SOLICITATION RESPONSES

1. When is the expected start date for the contract? POP says 28 MARCH 2023;

however, there is a 30-day phase in. Is the Government anticipating an award by FEB 28 and a MARCH 1 phase in date? The government anticipates award by 28 February 2023. CLIN0006 Phase-In requires all required equipment to be in place no later than 28 March 2023.

2. Due to current supply chain bottlenecks, can the government provide the contractor a 60-day transition to order and place the required number of containers on this contract? No.

3. In order to be Responsive Vendor: An RFQ is determined responsive if it contains all of the elements instructed to be provided under the 52.212-1 Instructions to Offerors.

Correct.

4. Please clarify if we need to address the elements/sections given in FAR clause 52.212-1 in the response? Yes.

5. For Past performance is there any Past performance Questionnaire that needs to be sent to the references or do we have to attach CPARS? No.

6. Will the government consider an amendment to the solicitation to add a line item for reimbursing the contractor for the disposal based on landfill invoices without contractor mark-up/profit? No.

7. Can the Government also please confirm that the proposal requirements consist of Price, Past Performance, and a current SAM registration. A Technical Approach is not required for the proposal submission. Correct.

8. Please confirm only Past Performance and Pricing Volume is required for proposal submission? Active SAM registration is required as well.

9. Will the government allow the contractor an economic adjustment for increasing landfill fees increases? The solicitation contains clause DFARS 52.243-7002 Requests for Equitable Adjustments, as will the resulting contract.

10. Will the government allow the contractor an economic adjustment for annual fuel increases? The solicitation contains clause DFARS 52.243-7002 Requests for Equitable Adjustments, as will the resulting contract.

11. Since there is not site visit scheduled can the government provide a photo of the 6 and 8 yard containers required for this contract. There are several cuts available on these containers so we wanted to confirm what is needed for this site.

PWS & TE

1. Does the physical count at the top of TE03 include all on-call and spare containers required for this project? Page 1 contains the count of Regularly Scheduled MSW Containers. Page 3 contains the count of Regularly Scheduled Recycling Containers. Page 4 contains the count of On Call or Swap, Special Collections or C&D Services.

2. Please reference LINE ITEM 0003. Please confirm the 200 units (services) include the cost of a delivery of a container to the customer, the cost of a haul to the landfill, or recycle processor, and a return trip to the customer? Yes. See PWS Section 3.4.3.

3. Line Item 0003 references that C&D services are included. How are these different from the 25 services listed under Line Item 0004? Disposal of C&D shall be collected separately from other waste. Contractor may use the containers described in section

3.4.3 for collection of C&D waste.

4. Please reference Line Item 0003. Will the 8 referenced 40-CY Roll Off containers be sufficient for all of the required 40-CY services listed in the PWS, including the scheduled open top 40-yd at building 341 and the 2 listed 40 CY containers referenced in Line Item 0005? The 8 containers referenced in Line Item 0003 and PWS Section 3.4.5 are in addition to scheduled containers and the two containers listed in Line Item 0005.

5. Please reference PWS 3.4.5. What happens when items placed in these containers are not allowed in the transfer station? Can anyone place anything in the containers? Fort Leavenworth doesn’t control the transfer station. Anyone with access to the containers once placed may use them.

6. Will the transfer station accept all items disposed in the two 40-CY Roll Off containers referenced in PWS 3.4.5 for Line Item 0005? Fort Leavenworth doesn’t control the transfer station.

7. Does the government have any specifications for the 8-CY recycle containers? Do any need slots for inserting flattened cardboard, etc.? Can they be slant style, etc.?

Please clarify. The slotted style for cardboard would be beneficial for all parties concerned, however they are not required. Containers must hold a volume of 8 cubic yards and be serviced by a front-load style truck.

8. TE-03 Regularly Scheduled/Serviced MSW Containers shows when services are performed using Monday thru Friday columns. But in the Remarks column, there are days of the week listed that often does not match the Monday thru Friday columns.

Question - Since these two areas do not match, what does the Monday thru Friday columns indicate and what does the days in the Remarks column indicate? The Monday through Friday columns show the current service schedule, the remarks indicate that the current contractor or COR are considering moving or have moved that particular container set to a different day, based on construction, paving, security restrictions etc. If it is in the remarks column, it is a temporary solution or a consideration that hasn’t been enacted.

HISTORICAL DATA

1. Can the government provide historical data for the number of C & D Roll Off services provided per year? This is the first time we’ve segregated the C&D waste from other streams. We do not have historical data for C&D.

2. Can the government provide historical data for the number of Roll Off Recycle Load collected under CLIN 0003 per year? We don’t specifically track that number. It can be extrapolated by counting the number of containers, and days of the week it is scheduled to be serviced for the period you would like to see.

3. Can the government provide historical data for all weights by MSW, RO, and Comingled Recycle collected in the full year of 2022?

January through December 2022 MSW: 1,366.55t RO: 669.98t Co-mingle: 352.13t

Are they used for the sorting of different types of recyclables? Used daily, all co-mingle recycling.

2. How many of the 8 cubic yard recycle containers are designated for recycle cardboard only? All are co-mingle, however we have slotted cardboard containers to encourage customers to flatten the cardboard boxes.

3. Will the recycle center on the post accept any recycle materials collected in the 8 cubic yard recycle containers? We expect customers to place only accepted co-mingle materials in the containers.

4. Can the government provide the name of the recycle center that accepts comingled recycled in the 8-yd containers and the Recycle material compactors? The Government doesn’t mandate any particular landfill or transfer station as long as it is licensed and adheres to laws and regulations. I believe the current landfill and recycling center is the Johnson Co Landfill operated by Waste Management.

Are these (2 - 20 cy Compactors and 1- 34 cy Compactor) active and all they all used for Refuse Collection of once per week? Are they contractor furnished for gov't furnished? Contractor furnished, all active, used once per week each.

9. Please reference TE03, Recycle Containers. This reflects a 35 CY compactor at building 1140 and a 20 CY compactor at building 1147. Since these are in the Recycle List, are they separate and in addition to the ones scheduled for once per week service in the MSW list? These are in addition to the MSW compactors and are also serviced once per week each.

10. What type of recyclables are the compactors listed in the Recycle List on TE03 used for? Are these used for Commingled Recyclables? All co-mingle, however, the compactors for recycling are primarily used for cardboard and packaging materials.
