About this file
This document is a Questions and Answers addendum to Invitation for Bid W91QF4-26-B-A010 for a 13 Water Bottle Filling Station Construction Project, dated August 6, 2026. The Q&A clarifies key project requirements and submission procedures for prospective bidders. All 13 locations must meet ADA compliance standards upon completion. Reference photographs of inaccessible Building 648 and Building B848 are provided in Amendment 0001 attachments (Attachments 4, 9, and 10). Bids must be physically mailed or hand-delivered to the exact address specified in the IFB with a deadline of August 26, 2026, at 4:00 PM CST; email and electronic submissions are strictly prohibited and will be rejected without review.
The project requires Contractor-Furnished, Contractor-Installed (CFCI) delivery and installation of water bottle filling stations. Contractors must provide 12 units of Elkay Model EZSDWSSK (non-refrigerated) and 1 unit of Elkay Model LZWSRK (retrofit kit), including all labor, equipment, and materials for installation. The EZSDWSSK units must be filter-ready to accept water filters in the future but shall be delivered and installed without active filter cartridges. No refrigerated units are required. Contractors are responsible for field-verifying existing site dimensions and conditions; if space constraints exist at the primary location (such as the 14-inch clearance issue at Building B629), alternative locations within the same building and floor are available. The Government will coordinate reserved parking in designated lots near assigned buildings prior to project execution, with contractors coordinating through security and facility managers for necessary base access and staging passes.

13 WATER BOTTLE FILLING STATION CONSTRUCTION PROJECT
Invitation for Bid – Questions and Answers
Invitation for Bid: W91QF4-26-B-A010 Date: August 06, 2026
Questions and Answers
Question 1: Please specify which locations will require ADA compliance.
Answer 1: All 13 locations must meet ADA compliance standards upon completion.
Question 2: Building 648 was inaccessible during the site walk. Please provide photos of the front, side and under the existing fountain. Please provide pictures of any buildings we did not see during the bid walk. I believe it may have been B848.
Answer 2: Please reference Amendment 0001 attachments: Attachment 4, Attachment 9, and Attachment 10.
Question 3: Are bids required to be mailed and cannot be submitted via email?
Answer 3:
- Yes. All bids must be physically mailed or hand-delivered to the exact address specified in the IFB. Email and electronic submissions of any kind are strictly prohibited and will not be accepted.
- Deadline: To be considered for evaluation, your bid must be physically received in our office no later than August 26, 2026, at 4:00 PM CST. Bids received after this exact date and time will be rejected without review, regardless of when they were postmarked.
Question 4: B629-clearance between existing waste piping and conduit is 14”. How will the new bottle filler fit in this space?
Answer 4: Per the Statement of Work (SOW), the contractor is responsible for field-verifying existing site dimensions and conditions. If the contractor finds that the first selected water fountain location is too tight to complete the replacement due to the 14" clearance, there is an alternative water fountain on the same floor and in the same building that could be used instead (reference Attachment 10).
Question 5: Staging passes/parking permits will be available? Will we be able to park company vehicles close to each building?
Answer 5: Yes, parking and staging will be coordinated. The Government will coordinate reserved parking in designated lot areas close to the assigned buildings prior to project execution.
Contractors will be allowed to use these designated spots near the facilities but must coordinate through the security and facility managers for any necessary base access/staging passes.
Question 6: All bottle fillers are provided and installed by the contractors?
Answer 6: Yes. Per Section 1.1 and 1.4 of the SOW, this is a Contractor-Furnished, Contractor- Installed (CFCI) requirement. The contractor is responsible for providing all new units (matching the Elkay models/retrofit kits specified in the SOW) as well as all labor, equipment, and materials for installation.
Question 7: Model EZSDWSSK is non-filtered, so we wanted to verify that filtration isn't required for this project
Answer 7:
EZSDWSSK model is acceptable for this project under the following conditions:
- Filter-Ready Capability: All installed units must be fully capable of accepting and operating with water filters in the future (filter-ready).
- Initial Installation: Units are to be delivered and installed without active water filter cartridges inside the units.
Please ensure your product submittal reflects units that support future filter integration but do not currently include active filter media.
Question 8: On refrigeration, the specified EZSDWSSK is a non-refrigerated unit, so we wanted to check whether the existing fountains at these locations are chilled, and whether the Government's intent is the non-refrigerated model as listed or the refrigerated equivalent. It makes a difference on both the unit cost and the electrical, so we'd rather confirm it up front?
Answer 8: Elkay Model EZSDWSSK, as specified in the Statement of Work (SOW), is a non-refrigerated unit. The Government's intent is to replace the existing fountains with specified non-refrigerated models to provide reliable bottle-filling capabilities while minimizing additional electrical and construction costs.
All units are to be installed per the SOW specifications:
- (12) units: Elkay Model EZSDWSSK (Non-Refrigerated)
- (1) unit: Elkay Model LZWSRK (Retrofit Kit)
There will be no requirement for refrigerated units in this contract.
