About this file

This document is a bulk sample analysis certificate from Amianthus LLC Environmental Consulting regarding asbestos testing of roofing materials from buildings at the Ravenna Arsenal in Ravenna, Ohio. Ten roof samples were analyzed using polarized light microscopy and dispersion staining in accordance with EPA methods. The report indicates that friable materials containing 10% or less asbestos are to be treated as asbestos-containing unless point counting verification shows lower amounts. Quantification was determined by calibrated visual estimation.

The related federal contract opportunity is a solicitation from the Department of the Army Ohio Army National Guard for the FY23 OHARNG CJAG Demolition Project. No other details are provided regarding required products or services, response dates, pricing terms, set asides, or incumbent contractors.

BULK SAMPLE ANALYSIS SUMMARY

Sample Identification:

Ten (10) samples representing suspect roofing materials associated with the Inert Storage Warehouse buildings 00832, 00833 and 00834 at the Ravenna Arsenal in Ravenna, Ohio were submitted by Mr. Daniel

C. Peders, CAHES #31134, exp. 8-4-2018. Samples were collected on January 23, 2018 by Mr. Peders were submitted to Amianthus LLC laboratory in Berea, Ohio for asbestos content determination.

Analytical Method:

Analytical procedures were performed in accordance with the U. S. Environmental Protection Agency (EPA)

Recommended Method for the Determination of Asbestos in Bulk Samples by Polarized Light Microscopy and

Dispersion Staining (PLM/DS) (EPA-600/M4-82-020, EPA-600/R-93-116). This report relates only to those samples actually analyzed, and may not be indicative of other similar appearing materials existing at this, or other sites.

Quantification of asbestos content was determined by Calibrated Visual Estimation.

The EPAs requires that friable samples with analytical results of 10% or less asbestos, by visual estimation, be treated as asbestos-containing material unless these quantities are verified using the point counting method. The point counting method is a systematic technique for estimating concentration, also using PLM. The point counting method, however, does not increase the analyst’s ability to detect fibers.

In any given material, fibers with a small diameter (<0.25µm) may not be detected by the PLM method. Floor tile and other resinously bound material may yield a false negative if the asbestos fibers are too small to be resolved using PLM. Additional analytical methods may be required.

Comments: PLM is not consistently reliable in detecting asbestos in floor coverings and similar non-friable organically bound materials. Before this material can be considered or treated as non-asbestos containing, confirmation must be made by quantitative TEM. (PC) Indicates Stratified Point Count Performed. Method not performed unless stated. Quantification at <0.25% by volume is possible with this method. (PC-Trace) represents this limitation of quantitation. (PC-Trace) means that asbestos was detected but is not quantifiable under the Point Count regimen.
