CGSC Access Control System Replacement - Lenel OnGuard Readers Configuration Report

This is a technical configuration report documenting the existing access control reader installations across multiple buildings at the Command and General Staff College (CGSC) facility, prepared as of September 10, 2026. The report details the current OnGuard 8.0 system specifications for 147 doors distributed across five primary access control panels: CARL (Lewis and Clark Building B120 - 15 doors), FLINT (Building 315 - 7 doors), GIF (General Instruction Facility Building 120 - 7 doors converted to 7 doors), and multiple panels at Lewis & Clark Building B127 (distributed across rooms 1115, 1130, 1203, 1603, 2026, 2112, 2175, 2548, and 2603, totaling 69 doors), plus an additional panel at Lewis & Clark Room 3112 documenting doors on that floor. Each entry specifies reader type (primarily LNL-1320 dual interface readers with OSDP protocol and some onboard readers), port assignments, card format compatibility (CAC Extended 200 Bit and CCure 64 Wiegand), strike times, access modes (card-only, card and PIN, or unlocked), and offline mode configurations.

The report indicates a planned conversion and consolidation of these access control points across campus, with specific "Converted End State" summaries noting the final door counts for each panel location. Reader configurations support varying security levels from classroom access (unlocked or card-only) to secure areas such as telecom closets, server rooms, executive offices, and exterior entry points (card and PIN requirements). The infrastructure uses standard 9,600 baud rates across readers, 75-millisecond held open times for most doors, and 3-6 second strike times, with certain high-security areas like the Truck Dock Gate configured with extended 10-second strike times. This technical baseline appears to support the related RFQ W91QF4-26-Q-A040 for CGSC Access Control System Replacement, with a proposal deadline of September 16, 2026.
