM
A. BASIS FOR AWARD (Section M)
Award will be made using the lowest price technically acceptable (LPTA) source selection process. Award will be made to the responsible offeror on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. LPTA is expected to result in the selection of the technically acceptable proposal with the lowest evaluated price. Award may be made without discussions with offerors (except communications conducted for the purpose of minor clarification). Therefore, each initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the contracting officer to be necessary.
The Government will evaluate proposed prices for reasonableness using cost and/or price analysis techniques. The Government intends to award one contract in response to this solicitation.
B. FACTORS TO BE EVALUATED
The following evaluation factors will be used to evaluate each proposal:
Factor 1: Technical Capability. Technical Capability reflects the Government’s confidence in each offeror’s ability, as demonstrated in its offer, to provide the requirements as stated in this solicitation. The Government will evaluate whether the offeror has demonstrated that it can meet the minimum requirements in the Performance Work Statement (PWS). Offers that do not demonstrate that it can meet the minimum requirements will not be considered further for award. If an offeror does not indicate whether it can meet the minimum requirements, the Government will determine that it cannot.
Technical Capability will be evaluated as either Acceptable or Unacceptable. Definitions are as follows:
Technical Acceptable/Unacceptable Rating
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
Note: To receive consideration for award, a rating of acceptable must be achieved for the technical factor.
FACTOR 2: PRICE. Price will be evaluated separately from the technical factor and will be evaluated for fairness and reasonability in terms of:
a. The vendor's prices must be deemed to be fair and reasonable to qualify for award.
b. Price analysis techniques will be used to evaluate an offeror’s proposal, but price will not be scored. Pricing will be evaluated for fairness and reasonableness in terms of the Government’s requirements in accordance with FAR
12.209. Pricing will be evaluated using various price analysis techniques and procedures similar to those listed in FAR 15.404-1(b) including, but not limited to, comparison of proposed price received in response to the solicitation with a comparison to the IGE. The Government is interested in proposals that meet the requirements with acceptable risk, at a fair and reasonable price.
c. As part of price evaluation, the Government will evaluate its option to extend services under FAR 52.217-8 by adding six (6) months of the offeror's final option period price to the offeror's total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six (6) month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.
2. Price Factor. The contract will be a Firm-Fixed Price contract.
Price will be evaluated for completeness and reasonableness using the techniques in FAR 15.404-1(b) (2). No adjectival ratings will be used to evaluate Price. Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 15.404-1(b). The techniques and procedures described under FAR 15.404-1 will be the primary means of assessing price reasonableness. Reasonableness is defined as follows: The Government will evaluate the price reasonableness of the Offeror's proposed price in accordance with the definition in FAR 31.201-3. A Price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of a competitive business. The Government will evaluate offers for award purposes by adding the total evaluated price, which is the price of all CLINS, including Options. The Offeror’s total price for the purpose of evaluation will include the base period and all option periods. Evaluation of options will not obligate the Government to exercise the option(s).
