DIVISION 25 - INTEGRATED AUTOMATION

SECTION 255500 - ENERGY MANAGEMENT CONTROL SYSTEM (EMCS)

PART 1 - GENERAL

1.01 WORK INCLUDED:

A. DIVISION 25 will be responsible to carry out the DIVISION 25 related commissioning requirements specified in SECTION 230800 and other sections referenced in DIVISION 23 and DIVISION 26.

1.02 SUMMARY:

A. This Section includes energy management control system (EMCS) parameters and requirements.

B. Related Sections: The following contain requirements that relate to this Section.

1. The general commissioning proves procedures and requirements are given in SECTION 230800 with responsibilities unique to DIVISION 25 included in SECTION 230800, including O&M manual documentation and training requirements. The common process requirements for initial system checkout are found in SECTION 230800.

2. Control System Equipment: SECTION 230900 - HVAC INSTRUMENTATION AND

CONTROLS.

3. Sequence of Operation: SECTION 230993 - SEQUENCE OF OPERATION.

1.04 SUBMITTALS:

A. General: Submit the following in accordance with SECTION 23050 - COMMON WORK

RESULTS FOR HVAC.

1. Product Data: Manufacturer's technical product data, including monitoring capabilities, optimizing capabilities, load shedding capabilities, system components, interface requirements, control console hardware, software, reset programs, alarm programs and summarizing capabilities.

2. Shop Drawings: Manufacturer's shop drawings indicating hardware provided, and method of hardware assembly.

3. Wiring Diagrams: Manufacturer's electrical ladder-type wiring diagrams for interlock and control wiring. Clear differentiation shall be required between portions of wiring that are manufacturer factory-installed and portions to be field-installed.

4. Maintenance Data: Maintenance data and parts list for each interface point and accessory; including "troubleshooting" operation and maintenance guide for interface

equipment and software. This data, product data, shop drawings, and wiring diagrams shall be included in the Operation and Maintenance Manual; in accordance with requirements of SECTION 230500.

1.05 QUALITY ASSURANCE:

A. Products, materials, equipment, and systems shall comply with the following Codes and

Standards:

1. UL 916 and electrical components for compressed air systems which have been listed and labeled by UL.

2. Electrical components required shall comply with NEMA Standards.

3. Comply with NFPA 70 as applicable to installation and electrical connections of ancillary electrical components.

B. Electronic Equipment Compliance:

1. Contractor warrants that all equipment, devices, items, systems, software, hardware, or firmware provided shall properly, appropriately, and consistently function and accurately process date and time data (including without limitation: calculating, comparing, and sequencing). This warranty supercedes anything in the Specifications or other Contract Documents which might be construed inconsistently. This warranty is applicable whether the equipment, device, item, system, software, hardware, or firmware is specified with or without reference to a manufacturer's name, make, or model number.

PART 2 - PRODUCTS

2.01 GENERAL:

A. Require a direct-digital, distributed processing, energy management control system. Data acquisition panels shall be capable of "stand-alone" operation without communication with the central computer.

2.03 SIGNAL TRANSMISSION:

A. Field devices to data acquisition panels shall be hardwired.

B. Data acquisition panel to data acquisition panel to central control console shall be by dual fiber optic cables operating at 9,600 baud. Fiber optic communications shall be powered by separate dedicated circuits. Minimum length between fiber optic repeaters shall be 4,000 feet.

2.04 CONTROL CONSOLE AND HARDWARE:

A. Require central MS DOS IBM PC compatible computer to monitor system. Include a fully tested, integrated third party software package including spreadsheet, data base manager and word processor. Third party software shall have access to all historical data. System software shall include "window" feature to allow operator to monitor system while simultaneously using the third party software. Require one critical alarm printer and one maintenance printer.

Require one printer for data logging and historical trending. Require two operator keyboards and two color monitors.

B. Data acquisition panels shall be "smart," stand alone systems with 72-hour battery backup of all software and internal clocks.

2.05 SOFTWARE:

A. Executive Program: Control operations of the computer itself; it shall control the priority of signal processing, direct information in and out of memory, control the operation of all associated hardware, and encode and decode incoming and out-going signals. Executive program shall shutdown in an orderly manner upon power failure and safely store all information in permanent memory before all power is lost.

B. Include dynamic color graphics for each building with the building floor plan, equipment locations, systems and displayed values for all analog measurements, status of all binary commands and status of all binary devices monitored.

C. Include a system of password controlled system access with five programmable levels of system operator authority.

D. Application Programs:

1. Scheduled Start/Stop:

a. Scheduled start/stop program consists of starting and stopping equipment based on time of day, day of week, workday, weekdays and holidays.

2. Optimum Start/Stop:

a. Optimum start/stop program consists of automatically starting and stopping the system on a sliding time schedule such that the environmental space conditions are met by the scheduled occupancy time. The program shall incorporate the thermal inertia of the building, capacity of the mechanical system to heat (or cool) the space and the outside air conditions.

3. Demand Limiting:

a. Demand limiting program shall consist of turning off electrical loads to prevent exceeding the target peak electrical demand value. When the projected demand exceeds preset limits, predetermined loads shall turned off on a priority basis to reduce the demand load before the peak is exceeded. The loads shall be assigned to different priority groups. Each load shall be restored after the end of the demand interval. After a load is shed, that load shall be moved to the last in the group and another load shall become first in the group.

4. Summer/Winter:

a. Summer/Winter program shall consist of correctly positioning valves in the dual

CHW/HW systems and reassigning all space temperatures in all systems, based on the seasonal mode selected by the operator.

5. Occupied/Unoccupied Setback:

a. Occupied/Unoccupied Setback program shall consist of lowering the heating space temperature set point or raising the cooling space temperature set point during scheduled unoccupied hours.

6. Economizer:

a. Economizer cycle program shall consist of utilizing outside air to reduce the building's cooling requirements when the outside air dry bulb temperature is less than that of the return air. The outside air and return air dampers shall be modulated to maintain the space temperature.

7. Ventilation and Recirculation:

a. Ventilation and Recirculation program shall consist of closing the outside air damper when the introduction of outside air would pose an additional thermal load during warm-up or cool-down cycles, prior to building occupancy.

8. Reheat Coil Reset:

a. Reheat Coil Reset shall be used on terminal reheat HVAC systems. This HVAC system supplies air at temperatures below the space temperature requirements and temperatures are raised in individual space by reheat coils. The program shall consist of selecting the reheat coil with the lowest discharge temperature (or reheat valve most fully closed) and resetting the cold deck discharge temperature until the cold deck temperature equals the discharge air temperature from the reheat coil with lowest demand.

9. Hot Water Outside Air Reset:

a. Hot Water (HW) Outside Air Reset shall program consist of reducing hot water supply temperatures based on increased outside air temperatures. This shall result in reducing heat loss from equipment and piping.

10. Chilled Water Reset:

a. Chilled Water (CHW) Temperature Reset program shall consist of resetting the

CHW supply temperature upward until the space temperature can be barely maintained. This shall be determined by monitoring outdoor temperatures and space temperatures. The higher the CHW supply temperature, the lower the kW/ton of refrigeration.

11. Analog Totalization (flow and Btu), including chiller and boiler profile.

12. Kilowatt (kW) Totalization of demand pulses (including ability to sum pulse from multiple utility kW meters).

13. Historical Trend Log with programmable sampling times.

14. Run Time Totalization.

15. Automatic Restart (After power failure).

16. Night Purge:

a. Night purge program shall apply only to cooling systems.

b. Night purge shall introduce 100% outside air any time that: the building is unoccupied and the outdoor air temperature is above 50oF and the space temperature is above 75oF and the outdoor temperature is below the space temperature and the outside air dew point is below 60oF.

2.06 TEST PORTS:

A. The controls contractor shall provide test ports for handheld instrument readings near all piping system sensors in the primary system (not at the zone level).

2.07 GAGES:

A. The controls contractor shall provide gages in the following locations, even if included as a sensor and monitored point in the control system:

1. Pressure gages on both sides of all pumps greater than 1 hp.

B. Thermometers in the return and supply of all primary thermal plant equipment (heat exchanges, etc.).

PART 3 - EXECUTION

3.01 FIELD QUALITY CONTROL:

A. Upon completion of installation of the EMCS and prior to initial operation, the Contractor shall test and demonstrate that the EMCS does operate all systems from the central console and will provide minute-by-minute control of each system. Summarizing and reporting capabilities shall also be demonstrated.

3.02 TRAINING:

A. The Contractor shall provide the Owner's personnel with five 8-hour days of hands on training of operations of the EMCS systems. Schedule training with Owner at least seven days in advance.

1.01 SUMMARY:

A. This Section specifies general administrative and procedural requirements for electrical installations. The following administrative and procedural requirements are included in this Section to expand the requirements specified in DIVISION 1:

Drawings shall be prepared on 30x42-inch mylar. Indicate code required clear working space, locations where space is limited for installation and access and where sequencing and coordination of installations are of importance to the efficient flow of the Work, including (but not necessarily limited to) the following:

1. Indicate the proposed locations of major raceway systems, equipment, and materials.

2. Clearances for servicing equipment, including space for equipment disassembly required for periodic maintenance.

3. Exterior wall and foundation penetrations.

4. Fire-rated wall and floor penetrations.

5. Equipment connections and support details.

6. Sizes and location of required concrete pads and bases.

7. Support details.

8. Indicate scheduling, sequencing, movement, and positioning of large equipment into the building during construction.

10. Prepare reflected ceiling plans to coordinate and integrate installations, air outlets and inlets, light fixtures, communications systems' components, sprinklers, and other ceiling-mounted devices.

1.04 RECORD DOCUMENTS:

A. Prepare record documents in accordance with the requirements in SECTION 017800 -

CONTRACT CLOSEOUT. In addition to the requirements specified in DIVISION 1, indicate installed conditions for:

1. Major raceway systems, size and location for both exterior and interior; locations of control devices; distribution and branch electrical circuitry; fuse sizes and circuit breaker sizes and arrangements.

2. Equipment locations (exposed and concealed), dimensioned from prominent building lines.

3. Approved substitutions, Contract Modifications, and actual Equipment and Materials installed.

B. Engage the services of a licensed Land Surveyor or licensed Professional Engineer registered in the state in which the Project is located to record the locations and invert elevations of underground installations.

1.05 MAINTENANCE MANUALS:

A. Prepare maintenance manuals in accordance with SECTION 017800 – CONTRACT

CLOSEOUT. In addition to the requirements specified in DIVISION 1, include the following information for Equipment items:

1. Description of function, normal operating characteristics and limitations, performance curves, engineering data and tests, and complete nomenclature and commercial numbers of replacement parts.

2. Manufacturer's printed operating procedures to include start-up, break-in, routine and normal operating instructions; regulation, control, stopping, shutdown, and emergency instructions; and summer and winter operating instructions.

3. Maintenance procedures for routine preventive maintenance and troubleshooting;

disassembly, repair, and reassembly; aligning and adjusting instructions.

4. Servicing instructions and lubrication charts and schedules.

5. "As-Built" schematic and wiring diagrams.

1.06 DELIVERY, STORAGE, AND HANDLING:

A. Deliver products to the Project Site properly identified with names, model numbers, types, grades, compliance labels, and other information needed for identification.

1.07 WARRANTY:

A. Provide a minimum one-year warranty on all electrical Equipment. Warranty period shall begin when Equipment is permanently energized or started unless specified otherwise.

Contractor shall provide written notification to Owner's Representative prior to this warranty start date.

1.08 INSTRUCTIONS, TRAINING, AND MANUFACTURER'S SERVICE REPRESENTATIVE:

A. Provide instructions and training of Owner's personnel as specified.

B. Provide services of a manufacturer's authorized service representative as specified.

1.09 WORK INCLUDED:

A. DIVISION 26 will be responsible to carry out the DIVISION 26 related commissioning requirements specified in SECTION 260800, as well as other Section reference in SECTION 260800.

PART 2 - PRODUCTS

2.01 Unless indicated otherwise, all Equipment and Material shall be new, undamaged and meet the requirements of Underwriter's Laboratories, Inc. (UL). Where UL requirements are not applicable, equipment and material shall be identified as such by Contractor and approved by Owner before purchase and installation.

2.02 ELECTRONIC EQUIPMENT COMPLIANCE:

A. Subcontractor warrants that all equipment, devices, items, systems, software, hardware, or firmware provided shall properly, appropriately, and consistently function and accurately process date and time data (including without limitation: calculating, comparing, and sequencing). This warranty supersedes anything in the Specifications or other Contract Documents which might be construed inconsistently. This warranty is applicable whether the equipment, device, item, system, software, hardware, or firmware is specified with or without reference to a manufacturer's name, make, or model number.

PART 3 - EXECUTION

3.01 ROUGH-IN:

A. Verify final locations for rough-ins with field measurements and with the requirements of the actual Equipment to be connected.

B. Refer to Equipment Specifications in DIVISIONS 3 through 41 and the Equipment Submittals for rough-in requirements.

3.02 ELECTRICAL INSTALLATIONS:

A. General: Sequence, coordinate, and integrate the various elements of electrical systems, materials, and equipment. All electrical work and material shall comply with the 2008 National Electrical Code (NEC). Comply with the following requirements:

1. Coordinate electrical systems, equipment, and materials installation with other building components. Equipment motor horsepower sizes and kilowatt sizes shown are approximate. If Equipment of a different size is furnished by Subcontractor, Subcontractor shall furnish and install the proper support equipment, motor starter, switchgear, feeders, fuses, circuit breaker, disconnect switch, wire, and conduit required for the Equipment furnished, at no additional cost to Owner.

2. Verify all existing dimensions by field measurements.

3. Arrange for chases, slots, and openings in other building components during progress of construction to allow for electrical installations.

4. Coordinate the installation of required supporting devices and sleeves to be set in poured-in-place concrete and other structural components as they are constructed.

5. Sequence, coordinate, and integrate installations of electrical materials and equipment for efficient flow of the Work. Give particular attention to large Equipment requiring positioning prior to closing in the building. Coordinate concrete pads, bases, roof curbs, and related items.

6. Coordinate with all other building trades.

7. Where mounting heights are not specifically detailed or dimensioned, install systems, materials, and equipment to provide the maximum headroom possible.

8. Coordinate connection of electrical systems with exterior underground and overhead utilities and services. Comply with requirements of governing regulations, franchised service companies, and controlling agencies. Provide required connection for each service.

9. Install systems, materials, and equipment to conform with approved Submittal data, including coordination drawings, to greatest extent possible. Conform to arrangements indicated by the Contract Documents, recognizing that portions of the Work are shown only in diagrammatic form. Should coordination requirements conflict with individual system requirements, refer conflict to Owner's Representative in writing.

10. Install systems, Materials, and Equipment level and plumb, parallel and perpendicular to other building systems and components, where installed exposed in finished spaces.

11. Install electrical Equipment to facilitate servicing, maintenance, and repair or replacement of Equipment components. As much as practical, connect Equipment for ease of disconnecting with minimum of interference with other installations.

12. Install access panel or doors where units are concealed behind finished surfaces. Access panels and doors are specified in SECTION 083100 - ACCESS DOORS. The electrical

contractor shall be responsible for furnishing access panels required for electrical Equipment in accordance with DIVISION 8. Access panels shall be installed by Contractor.

13. Install systems, materials, and equipment giving right-of-way priority to systems required to be installed at a specified slope.

14. All Equipment and Materials shall be installed in accordance with the National Electrical Code (NEC).

15. All Equipment conductor termination provisions shall be UL listed for 75oC conductors.

16. All electrical Equipment and installations shall be of adequate strength to withstand, without failure, forces encountered in defined Seismic Zone.

3.03 CUTTING AND PATCHING:

A. General: Perform cutting and patching in accordance with the requirements specified in

DIVISION 1 and the following requirements:

1. Perform cutting and patching for electrical Equipment and Materials required to:

a. Uncover work to provide for installation of ill-timed Work.

b. Remove and replace defective Work.

c. Remove and replace work not conforming to requirements of the Contract

Documents.

d. Remove Samples of installed Work as specified for testing.

e. Upon written instructions from Engineer, uncover and restore Work to provide for

Engineer's observation of concealed Work if installed without using the proper specified procedures.

B. Protect the structure, furnishings, finishes, and adjacent materials not indicated or scheduled to be removed.

C. Provide and maintain temporary partitions or dust barriers adequate to prevent the spread of dust and dirt to adjacent areas.

D. Protection of Installed Work: During cutting and patching operations, protect adjacent installations.

E. All penetrations through fire-rated walls, ceilings and floors shall be sealed with a U.L. listed and Factory Mutual approved sealant system that matches the fire rating of the surface penetrated.

F. Patch finished surfaces and building components using new materials specified for the original installation.

G. All cutting, patching, and repairing shall be subject to the supervision and the approval of Contracting Officer.

2.02 WIRE AND CABLES:

A. General: Provide wire and cable suitable for the location where installed.

B. Conductors: Minimum conductor size shall be #12 AWG. Except #14 AWG stranded can be used for controls unless indicated or specified otherwise. Provide solid conductors for power and lighting circuits No. 10 AWG and smaller unless indicated or specified otherwise. Provide stranded conductors for sizes No. 8 AWG and larger unless indicated or specified otherwise.

C. Conductor Material: Use copper for all sizes.

D. Provide wire and cable numbers that match electrical schematics.

E. Provide stranded hookup wire with appropriate voltage rating and ampere rating inside of all control enclosures.

2.03 CONNECTORS FOR CONDUCTORS:

A. Provide UL-listed factory-fabricated, solderless metal connectors of sizes, ampacity ratings, materials, types and classes for applications and for services indicated. Use connectors with temperature ratings to or greater than those of the wires upon which used. Connectors shall be identified for the conductor material.

1. Lighting and receptacle circuit connectors for No. 10 AWG and smaller shall be twist-on spring solderless connectors. Provide silicone filled twist-on watertight/raintight connectors for all lighting circuits and receptacles circuits routed outdoors or indoors in wet locations.

2. Nonlighting and nonreceptacle circuit connectors for No. 12 No. 10 AWG and connectors for No. 8 AWG and larger shall be solderless connectors.

3. All uninsulated joints shall be taped to provide an insulation value equal to that of the wire.

PART 3 - EXECUTION

3.01 WIRING METHOD:

A. Use the following wiring methods as indicated:

1. Wire and Cable: Install all wire in raceway (except if indicated or specified otherwise).

2. 600V Armored Cable, Type AC: Where indicated.

3. 600V Armored Cable, Type AC: Where indicated for wiring in gypsum board partitions and for connections from raceway outlet boxes to lighting fixtures.

4. 600V Feeder and Branch Circuit Cable:

a. 480V Circuits: Type THHN/THWN, 75ºC rated 600Vac.

b. 277V, 240V, 208V, 120V and Control Cables for 120V Circuits and Lower

Voltage: Type THHN/THWN rated 600Vac.

5. 600V Service Entrance Cables: Type XHHW-2, 90ºC rated 600Vac.

6. Medium voltage cable where indicated.

a. All medium voltage splices and cable terminations shall be made by a certified medium voltage cable splicer.

3.02 INSTALLATION OF WIRES AND CABLES:

A. General: Install electrical cables, wires, and connectors in compliance with NEC and NESC.

B. Coordinate cable installation with other Work.

C. Do not pull wire and cable until raceway system is complete. Pull conductors simultaneously where more than one is being installed in same raceway. Use UL-listed pulling compound or lubricant that is compatible with wire outer covering, cable outer covering, raceway, and wire/cable manufacturer's recommendations.

D. Use pulling means including fish tape, cable, and basket weave wire/cable grips which will not damage cables or raceways. Do not use rope hitches for pulling attachment to wire or cable.

E. Do not subject cable to pulling tensions or sidewall pressures in excess of manufacturer's recommendations.

F. Do not subject cable to bending radius less than those recommended by the cable manufacturer or as noted below (whichever is greater) during or after installation:

1. Twelve times the cable outside diameter for 5-kV or higher rated cables.

2. Eight times the cable outside diameter for 600V or lower rated cables.

G. Keep conductor splices to a minimum. All splices shall be made in junction boxes.

H. Install splice and tap connectors which possess equivalent or better mechanical strength and insulation rating than conductors being spliced.

I. Use splice and tap connectors which are compatible with conductor material.

J. Provide adequate length of conductors within electrical enclosures and neatly train the conductors to terminal points. Circuits with conductors larger than No. 10 AWG shall be bundled together inside of enclosures. Make terminations so there are no bare conductors visible at the terminal.

K. Tighten electrical connectors and terminals, including screws and bolts, in accordance with manufacturer's published torque tightening values. Where manufacturer's torquing requirements are not indicated, tighten connectors and terminals to comply with tightening torques specified in UL 486A.

3.03 FIELD QUALITY CONTROL:

A. Prior to energizing, test wires and cables for electrical continuity and for short circuits.

B. Prior to energizing, check all installed feeders and building service wires and cables with insulation megohm meter to determine insulation resistance levels to assure requirements are fulfilled. Record and submit all field test data. Megger 300-volt cables with 500Vdc megohm meter between each conductor and ground. Megger 600V cables with 1,000-volt dc megger between each conductor and ground. Megger medium voltage cables with 2500Vdc megohm meter before high potential testing between each conductor and ground. Also, megger between adjacent conductors. Megger cables after installation (not on cable reel) with cables disconnected at both ends. The values must be approximately as follows:

After the megger test on medium voltage cable is performed, perform a shield continuity test using an ohm meter, record and submit results. Shield continuity readings should be less than 10 ohms per 1000 feet of cable. Notify Engineer if higher values are measured. After shield continuity test is performed on medium voltage cable, perform a medium voltage cable high-potential tests in accordance with ANSI/IEEE 400. Direct current high potential test (full test voltage achieved in a minimum of eight steps, one minute per step) for 15 minutes unless against the manufacturer's recommendation. High-potential test at voltage recommended by the manufacturer phase-to-ground on each conductor. Record and submit values. Submit a graph of step voltage vs. leakage current and, while at full test voltage, plot the leakage current

vs. time (for 5 minutes).

C. Do not test wires or cables with an ac test set.
