SUBJECT: Questions/Answers TITLE: FY23 CJAG Demolition Project
SOL#: W91364-23-B-0005
Q&A:
Question #1: We are interested in bidding the Ravenna / Camp James A. Garfield (CJAG) Joint Military Training Center Demolition FY23. On Sam.gov, the WageDetermination-.pdf, is not opening. It comes up as “Format error: Not a PDF or corrupted.”
ANSWER #1: An updated Wage Determination has been uploaded onto the solicitation in SAM.gov. Copies the Wage Determination can also be found at https://sam.gov/wage-determination/2015-4721/19
Question #2: I am trying to schedule access to tomorrow’s (8/15) pre bid meeting at 9:00 AM for two of my project managers. Can you get me the best email for Grant Stoner, or advise how to schedule access to CJAG.
ANSWER #2: Grant Stoner’s email is grant.m.stoner.mil@army.mil. Mr. Stoners contact information can also be found in the body of the solicitation and the Instructions to Bidders.
Question #3: Can you provide the asbestos surveys and environmental reports for the buildings being demolished? We plan to bid on the asbestos and lead work.
ANSWER #3: The requirements for asbestos removal/hazardous material abatement are addressed in the Performance Work Statement. A memorandum outlining the environmental information currently known about the buildings has been uploaded onto SAM.gov as well. Any additional questions can be addressed through attendance to one of the scheduled site visits posted in the solicitation. Please be advised. The Ohio National Guard is not awarding multiple contracts for this requirement. The intent is to award one Firm-Fixed Price contract for all of the requirements addressed in the Performance Work Statement.
Question #4: Can you provide clarification on the alternates. The alternates listed on the Word document bid form differ from those listed on the Instruction to Bidders and the Solicitation.
ANSWER #4: Please use the line items/alternate options listed in the Solicitation (1442). We will be removing the Bid Form from SAM.gov. DO NOT submit your bids using the Bid Form.
Question #5: We are not a Veteran based business, can we still bid as prime contractor? Or do we have to be a subcontractor to a Veteran based business?
ANSWER #5: This requirement is being set-aside for Service-Disabled Veteran-Owned Small Businesses. Only contractors with this designation will be considered. Please reference the solicitation clause 52.219-27 to determine your eligibility.
Question #6: Is bond paperwork needed?
ANSWER #6: Yes, a Bid Bond will be required. The Solicitation has been amended to include FAR 52.228-1 in full text.
Question #7: Will the contractor have access to the stockpiles of fill dirt and topsoil?
ANSWER #7: No, Contractor will need to provide all fill that will be required.
Question #8: Is compaction testing required once the foundation is removed, if so, is the owner or contractor required to pay?
ANSWER #8: Yes, compaction testing is required and will be the responsibility of the contractor.
Question #9: Is temporary security fencing required around each structure during demolition?
ANSWER #9: Yes. All areas where work is to be performed will need to be secured.
Question #10: Is there an estimated quantity for the caulking adhered to the tile walls?
ANSWER 10: All available information related to hazards is provided in the Memorandum for Records and the hazardous assessment surveys (MFR HAZMAT). The site buildings were accessible on two occasions for contractors to examine for estimating purposes.
Question# 11: Do you have any valid information that identifies quantity am location of HAZMAT items relating to gaskets, tar felt and tar wrap. Is the felt assumed to be on all roofs? Has the mechanical equipment previously been removed from the buildings?
ANSWER# 11: Please refer to the MFR HAZAMT. Felt is not assumed to be on all roofs. Not all mechanical equipment has been removed from the buildings. The tar felt is not identified on the roofs of the buildings to be demolished. The contractor needs to refer to the 1991 Asbestos Survey for additional information for the tar felt and current conditions observed during pre-bid.
Question# 12: Is there an estimate for the fluorescent tubes and thermostats?
ANSWERS# 12: There is not an estimated quantity for the tubes and thermostats.
Question# 13: The roofing materials located on the roofs of Group 8 do not appear to be transit and since they are Cat 1 materials can they go down with the demolition (per current Federal, state, and local regs) or are you requiring the removal of those materials separately prior to demolition?
ANSWER# 13: Please refer to the MFR and 1991 asbestos surveys for the Group 8 Buildings. The roofs are asbestos-containing composition roofs. Category I roofing materials are allowed to remain in place during demolition if good condition. Nonfriable and they are not subject to demolition methods such as sanding, grinding and cutting which will cause the asbestos to be damaged or potentially become RCAM (friable and airborne). Category I roofing materials may be disposed in a construction and demolition debris landfill if the roofing remains nonfriable (not RCAM or friable) and in good condition. If it is subjected to sanding, grinding, cutting or other or other methods that make it friable, it is subject to NESHAPS and MUST be conducted in accordance with local, state and federal regulations.
Question# 14: Do you require an air clearance to be performed on a building where non-friable asbestos was removed prior to demolition? In Appendix D they touch on clearance, but it is not clear if they are required for non-friable removal projects.
ANSWER# 14: All abatement and demolition activities must be conducted IAW local, state and federal law.
Question# 15: Is there a landfill on site? Many facilities of this size have a landfill. Does your site have a landfill? If so, can we use it for waste? C&D and or hazmat?
ANSWER# 15: There is no landfill on-site. Contractors will be responsible for the removal and disposal of all materials.
