Mansfield RFI Answers #3 THIS IS THE THIRD AND FINAL POSTING OF ANSWERS TO RFI’S. AS PREVIOUSLY STATED, QUESTIONS THAT WERE ASKED MULTIPLE TIMES WILL ON LY BE ANSWERED ONCE. PLEASE REVIEW ALL QUESTIONS AND ANSWERS.

General Information:

A. The Amendment posted on December 4, 2008 and titled Amendment #1 should have been titled Amendment #2. There are now a total of three Amendments.

B. There were several questions referencing differences about the need for one original and one copy or two copies of the proposal. Per the solicitation document submit one (1) original and two (2) copies of your proposal.

C. The Co-Ray-Vac layout included an inadequately sized vacuum pump. Below is a description of the mechanical and electrical impact of the new Infrared Heating System with the correct vacuum pump.

MECHANICAL IMPACT:

The vacuum pump (VP-201) for the infrared heating system in the FMS maintenance bays will be upsized from what is shown on the construction drawings. The new vacuum pump will be a 2 horsepower unit with 230/1/60 electrical service. The new basis of design will be Roberts Gordon model EP 301. The connecting exhaust tailpipe traveling north/south along column line H will be changed from 4" to 6". The exhaust tailpipe coming out of the vacuum pump and exiting the building will also be changed to 6".

ELECTRICAL IMPACT:

1. Remove the following:

a. Circuit 14 of panelboard LP5 on sheet F-E702. Position 14 is now just a space.

b. 2#12 AWG

c. Motor rated disconnect switch at VP-201

2. Add a branch circuit including the following:

a. One 20A two pole circuit breaker to panelboard LP4 (120/240V) position #12

b. 2 #10 AWG, #10 GND in ¾” conduit from circuit breaker to disconnect and disconnect to load

c. Disconnect, 240V, 30A, 2 pole, NEMA 1 at VP-201

D. Reference sheet C120, what is labeled as Option #2 should be Option #4 and Option #4 should be Option #2. The bid form is correct.

1. Question: Are there any access issues to the location where the bids for the Mansfield AFRC bids are to be delivered? We intend to hand deliver the bid and want to allow sufficient time to gain access to your facility.

Response: You will need to allow yourself time to get through a security gate, find parking and then signing in at another security station. Can't give you an exact time as that will be dependent on other visitors.

2. Question: A-E601 calls for a 205 kW generator in the on-line, and the specs indicate 150.

Which is correct?

Response: The generator size shall be as indicated on the drawings, the specification is incorrect.

3. Question: Specification section 221316-5-302-D1 indicates extra heavy cast iron soil pipe gaskets & gasketed joints. Extra heavy cast iron gasket joint pipe is not available. Provide an alternate piping method.

Response: All underground soil, waste, and vent piping shall be SERVICE class, cast-iron soil piping; gaskets; and gasketed joints.

4. Question: Please provide the address of the project site.

Response: At this time there is no address.

5. Question: Per Spec Section 230900-5 HVAC Instrumentation and Controls are to be by Walker Technologies Corp. System provided by e-TEK Systems. The website information for Walker is from Canada, and there’s no listing for e-TEK. Who is the Walker contact for this project?

Response: Etek is the local representative for Walker Technologies in that area.

6. Question: Provide specification for Pre-Finished metal panel Ceiling in AFRC building.

Response: The soffit panel in the Lobby is the same as the metal wall panel on the exterior of that building. Use spec. section 07213.

7. Question: Option 3 cold storage building has a small storage space in base bid. This is not identified in the basebid site drawings. It will have some effect on the continuation of chain link fencing as well.

Response: The base bid small storage space (Flammable Materials Storage as shown on F-A700) of the Option 3 Cold Storage Building site drawings should be shown on the base bid site drawings. Adjust chain link fence shown in base bid to terminate at building similar to as shown on C123 for Option 3 Cold Storage Building at both ends of building. In addition an access drive will be required for access to the building. Access drive shall be same width as base bid building.

8. Question: Dampproofing is called for in drawing A-A307. Please provide specs.

Response: Omit the dampproofing called out on that detail.

9.Question: Specify benches in shower rooms in AFRC building

Response: Please look in metal locker spec. 105113 2.03 for floor mounted benches in AFRC building. Addendum item for 105113 2.04 for base mounted benches to go into FMS locker room. In lieu of the Laminated mapel top indicated in specification 2.04, substitute with the words "1" nominal maple hardwood plank with clear coat finish. Width to be nominal 12". Refer to detail 14/F-A401 for additional information.

10. Question: Please specify the vestibule entry mat in AFRC.

Response: Walk Off Mat Basis of design is Patcraft Designweave - Z6485 Good Day 2W24, Color: Grey 85121. Please provide this or equal.

11. Question: Please provide specifications for the Lube rack, utility pedestals, hose reels and rack shown in drawing F-A101-0, F-A102-0 and detailed in drawings F-A402-0

Response: Compressed Air Hose Reels specified in section 221513, POL Hose Reels specified in section 231113. Lube rack and utility pedestals shall be constructed as detailed on the drawings.

12. Question: I have not found anywhere in the spec or the drawings where it indicates who is to be supplying the energy management system as referred in Div 25. Could you please clarify?

Response: General Contractor shall determine who provides the EMCS.

13. Question: Is project a Private or Public Bid Opening?

Response: It is a public bid opening.

14. Question: The Bid Bond also requests a "Bid Invitation Number". Is the Bid Invitation Number the same number as the "Solicitation Number"?

Response: Yes

15. Question: How should the pre-engineered structure for the maintenance building be designed structurally? Should the base bid design include both 15 Ton cranes in the design of the structure? Will the cranes have proximity limits to keep them from entering the same bay and should this be considered in the design?

Response: The pre-engineered building should be designed for both (current and future) 15 Ton cranes with no proximity limits.

16. Question: They are asking for tapered treads on the bridge wheels with spherical roller bearings. Can we use our standard flat tread with standard ball bearings or with a option for spherical?

Response: Please quote the crane per the specification.

17. Question: Spec section 412200 11a and b references the Federal Specification for Wire Rope. Where is this standard available?

18. Question: Drawing F-S102 shows a runway length of approximately 250 LF and Spec Section 412200 indicates a runway length of 110 feet. Please indicate which is correct?

Response: Crane rail length shall be adequate to provide the crane coverage area shown on F-S102.

19. Question: Specifications ask for NEMA rated contactors. Can we use our standard IEC rated contactors

Response: Please provide NEMA rated contactors per specifications.

20. Question: Drawing F-S102 requests a two speed hoist that has a speed of 20/10 fpm however Spec Section 412200 requests a hoist speed of 30/10 fpm.

Please indicate which is correct?

Response: Please quote the 30/10 fpm hoist speed.

21. Question: Specs section 412200 are asking for a motorized I-beam pushbutton festoon. Please clarify. A standard is enclosed steel track with manual trolleys.

Response: Please quote the crane per the specification.

22. Questions: Specification Section 412200 requests a cord reel for electrification is this really desired given the length of the runway?

Response: Please quote the crane per the specification. (OH NG please review and provide additional response if needed)

23. Questions: Division 1 general Requirements Part 1 1.03 Work by others B. Wiring for security, telecom, CATV, however communications cabling is shown on electrical drawings. Is communication cabling to be part of electrical bid or not?

Response: Yes, All communications cabling, terminations and equipment required to accomplish terminations shall be provided; including in the existing communications room on the existing base. There shall be no splices in the cables from the existing base comm. room to the AFRC comm. room.

24. Questions: Sheet F-E122-0 Keyed Notes 2 & 3 channeled cove fixture. There is no description listed.

Response: Keyed Notes 2 and 3 refer to fixture type "L1". Refer to the fixture schedule on sheet E601 for the fixture description and manufacturer's catalog number for type "L1".

25. Questions: Lighting Sheet E101-0 - The questions below refer to sheet A-E101 not E101.

a. Keyed Note 5 - no fixture description.

Response: All fixtures denoted as "F12" should be "L14". F12 is called out on drawings F-E101 and A-E101.

b. Keyed Note 7, three signage flood lights - no fixture description.

Response: Keyed Note 7 refers to flood light fixture type L12A.

c. Keyed Note 8 - No description.

Response: This is a fixture. Type "L13". It is referenced on Detail 5, sheet E506 per keyed note 8.

26. Questions: Sheet E503-0 - Coated PVC - Is this to be used for [power] and communications runs or only [power]?

Response: All systems buried risers shall be constructed as shown in detail 3 on sheet E503-0.

27. Questions: Sheet E602-0, lighting Disconnects LD to be fed by 480V or 277V? Can find no 2 pole breakers in panel schedule.

Response: The security luminaires around the perimeter fence shall be 277V or 240V, although they are fed from a 480V, single phase circuit due to voltage drop issues. The feeder voltage is then stepped down to the utilization voltage for each zone. Please see the schematic on sheet E602-0. The security luminaires on the building perimeters shall be zoned similar to the fence circuits, although the feeder circuit may be 277V. The luminaire zone transformers may not be required or would step down to the utilization voltage. Either method shall be approved by the Electrical Engineer.

28. Question: Drawing G100, Note VIII,B: Is the SWPPP plan supplied by the Government currently available for review?

Response: SWPPP is complete and will be provided to successful offerer.

29. Question: Drawing G100, Note II,D: Are there any utility connection or contraction fees applicable to this project? I.E. Gas Co., Electric Co, Phone Co, Cable Co, Sanitary Capacity and impact, and Water Co capacity, impact, rotary.

Response: Contractor responsibility to determine and price.

30. Question: 018113, 1.05, F: FSC certified wood is a project requirement. Does this apply to specification 061000, as it is not noted there?

Response: Yes, FSC certified wood is to be used in this project.

31. Question: Bid Solicitation form, page 37 of 103, Preparation of Material Approval Submittals: States that all material submittals and shop drawings are required within 10 days of NTP or as directed by Contracting Officer. Is there currently a listing of submittals not required in the 10 day period?

Response: No, this will be determined after award.

33. Question: Chain link fence specifications call for 9 ga. Steel fabric, Drawing C504 call for 9 ga Alum. Or 11 ga. Steel. Please clarify which is correct.

Response: The information provided on drawings C504 is correct.

34. Dwg. C104 indicates sliding cantilever gate at each of two 48’ wide asphalt driveways; the gate details on dwg. C505 will give a 26’-0 wide opening when the gate is fully opened on the 48’-0 wide driveway. Will this be acceptable?

Response: The information provided on drawings C505 is correct.

35. Chain link fence spe <<image004.png>> cifications call for 1 5/8” top rail & a bottom tension wire, the fence detail on dwg C504 calls for a top & bottom tension wire. Please clarify which is correct?

Response: The information provided on drawings C504 is correct.

36. Question: The louver schedule note 6: provide with 2 position motorized parallel blade damper. Do they also include the operators for the motorized dampers? If they do what voltage are the operators?

Response: Damper actuators shall be 24 Vac per 230900-2.08. Who provides actuator is up to general contractor.

37. Question: MAU's are being supplied with control panels per 2375-5 (2.10 item B). Who is to install and wire? Where are they to be installed?

Response: Install control panels at approx 4' AFF at adjacent inside wall per 230900-2.03. Who provides control panel is up to general contractor.

38. Question: Infrared Heaters: Are the Infrared heaters being supplied with system control panels? Where do they get installed?

Response: Install control panels at approx 4' AFF at adjacent inside wall per 230900-2.03. Who provides control panel is up to general contractor.

39. Question: No spec section 230993. Are we to design the control sequence on the drawings M-700's.

Response: Yes, controls shall be provided to meet system requirements described in mechanical drawings as well as mechanical specifications.

40. Question: There is no input/ output list of the points you want us to control and monitor.

Response: Control points list should be developed by controls contractor to achieve system requirements described in mechanical drawings as well as mechanical specifications.

41. Question: On the VAV Boxes do we ship the controllers to box manufacture for factory mounting and wiring or install in the field? If we do ship to the manufacture do we pay the box manufacture or does he include this cost with the box cost?

Response: The specs do not require for controller to be installed in the factory. It is up to the general contractor to decide where it will be installed, etc.

42. Question: 255500: Energy Management Control System (EMCS) 2.06 & 2.07.

Mechanical specifications say they are furnished and installed by the mechanical contractor which makes more since. Which specification are we to follow?

Response: Test Ports and gages are to be provided by Controls Contractor per section 230900-2.09 & 2.10 as well as section 255500-

2.06 & 2.07.

43. Question: Spec 055000-3 top of page calls for 250 lbf per square foot uniform load and 18,000 lbf (assume per square foot) concentrated load. Refer to attached grating table for 15-W-4. You can see that for 3x3/8 main bar, the concentrated load is 16000 lbf / square foot. This is below what spec is calling for.

Response: Provide grating capable of supporting 16000lbf concentrated load for the 3' span. The specification will be modified accordingly.

Also note that support for the grating assembly at trench corners should be provided by the grating / checker plate fabricator or installer. See spec 055000 2.04.B.6.

44. Question: Specs 055000-4 Heavy Duty Gratings: Calls for checkered plate cover to be welded to grating. If we are welding plate to grating, why does grating need to be serrated or slip resistant? Also need detail of how panels are to be fastened to the embedded angle support.

Response: Grating does not need to be slip resistant. Only checker plate is required to be slip resistant. Specification will be changed accordingly. Grating panel assemblies do not need to be attached to the embedded angle support.

45. Question: Drawing F-S301 Section G calls for checkered plate to be attached to grating with CSK screws to grating clips. Verify.

Response: Checker plate shall be attached to grating with counter-sunk screws to provide flush attachment of checker plate to grating. At least 6 countersunk screws per 2'-6" long panel of grating are required.

46. Question: Drawing F-A402 Detail 3. Partial plan of trench cover indicates 6 screws per panel. Need detail for hold down condition.

Response: Checker plate shall be attached to grating with counter-sunk screws to provide flush attachment of checker plate to grating. At least 6 countersunk screws per 2'-6" long panel of grating are required.

Grating / checker plate fabricator shall include method of checker plate attachment in show drawing submittal. Also note: Section G / F-S301 should reference sheet F-A402 rather than F-A405.

47. Question: Spec Section 055000 paragraph C.3 - Barrier Gate: Refers to section 323113. This is not found in the specs. Please verify.

Response: Spec section 323113 is in volume 3 of the specifications.

48. Question: Security and Data Comm. is listed as being supplied by owner - is this correct?

Response: All communications cabling, terminations and equipment required to accomplish terminations shall be provided; including terminations in the existing communications room on the existing base. Security systems shall be provided per general note 6 on sheet A-E172.

49. Question: Electrical Dwg. # A-E122-0 Guard Locker Area - Note shows Typ. of 52 type

F10 fixtures, is this correct because the lighting control diagram shows them being F6 fixtures in this area?

Response: Type "F10" is the correct fixture as shown. Replace Type "F6" with "F10" on the control diagram on sheet A-E606.

50. Question: I have a question concerning the wire partition elevation view on sheet A-A308-0. This elevation shows the floor elevation at 100'-0" and then the wire partition elevation also at 100'-0". What is the actual height of the cages in the reserve heated cages room 153 and the reserve locker area 152?

Please respond at your earliest conveniences.

Response: 10'0" high. Elevation mark on partition type p14 shown at bottom of mesh framing to be 110'-0" in lieu of 100'0".

51. Question: 83613 - Overhead Sectional Doors. 1.05 A #1 calls for a 20 psf windload. Do Doors require a label evidencing this?

Response: No, indicate it on the shop drawings.

52. Question: 83613 - Overhead Sectional Doors. 2.02 A #1a class for a 16 gage for insulated doors and #1b calls for 22ga for non-insulated doors. Basis of design under section 2.07 calls for model 591 (insulated) which is 26 gage inside and out, not 16 gage and model 430 (non-insulated) which is nominal 24ga and 22ga. Please clarify.

Response: Contractor to go by the basis of design for insulated doors.

Note: All overhead doors are insulated. Omit 430 series from spec. as basis of design.

53. Question: 83613 - Overhead Sectional Doors. 2.02 G calls for either polyurethane insulated door core, however the basis of design model 591 has only a polyurethane core. A polystyrene core would not meet a comparable R-value. Should the insulated doors be polyurethane only?

Response: Yes, as per basis of design which calls for an R-Value of 14.86.

54. Question: 83613 - Overhead Sectional Doors. Proposed equal substitution request for HAAS CHT-714.

Response: "There will be no pre-bid amendments for product substitution approvals.

However; the specifications are meant only to establish desired salient characteristics of the required product and if a product name is used it is used only to establish a standard of quality. General contractors can bid substitute items. If they subsequently receive the contract award they will be required to establish via the submittal process the suitablity and the quality of the product they have proposed. If a submittal is approved or disapproved the General Contractor is responsible for all coordination issues or costs associated with providing an acceptable product to the Government. In other words the Government will not issue a modification to the contract because of an increase in costs associated with an approved or a disapproved submittal."

55. Question: What is the thickness of the fiberglass blanket insulation in the walls of the FMS above the 10' elevation?

Response: 6" R19 refer to spec section 074213 paragraph 3.04 for more information.

56. Question: Would Purlin Glide insulation, which has a 6" and a 3" blanket insulation with fall protection be an acceptable substitution to the L & L Saver Insulation as shown in spec section 074113-2.02?

Response: Yes. Reminder to general contractor: All exposed steel framing and purlins to be painted white as indicated on F-A601.

57. Question: Would the contractor be required to insulate the eave overhangs as shown in the wall sections?

Response: No, provided that the there remains to be a continuous thermo brake with insulation at the juncture of wall and roof.

58. Question: Is the General contractor responsible for the Zoning & Building Permits?

Response: There are no permits required.

59. Question: This is being reposted. Are Geotech Reports or Soil Boring Reports available?

Response: The Subsurface Investigation Report is available on a Burns-McDonnell FTP web-site. To gain access to this information print off the form on the next page and fax or email the completed form as indicated. You will then be given access and instructions to the information. The completed original forms will be retained by Burns-McDonnell with copies maintained in the Government’s contract files.
