About this file
This document outlines refuse and recycling services required at Fort Leavenworth, Kansas. The solicitation seeks collection, removal, and disposal of municipal solid waste, construction and demolition waste, and mixed recycling from the 107-acre military installation. Services are required for approximately 7,000 military and government personnel, 5,000 family members, a college campus, commands, schools, daycares, and confinement facilities. Historical waste data from fiscal year 2019 shows over 1,356 tons of municipal solid waste, 783 tons of mixed construction and demolition waste, and 360 tons of mixed recycling. The solicitation specifies container counts, sizes, and regular service frequencies for bulk refuse, as well as protocols for inspecting container volumes and approving additional services beyond the regular schedule. All weight tickets and service records must be delivered to the contracting officer's representative monthly.

Service
Notes
Two (2) each Forty (40 cy) each Monday &
Thursday of each week provided volume trigger minimum is met of
50% or more fill by volume for each container. If the volume of any container is less than 50% by volume, that container shall not be serviced that day and not invoiced against. Contractor shall keep an accurate count of authorized and approved services.
Maximum of twice per container, per week on scheduled days, provided fill trigger is met and verified by scale weight ticket auditing. Additional services past this maximum may be ordered at the discretion of the
COR or KO only, for a maximum service frequency of once per container, per day of each work week
(maximum 5 services each container per week)
See paragraph 1 below.
1. Contractor shall inspect each container on each service schedule day (Mon & Thu) and if the fill is 50% or more by volume, the Contractor shall service automatically, and provide a scale weight ticket for each load to the COR as a deliverable. The Contractor shall inspect each container on Tues, Wed & Fri of each week, and if the fill volume exceeds 50% by volume, shall request an additional service approval by contacting the COR or KO by telephone, whereas the Government representative will inspect the container and provide a verbal approval to service either or both containers, this verbal approval will be followed up by a written (email) approval to the Contractor within 2 hours, for the Contractors records. All weight tickets for Bulk Refuse shall be delivered to the COR within five (5) workdays of the end of the serviced calendar month.
2. The intent is to automatically adjust the service schedule for Bulk Refuse collections as needed through the period covered. Some weeks the containers may not be filled to a point (50% or more by volume) that a service is required, while other weeks, additional services past the default two (2) per container, per week may be ordered by the
Government to meet the need. Historical information from the 2022 year is provided in TE-02A to assist in understanding the ebb and flow of this service’s unpredictable nature. The controls placed on this service are designed to maximize these services intrinsic value, while minimizing unnecessary services and the associated costs.
3. All inspections by the Contractor of these containers shall be performed before 1200 hours (noon) of each day, while all services shall be performed in such a manner so as to allow for the container(s) to be fully serviced and returned to service at the designated service location no later than 1900 hours (7 PM) of the same day. Any exceptions to this requirement must be approved by the COR or KO as incidents occur.
