DIVISION 1 - GENERAL REQUIREMENTS
SECTION 011100 - SUMMARY OF WORK
PART 1 - GENERAL
1.01 SUMMARY:
A. This Section summarizes the Work covered in detail in the complete Contract Documents.
B. Owner: U.S. Property and Fiscal Office for Ohio, 2811 West Dublin Granville Road, Columbus, Ohio 43235-2788 is contracting for Work described in the Contract Documents.
1. Contract Identification: BRAC 65780 Mansfield Armed Forces Reserve Center and Field
Maintenance Shop.
2. Work Site Location: Mansfield Air National Guard Base, Mansfield, Ohio.
C. Engineer: The Contract Documents were prepared by Burns & McDonnell Engineering Company, Inc., 9400 Ward Parkway, Kansas City, Missouri 64114, telephone 816-333-9400.
Point of Contact is Amy Clement, Project Manager.
D. Contracting Officer: Alan Rogers.
E. Contracting Officer's Technical Representative (COTR): Individual to be appointed by Owner to serve as COTR.
F. Contracting Officer's Representative (COR): Individual to be appointed by Contracting
Officer to represent the Contracting Officer.
1.02 PROJECT DESCRIPTION:
A. Description of Project: The Ohio Army National Guard is developing a new Armed Forces
Reserve Center (AFRC) and Field Maintenance Shop (FMS) at Mansfield Air National Guard Base, Mansfield, Ohio. The project is located in a new undeveloped site that will be an expansion to the existing Mansfield Air National Guard Base located to the west of the existing airfield and at the east end of a new City of Mansfield industrial park development. The Contract includes a Joint Armed Forces Reserve Center (AFRC), a Field Maintenance Shop (FMS), and a Cold Storage Facility, parking lots, access roads, utilities and related site development as described in the Contract Documents. The AFRC shall be a single story structure and will encompass approximately 52,280 square feet of space to provide administrative, training, and support spaces. The FMS shall be a single story structure and will encompass approximately 30,040 square feet of space including vehicle maintenance work bays and administrative support space. The Cold Storage facility shall be a single story structure and will encompass approximately 2,385 square feet of space and will be used for unheated storage. Project shall be designed and constructed to meet a LEED® Silver Rating under the sustainable design principles provided by the Leadership in Energy and Environmental Design (LEED) v2.2 Green Building Rating System as developed by the US Green Building Council. Project will be self-certified by the Owner and is not registered with
USGBC.
1.03 WORK BY OTHERS:
A. Work Under Other Contracts: Furniture, city utilities.
B. Work by Owner: Wiring for security systems, comm./telecom, CATV.
C. Other Activities: Kitchen equipment and installation, refer to schedule on A-K103 for GFCI, GFGI, and CFCI Work designations.

1.04 FUTURE WORK:
A. The Ohio Air National Guard is planning a Redhorse Beddown Facility and related site work to be constructed under separate contract at a later date that will be located to the west of the AFRC and is shown on drawings C-100, C-103, C-120, C-200, C-203, C-300, C-303, and C-400. Work in this area under this Contract shall be coordinated with the future project requirements.
1.05 CONTRACTOR'S USE OF PREMISES:
A. Exclusive Use: During the construction period, Contractor shall have full use of the premises for execution of the Work. Use of premises is limited only by Owner's right to perform duties and functions as stated in the GENERAL CONDITIONS and in this Section.
1.06 WORK SEQUENCE:
A. General: Construction sequence shall be determined by Contractor.
B. Scheduled Events: Schedule the Work to conform to the following events and dates.
1. City utilities shall be coordinated by Owner and City and shall be available at the completion of the project.
1.07 OWNER-FURNISHED EQUIPMENT AND MATERIALS:
A. Government's Responsibilities for Government Furnished Equipment:
1. Arrange for delivery of Shop Drawings, product data, Samples, manufacturer's instructions, and certificates to Contractor.
2. Arrange and pay for Equipment delivery to the Site.
3. Deliver Supplier's bill of materials to Contractor.
4. Inspect deliveries jointly with Contractor.
5. Submit claims for transportation damage.
6. Arrange for replacement of damaged, defective, or missing items.
7. Arrange for manufacturer's warranties, Bonds, Field Service, and inspections, as required.
B. Contractor's Responsibilities:
1. Designate delivery date for Equipment in the construction schedule.
2. Review Shop Drawings, product data, and Samples. Submit to Engineer with notification of any discrepancies or problems anticipated in the use of the Equipment.
3. Receive, handle, and unload Equipment at the Site, including uncrating and storage.
4. Promptly inspect products jointly with Owner; record shortages and damaged or defective items. Arrange for prompt inspection with Owner.
5. Protect products from damage and exposure to elements. Provide security for products.
6. Assemble, install, connect, adjust, and finish Equipment as stipulated in the respective
Sections of the Specifications.
7. Provide inspections required by public authorities.
8. Repair or replace items damaged by Contractor's operations.
1.08 MEASUREMENT AND PAYMENT:
A. Fixed Price Contracts: All Work indicated and specified in the Contract Documents shall be included in the Fixed Price Contract Price.

1.09 COPIES OF DOCUMENTS:
A. Furnished Copies: After execution of Agreement, Contractor will be furnished at no cost, a maximum of 3 sets of Contract Documents consisting of full-size Contract Drawings including revised Drawings, Specifications, and the Project Manual, in addition to those used in execution of the Agreement. 5 CD copies will also be provided.
B. Additional Copies: Additional copies of above documents will be supplied by Engineer upon request at printing and delivery cost.

SECTION 012300 - BID OPTIONS
PART 1 - GENERAL
1.01 SUMMARY:
A. This Section specifies administrative and procedural requirements for Bid Options.
B. Definition: A Bid Option is an amount proposed by Bidders and stated on the Bid Form for certain construction activities defined in the Bidding Requirements that may be added to Base Bid amount if Owner decides to accept a corresponding change in either the amount of construction to be completed, or in the Equipment and Materials, or installation methods described in Contract Documents.
C. Coordination: Coordinate related Work and modify or adjust adjacent Work as necessary to ensure that Work affected by each accepted Bid Option is complete and fully integrated into the Project. Costs listed for each Bid Option shall include costs of related coordination, modification, or adjustment.
D. Notification: Immediately following the award of the Contract, prepare and distribute to each party involved, notification of the status of each Bid Option. Indicate whether Bid Options have been accepted, rejected, or deferred for consideration at a later date. Include a complete description of negotiated modifications to Bid Options.
E. Schedule: A "Schedule of Bid Options" is included at the end of this Section. Specification Sections and/or Drawings referenced in the Schedule, if any, contain requirements for Equipment and Materials and methods necessary to achieve the Work described under each Bid Option.
1. Each Bid Option is defined by abbreviated language, recognizing that Drawings and
Specifications document the requirements.
2. Include as part of each Bid Option, miscellaneous devices, accessory objects, and similar items incidental to or required for a complete installation whether or not mentioned as part of the Bid Option.

SECTION 012500 - SUBSTITUTIONS
PART 1 - GENERAL
1.01 SUMMARY:
A. This Section includes administrative and procedural requirements for handling requests for substitutions made after award of the Contract.
B. Substitutions will not be evaluated during bidding.
C. Acceptable manufacturers listed in the Contract Documents are not intended to exclude manufacturers not listed. Products of equal performance will be considered.
D. Related Work Specified Elsewhere:
1. Requirements for submitting Contractor's construction progress schedule and the Submittal schedule: SECTIONS 013200 and 013300.
2. Requirements governing Contractor's selection of products: SECTION 016000.
1.02 DEFINITIONS:
A. Definitions in this Article do not change or modify the meaning of other terms used in the
Contract Documents.
B. Contract Documents: Contract Documents shall include the Contract Drawings, Specifications, and Project Manual as included in the Agreement.
C. Substitutions: Changes in products, Materials, Equipment, and methods of construction required by the Contract Documents proposed by the Contractor after award of the Contract are considered to be requests for substitutions. The following are not considered to be requests for substitutions:
1. Revisions to the Contract Documents requested by Owner or Engineer.
2. Specified options of products and construction methods included in the Contract
Documents.
1.03 SUBMITTALS:
A. Substitution Request Submittal: Contracting Officer will consider written requests for substitution if received within 30 days after commencement of the Work. Requests received more than 30 days after commencement of the Work may be considered or rejected at the discretion of Engineer.
1. Submit 3 copies of each request for substitution for consideration. Submit requests in the form and according to procedures required for Change Order proposals. Requests for substitution shall not be submitted in the form of a Request for Information (RFI).
2. Identify the Equipment or Material, the fabrication, or installation method to be replaced in each request. Include related Specification Section/Article and Drawing numbers.
3. Provide complete documentation showing compliance with the requirements for substitutions, and the following information, as appropriate:
a. Statement indicating why specified product or method of construction cannot be provided.
b. Coordination information, including a list of changes or modifications needed to other parts of the Work and to construction performed by Owner and separate contractors, that will be necessary to accommodate the proposed substitution.
c. A detailed comparison of significant qualities of the proposed substitution with those of the Work specified. Significant qualities may include elements such as

performance, weight, size, durability, visual effect, and specific features and requirements indicated.
d. Product data, including drawings and descriptions of products and fabrication and installation procedures.
e. Samples, where applicable or requested.
f. Identification of available sales, maintenance, repair, and replacement services.
g. A statement indicating the effect of the substitution on Contractor's construction progress schedule compared to the schedule without approval of the substitution.
Indicate the effect of the proposed substitution on the overall Contract Times. If specified product cannot be provided within the Contract Times, provide letter from manufacturer, on manufacturer's letterhead, stating lack of availability or delay in delivery.
h. Statement indicating whether or not incorporation or use of the substitute is subject to payment of any license fee or royalty.
i. Contractor's certification that the proposed substitution conforms to requirements in the Contract Documents, will perform adequately the functions and achieve the results called for by the general design, is similar in substance to that specified, and is suitable for same use as that indicated and specified.
j. Contractor's waiver of rights to additional payment or time that may subsequently become necessary because of the failure of the substitution to perform adequately.
4. Engineer’s Action: If necessary, Engineer will request additional information or documentation for evaluation within two weeks of receipt of a request for substitution.
Engineer will notify Contractor of acceptance or rejection of the substitution within two weeks of receipt of the request, or one week of receipt of additional information or documentation, whichever is later. Acceptance will be in the form of a Change Order.
PART 2 - PRODUCTS
2.01 SUBSTITUTIONS:
A. Conditions: COR will receive and consider Contractor's request for substitution when one or more of the following conditions are satisfied, as determined by COR/Engineer. If the following conditions are not satisfied, COR will return the requests without action except to record noncompliance with these requirements.
1. Extensive revisions to the Contract Documents are not required.
2. Proposed substitution is in keeping with the general intent of the Contract Documents and will produce indicated results.
3. Substitution request is timely, fully documented, and properly submitted.
4. The specified product or method of construction cannot be provided within the Contract
Times. COR will not consider the request if the product or method cannot be provided as a result of failure to pursue the Work promptly or coordinate activities properly.
5. The requested substitution offers Owner a substantial advantage, in cost, time, energy conservation, or other considerations, after deducting additional responsibilities Owner must assume. Owner's additional responsibilities may include compensation to Engineer for redesign and evaluation services, increased cost of other construction by Owner, and similar considerations.

6. The specified product or method of construction cannot receive necessary approval by a governing authority, and the requested substitution can be approved.
7. The specified product or method of construction cannot be provided in a manner that is compatible with other materials and where Contractor certifies that the substitution will overcome the incompatibility.
8. The specified product or method of construction cannot be coordinated with other materials and where Contractor certifies that the proposed substitution can be coordinated.
9. The specified product or method of construction cannot provide a warranty required by the Contract Documents and where Contractor certifies that the proposed substitution provides the required warranty.
B. COR/Engineer's review and acceptance of Submittals shall not relieve Contractor from responsibility for any variation from the requirements of the Contract Documents.
COR/Engineer's acceptance of Submittals not complying with the Contract Documents does not constitute an acceptable or valid request for substitution, nor does it constitute approval of a substitute. Acceptance by COR/Engineer shall not relieve Contractor from responsibility for errors or omissions in the Submittals.

A. RFI: Request for information prepared by Contractor and submitted to COR seeking interpretation or clarification of the Contract Documents.
1.03 COORDINATION:
A. Coordination: Coordinate construction operations included in different Sections of the
Specifications to ensure efficient and orderly installation of each part of the Work. Coordinate construction operations, included in different Sections, that depend on each other for proper installation, connection, and operation.
1. Schedule construction operations in sequence required to obtain the best results where installation of one part of the Work depends on installation of other components, before or after its own installation.
2. Coordinate installation of different components with other contractors to allow optimum accessibility for required maintenance, service, and repair.
3. Make adequate provisions to accommodate items scheduled for later installation.
4. Where availability of space is limited, coordinate installation of different components to allow optimum performance and accessibility for required maintenance, service, and repair of all components, including mechanical and electrical.
B. Prepare memoranda for distribution to each party involved, outlining special procedures required for coordination. Include such items as required notices, reports, and list of attendees at meetings.
1. Prepare similar memoranda for Owner and separate contractors if coordination of their
Work is required.
C. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities and activities of others to avoid conflicts and to ensure orderly progress of the Work. Such administrative activities include, but are not limited to, the following:
1. Preparation of construction progress schedule.
2. Preparation of the schedule of values.
3. Installation and removal of temporary facilities and controls.
4. Delivery and processing of Submittals.
5. Progress meetings.

1.04 SUBMITTALS:
A. Coordination Drawings: Prepare Coordination Drawings if limited space availability necessitates maximum utilization of space for efficient installation of different components or if coordination is required for installation of products and materials fabricated by separate entities.
1. Content: Project-specific information, drawn accurately to scale. Do not base
Coordination Drawings on reproductions of the Contract Documents or standard printed data. Include the following information, as applicable:
a. Indicate functional and spatial relationships of components of architectural, structural, civil, mechanical, process, and electrical systems.
b. Indicate required installation sequences.
c. Indicate dimensions shown on the Contract Drawings and make specific note of dimensions that appear to be in conflict with submitted Equipment and minimum clearance requirements. Provide alternate sketches to COR for resolution of such conflicts. Minor dimension changes and difficult installations will not be considered changes to the Contract.
d. Crane or other construction equipment placement and motion space required.
2. Sheet Size: At least 8-1/2 by 11 inches but no larger than 30 by 40 inches.
3. Number of Copies: Submit one electronic copy of each Submittal to COR. COR will return comments electronically.
4. Refer to individual Sections for coordination drawing requirements for Work in those
Sections.
1.05 PROJECT MEETINGS:
A. Preconstruction Conference:
1. Contracting Officer will conduct a meeting within 30 days after the Award of Contract, to review items stated in the following agenda and to establish a working understanding between the parties as to their relationships during performance of the Work.
2. Preconstruction conference shall be attended by:
a. Representative(s) of Contractor including Contractor's project manager, superintendent, CQC System Manager, Safety Manager, and principal Subcontractors and Suppliers.
b. Engineer.
c. Representative(s) of Owner.
3. Meeting Agenda:
a. Construction schedules.
b. Phasing.
c. Critical Work sequencing and long-lead items.
d. Designation of key personnel and their duties; lines of communication.
e. Project coordination.

f. Procedures and Processing of:
(1) RFIs.
(2) Field decisions.
(3) Substitutions.
(4) Submittals.
(5) Change Orders.

j. Use of Premises:
(1) Office, work, storage, laydown, and parking areas.

4. Location of Meeting: At or near the Project Site.
5. Reporting:
a. Within five working days after the meeting, Engineer will prepare and distribute minutes of the meeting to Contracting Officer and Contractor.
b. Contractor shall provide copies to Subcontractors and major Suppliers.
B. Coordination Schedules:
1. Contracting Officer will conduct a meeting at least ten days before submission of the first Application for Payment to finalize the initial coordination schedules requested under
SECTION 013200 - CONSTRUCTION PROGRESS SCHEDULES AND REPORTS.
2. The meeting shall be attended by:
a. Representative(s) of Contractor including Contractor’s superintendent (and scheduler).
b. At Owner's option, representatives of principal Subcontractors and Suppliers.
c. Engineer.
d. Representative(s) of Owner.
C. Construction Progress Meetings:
1. Contracting Officer will schedule and conduct a weekly meeting or as determined by the
Contracting Officer. Representatives of the Owner and Contractor shall be present at each meeting, and Engineer as requested by Contracting Officer. With Contracting Officer's concurrence, Contractor may request attendance by representatives of Subcontractors, Suppliers, or other entities concerned with current program or involved with planning, coordination, or performance of future activities. All participants in the meeting shall be familiar with the Project and authorized to conclude matters relating to the Work.
2. Contractor and each Subcontractor represented shall be prepared to discuss the current construction progress report and any anticipated future changes to the schedule. Each Subcontractor shall comment on the schedules of Contractor and other Subcontractors

and advise if their current progress or anticipated activities are compatible with that Subcontractor's Work.
3. If one Subcontractor is delaying another, Contractor shall issue such directions as are necessary to resolve the situation and promote construction progress.
4. Meeting Agenda:
a. Review of construction progress since previous meeting.
b. Field observations, interface requirements, conflicts.
c. Issues which may impede construction schedule.
d. Off-Site fabrication.
e. Delivery schedules.
f. Submittal schedules and status.
g. Site use; coordination with other contractors.
h. Temporary facilities, controls, and services.
i. Hours of Work.
j. Hazards and risks.
k. Housekeeping.
l. Quality and Work standards.
m. RFIs.
n. Status of Change Orders.
o. Documentation of information for payment requests.
p. Corrective measures and procedures to regain construction schedule if necessary.
q. Revisions to construction schedule.
r. Review of proposed activities for succeeding Work period.
s. Review proposed Contract modifications for:
(1) Effect on construction schedule and on completion date.
t. Other business.
5. Location of Meetings: At or near Project Site.
6. Reporting:
a. Within five working days after each meeting, COR will prepare and distribute minutes of the meeting to Owner and Contractor.
b. Contractor shall distribute copies to principal Subcontractors and Suppliers.
1.06 COMMISSIONING:
A. This project will have selected building systems commissioned. The equipment and systems to be commissioned are specified in SECTION 230800 and 260800. The commissioning process, which the Contractor is responsible to execute, is defined in DIVISION 23, 26, and also includes commissioning the scope of work for DIVISION 25. The commissioning process will be directed by a Commissioning Authority whose services will be provided by the Owner.
B. Commissioning Authority: the Owner will provide the services of a qualified Commissioning Authority. The responsibilities of the Commissioning Authority are defined in DIVISION 23 and 26. The Commissioning Authority directs and approves the commissioning work. The Commissioning Authority for this project will be the Burns & McDonnell Commissioning Group.
C. Test and Balance Contractor (TAB) Qualifications. The Contractor will provide the services of a qualified test and balance contractor, approved by the Owner, as specified in SECTION 230800 and 230593.

D. Controls Contractor and Lead Technician Qualifications. The Controls Contractor and the lead technician shall be approved by the Owner as specified in SECTION 230800 and DIVISION 25.
1.07 REQUESTS FOR INFORMATION (RFIs):
A. Procedure: Promptly on discovery of the need for interpretation of the Contract Documents, and if not possible to request interpretation at Project meeting, prepare and submit an RFI to the Contracting Officer with the content specified.
1. RFIs shall originate with Contractor. RFIs submitted by entities other than Contractor will be returned with no response.
2. Coordinate and submit RFIs in a prompt manner so as to avoid delays in Contractor's
Work or work of Subcontractors.
B. Content of the RFI: Include a detailed, legible description of item needing interpretation and the following:
1. Project name.
2. Date.
3. Name of Contractor.
4. Contract number and title.
5. Name of Engineer.
6. RFI number, numbered sequentially.
7. Specification Section number and title and related paragraphs, as appropriate.
8. Drawing number and detail references, as appropriate.
9. Field dimensions and conditions, as appropriate.
10. Contractor's suggested solution(s). If Contractor's solution(s) impact the Contract Times or the Contract Price, Contractor shall state impact in the RFI.
11. Contractor's signature.
12. Attachments: Include drawings, descriptions, measurements, photos, product data, Shop
Drawings, and other information necessary to fully describe items needing interpretation.
C. Hard-Copy RFIs:
1. Identify each page of attachments with the RFI number and sequential page number.
D. Software-Generated RFIs: Software-generated form with substantially the same content as indicated above.
1. Attachments shall be electronic files in Adobe Acrobat PDF format.
E. COR/Engineer's Action: COR/Engineer will review each RFI, determine action required, and return it. Allow seven working days for COR/Engineer's response for each RFI. RFIs received after 1:00 p.m. local time will be considered as received the following working day.
1. The following RFIs will be returned without action:
a. Requests for approval of Submittals.
b. Requests for approval of substitutions.
c. Requests for coordination information already indicated in the Contract Documents.
d. Requests for adjustments in the Contract Times or the Contract Price.
e. Requests for interpretation of COR/Engineer's actions on Submittals.
f. Incomplete RFIs or RFIs with numerous errors.
2. Multiple RFIs addressing similar or identical issues may be addressed by COR/Engineer with a single broad response.

3. COR/Engineer's action may include a request for additional information, in which case COR/Engineer's time for response will start again upon Contractor's response and resubmittal.
4. If Contractor believes the RFI response warrants change in the Contract Times or the Contract Price, notify Contracting Officer in writing within seven working days of receipt of the RFI response.
F. On receipt of COR/Engineer's action, update the RFI log and promptly distribute the RFI response to affected parties. Review response and notify COR within seven working days if Contractor disagrees with response.
G. RFI Log: Prepare, maintain, and submit a tabular log of RFIs organized by the RFI number.
Submit log once every two weeks. Include the following:
1. Project name.
2. Name and address of Contractor.
3. Contractor representative name and telephone number.
4. Name and address of COR.
5. RFI number including RFIs that were dropped and not submitted.
6. RFI description.
7. Date the RFI was submitted.
8. Date COR/Engineer's response was received.
9. Identification of related Field Order, Work Change Directive, and Proposal Request, as appropriate.

PART 1 - GENERAL
1.01 SUMMARY:
A. This Section includes administrative and procedural requirements for documenting the progress of construction during performance of the Work, including the following:
1. Preliminary construction progress schedule.
2. Construction progress schedule.
3. Schedule of Submittals.
4. Schedule of values.
5. Construction progress reports.
6. Daily construction reports.
7. Equipment and Material location reports.
8. Field condition reports.
9. Special reports.
B. Related Work Specified Elsewhere:

1.02 REFERENCES:
A. Associated General Contractor's of America (AGC):
1. Construction Planning and Scheduling.
1.03 DEFINITIONS:
A. Activity: A discrete part of a contract that can be identified for planning, scheduling, monitoring, and controlling the construction Work. Activities included in a construction schedule consume time and resources, but shall not include planned work stoppages.
Activities shall not normally reflect the Work of more than one trade.
1. Critical activities are activities on the critical path and have zero or negative float.
Critical activities must start and finish on the planned early start and finish times.
2. Predecessor Activity: An activity that precedes another activity in the network.
3. Successor Activity: An activity that follows another activity in the network.
B. "Baseline" Schedule: The schedule submitted and accepted by COR for the Work.
C. Cost Loading: The allocation of the schedule of values for the completion of an activity as scheduled. The sum of costs for all activities must equal the total Contract Price, unless otherwise approved by COR.
D. CPM: Critical path method (CPM), which is a method of planning and scheduling a construction contract where activities are arranged based on activity relationships. Network calculations determine when activities can be performed and the critical path of Contract.
E. Critical Path: The longest connected chain of interdependent activities through the network schedule that establishes the minimum overall Contract duration and contains no float.
F. Event: The starting or ending point of an activity. An event has no duration.

G. Float: The measure of leeway in starting and completing an activity.
1. Float time is not for the exclusive use or benefit of either Owner or Contractor, but is a jointly owned, expiring Project resource available to both parties as needed to meet schedule milestones and Contract completion date.
2. Free float is the amount of time an activity can be delayed without adversely affecting the early start of the successor activity.
3. Total float is the measure of leeway in starting or completing an activity without adversely affecting an intermediate deadline or the planned Contract completion date.
H. Fragnet: A partial or fragmentary network that breaks down activities into smaller activities for greater detail.
I. Milestone: A key or critical point in time for reference or measurement. A milestone has no duration.
J. Network Diagram: A graphic diagram of a network schedule, showing activities and activity relationships.
K. Resource Loading: The allocation of manpower and equipment necessary for the completion of an activity as scheduled.
1.04 SUBMITTALS:
A. Qualification Data: For scheduling consultant.
B. Schedule of Submittals: Submit in specified electronic format. Arrange the following information in a tabular format:
1. Scheduled date for first submittal.
2. Specification Section number and title.
3. Submittal category (technical or informational).
4. Name of Subcontractor or Supplier.
5. Description of the Work covered.
6. Scheduled date for Contracting Officer's final release or approval.
C. Preliminary Construction Progress Schedule: Submit in specified electronic format
1. Acceptance of cost-loaded preliminary construction schedule will not constitute acceptance of schedule of values for cost-loaded activities.
D. Preliminary Network Diagram: Submit in specified electronic format, large enough to show entire network for entire construction period. Show logic ties for activities.
E. Construction Progress Schedule: Submit initial schedule, large enough to show entire schedule for entire construction period to Contracting Officer for review and acceptance.
1. Submit electronically, using software indicated, labeled to comply with requirements for
Submittals. Include type of schedule (Initial or Updated) and date.
2. Submit three opaque paper copies.
F. CPM Reports: Concurrent with CPM schedule, submit three copies of each of the following computer-generated reports. Format for each activity in reports shall contain activity number, activity description, cost and resource loading, original duration, remaining duration, early start date, early finish date, late start date, late finish date, and total float in calendar days.
1. Activity Report: List of all activities sorted by activity number and then early start date, or actual start date if known.
2. Logic Report: List of preceding and succeeding activities for all activities, sorted in ascending order by activity number and then early start date, or actual start date if known.

3. Total Float Report: List of all activities sorted in ascending order of total float.
4. Earnings Report: Compilation of Contractor's total earnings from the Notice to Proceed until most recent Application for Payment. Review of planned, earned, and spent earned value analysis.
G. Schedule of Values: Submit with initial construction progress schedule to COR for review and approval three hard copies of schedule.
H. Construction Progress Reports: Submit two copies of weekly intervals.
I. Daily Construction Reports: Submit two copies at weekly intervals.
J. Material Location Reports: Submit two copies at monthly intervals.
K. Field Condition Reports: Submit two copies at time of discovery of differing conditions.
L. Special Reports: Submit two copies at time of unusual event.
1.05 QUALITY ASSURANCE:
A. Scheduling Consultant Qualifications: An experienced specialist in CPM scheduling and reporting, with capability of producing CPM reports and diagrams within 24 hours of COR's request.
B. Prescheduling Conference: Conduct conference at Project Site to comply with requirements in SECTION 013100 - PROJECT COORDINATION AND MEETINGS. Review methods and procedures related to the preliminary construction schedule and "baseline" construction progress schedule, including, but not limited to, the following:
1. Review software limitations and content and format for reports.
2. Verify availability of qualified personnel needed to develop and update schedule.
3. Discuss constraints, including phasing, work stages, area separations, interim milestones, and partial Owner occupancy.
4. Review delivery dates for Owner-furnished products.
5. Review schedule for work of Owner's separate contracts.
6. Review time required for review of Submittals and resubmittals.
7. Review requirements for tests and inspections by independent testing and inspecting agencies.
8. Review time required for completion and startup procedures.
9. Review and finalize list of construction activities to be included in schedule.
10. Review Submittal requirements and procedures.
11. Review procedures for updating schedule.
1.06 COORDINATION:
A. Coordinate preparation and processing of schedules and reports with performance of construction activities and with scheduling and reporting of separate contractors.
B. Coordinate construction progress schedule with the schedule of values, list of subcontracts, schedule of Submittals, Material and Equipment procurement, progress reports, payment requests, and other required schedules and reports.
1. Secure time commitments for performing critical elements of the Work from parties involved.
2. Coordinate each construction activity in the network with other activities and schedule them in proper sequence.

PART 2 - PRODUCTS
2.01 SCHEDULE OF SUBMITTALS:
A. Preparation: Submit a schedule of Submittals, arranged in chronological order by dates required by construction progress schedule. Include time required for review, resubmittal, ordering, manufacturing, fabrication, and delivery when establishing dates as required in
SECTION 013300 - SUBMITTALS.
1. Coordinate Submittals schedule with list of subcontracts, the schedule of values, and
"Baseline" construction progress schedule.
2. Initial Submittal: Submit concurrently with preliminary bar-chart schedule or CPM network diagram. Include Submittals required during the first 60 days of construction.
List those required to maintain orderly progress of the Work and those required early because of long lead time for manufacture or fabrication.
3. Final Submittal: Submit concurrently with the first complete submittal of construction progress schedule.
2.02 CONTRACTOR'S CONSTRUCTION PROGRESS SCHEDULE, GENERAL:
A. Procedures: Comply with procedures contained in AGC's "Construction Planning &
Scheduling."
B. Time Frame: Extend schedule from date established in the Notice to Proceed to date of Final
Completion.
1. Contract completion date shall not be changed by submission of a schedule that shows an early completion date, unless specifically authorized by Change Order.
C. Activities: Treat each building floor or separate area as a separate numbered activity for each principal element of the Work. Comply with the following:
1. Activity Duration: Define activities so no activity is longer than 30 calendar days, unless specifically allowed by Contracting Officer.
2. Procurement Activities: Include procurement process activities for the following long lead items and major items, requiring a cycle of more than 60 days, as separate activities in schedule. Procurement cycle activities include, but are not limited to, Submittals, approvals, purchasing, fabrication, and delivery.
3. Submittal Review Time: Include review and resubmittal times indicated in SECTION 013300 - SUBMITTALS in schedule. Coordinate Submittal review times in Contractor's construction progress schedule with schedule of Submittals.
4. Startup and Testing Time: Include not less than ten days for startup and testing.
5. Substantial Completion: Indicate completion in advance of date established for
Substantial Completion, and allow time for Contracting Officer's administrative procedures necessary for certification of Substantial Completion.
D. Constraints: Include constraints and work restrictions indicated in the Contract Documents and as follows in schedule, and show how the sequence of the Work is affected.
1. Phasing: Arrange list of activities on schedule by phase.
2. Work under More Than One Contract: Include a separate activity for each contract.
3. Work by Owner: Include a separate activity for each portion of the Work performed by
Owner.

4. Owner-Furnished Products: Include a separate activity for each product. Include delivery date indicated in SECTION 011100 - SUMMARY OF WORK. Delivery dates indicated stipulate the earliest possible delivery date.
