7. AC short circuit protection.

8. A minimum peak efficiency greater than 96%.

9. NEMA 3R enclosure, color as selected by the government from manufacturer’s standard colors.

xi. Provide buried conduits for new electrical circuits between inverters and new primary transformers. Conduits shall be PVC schedule 40, buried a minimum of 24” below grade. Provide all necessary conductors, connections and other related items. Size all circuits as required by the National Electrical Code.

xii. Provide new Medium Voltage transformers. Transformers shall be liquid filled and be pcb free. Windings shall be aluminum.

xiii. Provide new grounding system for the new transformers, inverters and other electrical equipment.

xiv. Verify medium voltage cables between existing medium voltage sectionalizers and new transformers are in serviceable condition if to be reused. If cables are damaged or not serviceable, report deficiencies to the government. If cables are in good condition make connections to new transformers and the base electrical grid.

xv. As part of the new electrical system provide a minimum of 2 weatherproof 120V, 20 amp duplex receptacle, spaced approximately 100’ apart along the middle row of Phases 4 and 5. Receptacles shall be located so maintenance access to equipment is not inhibited.

xvi. Provide power for any communications and monitoring equipment required in the solar field so that each inverter communicates between the solar field and the central monitoring station at building 150.

xvii. Energize the system and verify all items are operational.

xviii. The final site layout shall provide for safe access to all newly installed equipment and the ability to maintain and replace equipment (i.e.

transformers, inverters, etc.) without removing other operational components of the solar field. Indicate maintenance and access clearances on the drawings. Maintain a minimum traffic lane width of 10’ wide for an all-terrain forklift.

2. Communications (Base Bid):

Repairs shall be paid for under a separate CLIN as a modification to the contract.

ii. Provide new communications cabling and equipment (webboxes, modems, power supplies, etc.) for the new inverters at Phase 4 and 5 and connect the new inverters to the existing/repaired communications equipment located at Phase 1 and 2 of the main solar field so the equipment sends data to the monitoring station at building 150 from the newly repaired Phase 4 and 5 solar arrays. New equipment and software shall be compatible with the existing monitoring stations system and software. If the contractor proposes alternate software or system that is not compatible with the existing system, the contractor shall provide any and all required new software, equipment and programming to make the system fully functional at no added expense to the government. This includes the energy monitoring work station at building 150 and any required items for other connections at other building solar generating plant on base.

iii. The contractor shall design and build a communications system that will connect new inverters for the Phase 4 and 5 repairs to send production data to the monitoring station at building 150. The system shall be installed so that each inverter’s data can be viewed separately. Existing communications wiring and equipment not associated with Phase 4 and 5 will remain.
