QUESTIONS AND ANSWERS 1

5 Dec 09

1. Who will the PSD work be provided for? (Name, title, and nationality)

US Military member whose position title is the Kurdistan Regional Government LNO.

2. What is the tentative timeframe for delivery of this detail?

The Government plans to make an award on or about 18 Dec 09. The contractor will need to mobilize immediately following award. The PWS allows for 21 days mobilization, so the contractor will need to be fully functional and in complete compliance with the contract requirements (including all incorporated FRAGOs to include but not limited to, Arming Authority, Letter of Authorization, SPOT, Rules on Use of Force, etc.) no later than 21 days after award.

3. Is there a current team in place? If so, where is the current team housed and fed?

There is not a current team in place. As stated in the PWS, Section 9, the contractor is responsible for all lodging. Space for lodging is not available on the camp. Contractors will be allowed access to Government dining facilities.

4. Can we supply two expats for the first three-month period?

The contractor must conform to the PWS requirements, which states in section 6.1.4 that “The PSD team (hereafter known as the team) that accompanies the KRG LNO shall include at a minimum, one Expatriate (who shall be in charge of the team) and three (3) Local Nationals (LN). “ If this is unreasonable, submit justification in writing via email to the contracting officer. The contracting officer will determine the validity of the argument and revise the requirement as necessary.

5. Is there a list of local nationals already vetted with CENTCOM?

The Government does not have a list of local nationals who are already vetted.

6. What weapons and optics will be issued if provided by Contracting Office Rep?

As stated in the PWS section 6.1, the contractor must “Provide all equipment, supplies, and non personal services necessary to manage the safe transportation of the KRG LNO” The Government will not be providing any weapons, optics, or other equipment except fuel, meals, and ID cards.

7. Will there be a charge if Contractor issues weapons and what is the price for the duration of the contract?

The Government is not providing any weapons so there will not be any charges from the Government.

8. Is US Government Ball ammunition readily available in country for purchase or use in the following caliber 5.56, 7.62x39, 9mm, .45?

Neither the USG nor the USF sells ammunition to Contractors. Contractors are responsible for establishing their own supply chain.

9. Is .45 caliber pistols (ball ammo) authorized for sidearm use?

Refer to MNF-I FRAGO 09-109 Annex B, section 4.E.8 for authorized weapons and ammunition.

10. What are the rules or restrictions on the use of Riot Control Agents

Riot Control Agents are not allowed; no exceptions.

11. Are secure comm’s provided or do we need to supply our own? If so, what types of comm’s are currently being used?

Contractor provides own internal secured communications. USF and civilian communication systems are incompatible due to the encrypted nature of USF communications platforms.

12. Is there a commo plan in place?

No

13. Is the latest version of falcon view and mapping available?

No. It will be developed upon PSD arrival to customer and based on a combined mission analysis and rehearsals

14. Are Blue Force Trackers available?

No

15. Do you have up-armored vehicles with specs listed in the PWS in any nearby CENTCOM motor pool for use?

No, per section 6.1.3 of the PWS, the contractor is required to provide two (2) up-armed SUVs that are Euro B6 level armored vehicles.

16. Is there a list of nearby hospital’s and police stations in the area?

No, the contractor and customer will collectively conduct reconnaissance to identify emergency facilities within the operational area.

17. What are the current MEDEVAC SOPs? Where do the freq’s come from?

MEDEVAC procedures are in place via the battle space owner, the MND-N (3rd Infantry Division). Because of the incompatible nature of civilian’s communication systems and the need to keep a low profile and blend in with the civilian vehicles traversing the road networks in the KRG region, MEDEVAC and QRF for TIC (troops in contact) will be initiated via a non-secure satellite or mobile phone with a call to the Division Operations Center (DOC). Thus the need to conduct a thorough reconnaissance (ground or map) prior to every mission to determine a standard set of way-points and terrain benchmarks for Force Protection and tracking purposes in the DOC.

18. Where is the nearest SF FOB

Camp Zaytun (Erbil), a small contingency operating site (COS) is located within a KRG Peshmerga-Zervani military training compound. It will serve as the origination and closing point of all missions. With respect to the fact that missions can take the team throughout the KRG region, USF FOBs will always be within close (45 mins) proximity.

The closet FOB to Camp Zaytun is FOB Warrior in Kirkuk.

19. Can we submit RFI’s at anytime during the contract to CENTCOM or other Agencies?

Clarification on this question is requested by the Government. I was not able to reach the contractor who asked this question via email. Please resubmit question with clarifications on what you are asking and why it is needed.

20. Please clarify what equipment is covered under government furnished contractor support.

Should the cost of the euro B6 vehicles be included in the CLIN the refers to the armed protection team?

The only support provided by the government is fuel as it relates to the mission, ID cards, and government provided meals.

21. Confirm manning for outside KRG PSD movement – Mosel, Kirkuk and Diyala as these are high threat areas and the PSD establishment described within the SOW is not commonly used in this type of operating environment - normally 4 ex pats and 4 LN.

The PSD described in the PWS is accurate for travel within the Kurdistan region. The Government will supplement the PSD with additional personnel as needed if travel is required in a high threat area such as Mosel, Kirkuk, or Diyala. See revised PWS section 6.1.4.4.

22. Weapon – MP5 - please confirm this requirement as 5.56 and 7.62 mm weapon systems are normally used for PSD support and is more appropriate in the higher threat areas outside the

KRG.

See Revised PWS section 6.1.5. An MP5 class of weapon is not authorized. All team members shall be armed IAW JCC-I/A Clause 952.225-0001 and MNF-I Overarching

FRAGO 09-109.

As detailed on Page 43 of the solicitation, under JCC-I/A Clause 952.225-0011, Government Furnished Contractor Support, all members of the PSD will be entitled to meals at Government facilities.

24. Must the team Leader be a US citizen or can he be for example British?

The definition of Expatriate has been revised to include British citizens; therefore, the team leader can be a British citizen or US citizen. See revised PWS section 3.1.

25. Outside KRG the MNFI mission notification process normally requires 72 hours notice before a mission is approved at the Regional CONOC and PSD teams have to employ satellite tracking to enable visibility of the team’s movements. This requirement is not stated in the SOW – can you confirm this requirement?

If a mission travelling outside the KRG is required, there will be ample time given for the PSD to alert the necessary people IAW their approved procedures.

26. Can you confirm the frequency of outside KRG movement requirements?

The number of missions likely to occur outside the KRG is extremely minimal, but the ability to execute them should be maintained in the event a mission to those places becomes necessary.

27. Can the XP be a current, United Kingdom passport holder i.e. British?

Yes, see revised PWS section 3.1; Expatriate now includes both US and British citizens.

28. What is the contract start date?

The Government plans to make an award on or about 18 Dec 09. The contractor will need to mobilize immediately following award. PWS allows for 21 days mobilization, so the contractor will need to be fully functional and in complete compliance with the contract requirements (including all incorporated FRAGOs to include but not limited to, Arming Authority, Letter of Authorization, SPOT, Rules on Use of Force, etc.) no later than 21 days after award.
