About this file

This document is a Questions and Answers (Q&A) file addressing bidder inquiries regarding a federal contract opportunity involving facility inspections and maintenance work at prison facilities.

The solicitation concerns lightning protection system inspections and ground rod testing at multiple prison buildings. Key procedural details include: facility maps and building number drawings are publicly searchable; conference call links will be provided to bidders unable to attend public bid openings if their bid is received at least 24 hours prior; and payment terms will be amended to allow Schedule of Values payment tied to completion benchmarks rather than monthly payments, accommodating the concentrated timeframe of the work. Regarding prison facility access, escorts are required for all interior work, which will extend project timelines; the facility will coordinate photography documentation of completed work rather than allowing contractor documentation. The solicitation emphasizes that site visit attendance is mandatory, with no allowance in bid packages for work portions not accounted for due to non-attendance. Technical requirements specify compliance with UFC 3-575-01 for lightning protection inspections and testing; while this standard incorporates applicable portions of UL 96A, UL96A certification is not required as a basis for compliance. Ground rod inspection and testing details, including surface conditions at each location, are contained in attached documentation.

Text version

1. Can you share a map of the facilities with building numbers?

RESPONSE: Facilities list of building numbers and drawings are available where locations are publicly searchable.

2. Can you issue a conference call in for the live bid openings?

RESPONSE: Yes, we will offer links to all bidders if they cannot attend the public opening provided the bid is received at least 24 hours prior to bid opening to allow for link sharing.

3. Is there a way to change the payment terms from Monthly to either per building or lump sum. Most of this work will be done in a concentrated time frame.

RESPONSE: Yes, we will amend to JOB and allow Schedule of Values payment tied to benchmarks in completion.

4. Do we need a full-time escort in the prison facilities? Are there any restrictions of movement at these facilities? How can we document work (pictures) at these facilities?

RESPONSE: Facilities require escorts and therefore any work required inside of prison facilities will take longer and in terms of pictures the facility can arrange pictures be taken of completed work.

5. There are light poles with lightning protection throughout the prison facility. Are these poles associated with any building and will they require inspection/testing?

RESPONSE: Refer to attachments for work details. For companies missing the site visit, there is no allowance for bid packages that did not account for portions of work due to lack of attendance.

6. There doesn't appear to be any test wells. Will you require all of the ground rods to be dug up for inspection/testing and grounds restored to original condition. In some cases, there is concrete covering the ground rods. If so, could you please list the conditions of the surface for the ground rods at each location?

RESPONSE: Available information for this requirement are included in the attachments.

7. Do you require any formal training or certifications such as a UL96A lightning protection certification for these inspections/testing?

RESPONSE: UFC 3-575-01 incorporates applicable portions of UL 96A but however, UL96A is no longer relied upon as a basis for compliance.
