The following have been added by full text:
AMENDMENT 0003 QUESTIONS
Amendment 0003 Questions
52. Sample Task C.7 identifies four CBM device Installer/Downloaders but only list three locations– Hood, Carson, and JBLM. Which site has two Installer/Downloaders or is there another site that should be referenced? There are four CBM device Installers/Downloaders at each of these locations: Fort Carson, Fort Hood and JBLM.
53. Sample Task - By location, what vehicles and how many of each are equipped with HUM devices? There are approximately 2,160 HUM devices spread over multiple Family of vehicles such as: FMTV, HEMTT, HET, PLS, STRYKER at the following locations: JBLM, Hood, Germany, Irwin, Bliss, Stewart, Hawaii and Carson.
54. Where in Germany is the equipment listed in the Sample Task located? The equipment is at Vilseck and Graf.
55. Sample Task C.7. Is the equipment listed as Artillery self-propelled or towed? If a mix, please provide the number of each (self-propelled or towed) by location? The equipment listed as Artillery is towed.
56. Anniston Army Depot is listed in the sites in Table in Section C.3.2 but is not in the table at the end of the Sample Task listing the equipment to be collected on. What is the collection effort required at ANAD? Research, Analysis and Technical Support is required.
57. Sample Task PWS C.3.2.1.1 (page 15): Each reportable item of equipment listed in the unit is classified as either “individual” or “Bulk”. The difference is that the individual items have usage indicators (odometers, hour-meters, round count, etc..) while the “bulk” items do not. Question: Most trailers do not have usage meters, are these treated as bulk items? No.
58. Sample Task PWS C.3.2.7.7. The contractor shall assist in the writing of technical reports as part of CBM initiatives. Please provide the historical workload to perform this function. Historical workload is not the best indicator of projected workload since the mission and level of effort required changes frequently. Please base your proposal on the task PWS.
59. Sample Task PWS 3.8. What is the workload projection for database administration for the databases? Please see response to question #58.
60. Sample Task PWS 3.8. What is the workload projection for web server administration support? Please see response to question #58.
61. Ref Q&A 38. You cited projected workload for RCM efforts as 15,000 hours a year. Can you break that down by location? Please see response to question #58.
62. For Special Data Collection Projects (C.3.2.8); What is the expected lead time and process for notification by the government and delivery by the vendor for special data collection projects? Charges using standard rates? There is variance in the lead time and notification process. It is dependent upon the location, what the special project is, and how quickly the data is needed. Standard rates are used.
63. Reference section C.5. Secret Clearance for all individuals working this project and the contractor must have a valid Top Secret FCL? Contractors are required to have a minimum of a “Secret” Security Clearance. A Top Secret facility clearance is not required.
64. Reference PWS section C.3.5. All data collection forms and software provided by the government? Or are there forms contractor need to install? Yes, under the current contract all data collection forms and software are provided by the Government. However, offerors may propose alternative forms and software.
65. Most federal contracts already have an incumbent prior to the release of the RFP; is this the case with this particular proposal? As stated in the pre-solicitation notice, the previous contract is W91ZLK-15-D-0006. Copies of the previous contract can be obtained by filing a Freedom of Information Act (FOIA) request in writing with Ms. Melinda Mcquire. She can be reached at melinda.l.mcguire.civ@mail.mil or usarmy.apg.usamc.mbx.alc-apg-foia@mail.mil.
66. Will the Government provide historical levels/estimated work hours required for this contract effort for each employee’s effort or task? Please see response to question #58.
67. Is offsite monitoring and troubleshooting acceptable in order to accomplish tasks required by the government?
The government requires tasks to be accomplished in accordance with the Performance Requirements Summary.
68. Will any of the contractor's staff need to have specific certifications? Such as PMP? Certifications are required as stated in paragraphs C.3.8 and C.5.1. For IT positions, experience with technologies stated in C.3.3 is required.
69. Please confirm that the Period of Performance for the full year pricing for Sample Task 0001 is as follows (exclusive of the 45-day transition): 09 July 2018 – 08 July 2019. That is correct.
70. Response to Question 30 states that “any company with employees will need to provide one” (Total Compensation Plan). If a subcontractor’s proposed staffing on this program consist of only SCLS (SCA) positions, are they still required to submit a Total Compensation Plan in their Cost Proposal? If a subcontractor is only providing SCA positions, then at a minimum, they must provide a statement that they are adhering to the requirements of the SCLS.
71. Reference Section L.5. Many companies have hundreds of prime contracts ranging in contract value from several hundred million to a couple thousand dollars. Accounting systems do not generally track contract value in a manner that a report can easily be generated that would identify cost variances from initial awarded value. Would the Government revise this subsection to limit to the offeror’s 20 largest contracts? This section has been revised to remove the requirement to address cost and schedule variances.
72. Question 24 references Appendix A and says the Government will not be furnishing vehicles and that any required vehicles will have to be leased. Will the Government please clarify whether vehicle costs should be entered as ODC for the transition period and first task? The estimated vehicle leasing costs are included as part of the normalized ODC amount of $1,620,000 a year. Will the Government please clarify whether leased vehicle expense will be reimbursable as ODC? Vehicle expenses will be a reimbursable costs as ODCs.
73. Reference Government answer to question 8, regarding clarification questions, states final questions should be submitted by 01 September 2017 to allow time for responses to be posted. The weekend immediately following 01 September is a Federal holiday weekend (Labor Day, 04 September) for Government and contractor employees.
Non-local offerors will need to ship their proposal packages to APG no later than 07 September to ensure receipt by the current due date. Due to the short time allocated between final questions due date, the intervening holiday, and the necessary ship dates for proposals, will the Government please consider extending the due date to 22 September to allow the contractors time to fully assimilate answers to questions and ensure the ability address properly address any resulting changes to their proposals? The due date is extended to 15 September 2017.
74. RFP Section L, Volume II – Technical Approach (2nd bullet). Is a Basis of Estimate required for Transition?
Yes
75. As a follow up to Q&A # 46 and to allow for a better price comparison, please provide the following clarification: For the Data Monitor, please clarify whether the offeror should use the wage specified in the applicable Wage Determination for General Clerk II or the wage specified in the applicable General Schedule (GS) for GS-8? In some cases the difference is as much as $19K, and will likely cause significant variations between offerors’ pricing. The rate proposed cannot be lower than the rate on the Wage Determination for the General Clerk II category. If the Government was to hire a Government employee to do the work, that position would be hired at a GS-8 level. The GS-8 information is provided as reference only.

It is the responsibility of the prime offeror and any subcontractors to propose reasonable and realistic salary/direct labor rates that reflect the estimated anticipated labor rates to be experienced during the contract. Therefore, each prime contractor and any subcontractors shall substantiate proposed Non SCLS salary/direct labor rates by submitting documentation in the following order of preference: (1) Payroll/W-2 salary data showing the direct labor rate paid to current or past employees who have performed the same or similar work. (2) Rates from formal DCMA Forward Pricing Rate Agreements (FPRAs), DCAA Provisional Rate Agreements, or other formal signed rate agreements substantiating proposed labor rates. (3) Signed letters of intent signed by the offeror/subcontractor and prospective employees showing labor rate/salary to be paid to the employee under the contract. Copies of the salary survey data, input assumptions, and percentile cutoffs shall also be included/addressed in the price proposal and clearly indexed to the applicable labor categories in the price proposal. Offeror and its subcontractor(s) shall disclose the location (Government site or Contractor site) of each proposed labor category’s performance locations in their cost proposals.
e. Each offeror’s Cost Narrative shall include its Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA) point of contact name, telephone number, and email address, its CAGE Code, and Contractor Fiscal Year. Current FPRAs, DCAA Provisional Rate Agreements, or other agreements should also be submitted to substantiate the reasonableness and allowability of the offeror's indirect rates/costs (i.e. fringe, overhead, material handling, G&A, etc.) if this information is available. If formal rate agreements are not available, each offeror or subcontractor shall provide the proposed expense pool (by expense account) and allocation base detail, along with the last three years actual pool, base, and rate information in the Sample Fringe-OH Worksheet and Sample G&A Worksheet contained in the Cost.xls cost model attached to this solicitation and provide adequate narrative in the price proposal to substantiate proposed indirect rates. The rates reflected in the FPRA, FPRR, FPRP, DCAA/DCMA audit or review or other statement of current rates shall directly match the proposed rates as detailed in the proposal, except as adjusted to reflect this contract. If the rates do not match, the offeror and/or its subcontractor(s) shall provide sufficient detail explaining how the proposed rates are realistic. Offerors shall propose Indirect Expense Rates according to its Fiscal Year

(2) copies of files. One shall be locked (read-only) and one shall be unlocked. Worksheet formulas shall be functional and readable. The completed Microsoft Excel Worksheets shall NOT be "linked" to an external worksheet unless that spreadsheet is also provided to the Government.
g. Since this requirement is for primarily a cost reimbursable type contract, each offeror shall provide documentation necessary to demonstrate that the offeror's accounting system is adequate in accordance with the requirement in FAR 16.301-3(a)(3) and DFAR 252.242-7006 with respect to cost type contracts.
This requirement also applies to subcontractors if subcontractor costs are proposed on a cost reimbursable basis. If a subcontractor's accounting system is not adequate, then the offeror should consider a subcontract award on a fixed price or Time and Materials (T&M) basis other than a cost basis. The proposal shall state that whether the offeror's and subcontractors' accounting system been verified as adequate by the Defense Contract Audit Agency (DCAA) within the last three years. If it was found adequate or inadequate by DCAA, provide a copy of the audit report with the cost/price proposal. If offeror's or subcontractor's accounting system has not been found adequate by DCAA, or has NOT been examined by DCAA, provide the documentary evidence addressing the system criteria contained in paragraph "c" of DFAR 252.242-7006. Also indicate the name, vendor, and version of accounting software used (i.e. Deltek, QuickBooks, etc.). Any audit reports from CPAs or independent accountants/auditors commenting on the adequacy of offeror’s or subcontractor's accounting system for cost reimbursable contract purposes shall be included.
h. In accordance with FAR 15.404-3(b)(1) each offeror shall conduct the appropriate price and/or cost analysis to establish the reasonableness and realism of proposed subcontract cost/prices. Evidence of this review shall be submitted as part of the offeror's cost/price proposal. The offeror shall identify all proposed subcontractors and the contract type the offeror has with each subcontractor in its Cost Narrative. The offeror shall include with the proposal a statement that it has verified the subcontractor’s accounting system and it is sufficient to support the proposed subcontract arrangement.
i. Uncompensated overtime is NOT encouraged in accordance with FAR 37.115-2. If any of the offeror or subcontractor labor rates contain "uncompensated overtime" as defined in FAR 37.115-2 and FAR 52.237-10 the offeror and/or subcontractor shall so indicate the existence of uncompensated overtime and its cost/price impact on the offeror's or subcontractor's proposal to the offeror as part of the offeror's cost/price proposal.
j. FAR 52.222-46 requires that each offeror submit a total compensation plan setting forth and describing total compensation (i.e. salaries/direct labor rates and fringe benefits) proposed for professional employees who will work on the contract.
k. For OCONUS labor, offerors shall provide supporting documentation of other costs to include danger and hardship pay, Defense Base Act (DBA) Insurance coverage, or OCONUS signing or completion bonuses in its Cost Narrative. Such bonuses shall be supported by a Bonus Policy that details when bonuses are applicable and how the bonus is to be calculated. The Bonus Policy shall detail the countries for which these bonuses are applicable. If no bonuses are proposed, no bonuses are allowable for performance of this effort. No fee will be allowed on bonuses. If proposing other than the Department of State danger or hardship maximums the proposed rates shall be supported with documentation. These rates are subject to adjustment based on outside sources, to include but not limited to the Department of Labor, Department of State, or DBA offering insurance carriers.
l. Offerors shall ensure that the total level of effort proposed for task 0001 in the Technical Volume is included in the Cost Spreadsheet documents. This shall include all proposed labor categories and hours for the prime and its subcontractor efforts regardless of the contractual relationship between the prime and subcontractor (e.g. FFP, T&M, CPFF).
m. The fee rate proposed for the Task Order shall be incorporated into the basic contract as a ceiling fee rate for all future task orders subject to downward negotiations only.
IMPORTANT: Offerors and their subcontractors that fail to follow the above instructions and/or provide all of the above submission requirements may be determined unacceptable and may not be considered for award.
Competition is anticipated therefore certified cost and pricing data is not currently required in accordance with FAR 15.403-1(b)(1), however the Government reserves the right to request certified cost or pricing data prior to award if adequate competition is not received.
4. Volume IV - Small Business Participation Plan and Subcontracting Plan (if applicable) This factor is comprised of two distinct components: the Small Business Participation Plan and the Small Business Subcontracting Plan which is only required of large bsuinesses. This factor evaluates the offeror’s approach to maximizing opportunities for small businesses in the effort, both in terms of the percentage of overall contract value (SB Participation Plan) and in terms of the percentage of the subcontracted portion’s value (SB Subcontracting Plan).
a. Small Business Participation. All offerors, both small and large businesses, are required to submit Small Business Participation Plan information in accordance with DFARS 215.304.
