Mansfield RFI Answers #2 DUE TO THE LARGE NUMBER OF QUESTIONS THAT WERE RECEIVED BEFORE THE QUESTION CUT-OFF DATE THERE ARE STILL MORE QUESTIONS BEING REVIEWED. THERE WILL BE A THIRD POSTING OF QUESTIONS. AS PREVIOUSLY STATED, QUESTIONS THAT WERE ASKED MULTIPLE TIMES WILL ON LY BE ANSWERED ONCE. PLEASE REVIEW ALL QUESTIONS AND ANSWERS.
Since the incorrect Geotech Report was posted the bid opening date will be changed to December 16, 2008 at 10:30 AM E.S.T.

General Information:
- The required Bid Bond amount is 20% of the bid.
- There are no borrow pits at the project site. Excess soil must be removed from the site.
1. Question: Spec section 221316-5 3.02 allows PVC pipe to be used on above ground application. There are return plenums on this project. What will be required in regards to this item?
Response: PVC piping should not be used for sanitary waste and vent piping above grade due to the use of a return air plenum. Cast iron and copper piping only shall be allowed for above ground waste and vent piping and PVC piping should be ignored in spec section 221316.
2. Question: Project drawings F-P502 and F-P604 shows Lube Rack and Utility Pedestal details. Will there be any additional information on what is required? Is there any certain material items should be made of? For example Size of unit, carbon steel, stainless steel and gauge of material.
Response: See F-A101, F-A102 for utility pedestal and lube rack locations. See F-A402 for utility pedestal and lube rack detail.
3. Question: Specification 231113-13 3.07E indicates contractor to fill storage tanks with oil and lubricants. Please verify if this is going to be the contractor’s responsibility.
Response: Contractor shall be responsible for all tank and distribution pipe testing as described in spec section 231113. Responsibility of filling the tanks for proper testing should be coordinated with owner.
4. Question: The ductwork schedule states that all return air duct is to be internally lined with 1-1/2" insulation. The plan drawings indicate that round and square return air ductwork is to be bare. Please clarify as shown on plan drawings is all round return ductwork to be single wall bare as shown, if not the round return air duct cannot be lined it will have to be double wall insulated.
Response: Return round and rectangular ducts are not required to have duct liner except in the AFRC Assembly Hall. Ducts shall still meet insulation requirements from spec section 230700.
5. Question: It appears that the site requires a large import as designed. Will the contours be adjusted for a balanced site; or will an import of aggregate or earth fill be required to meet the proposed contours?
Response: Importing will be required from offsite.
6. Question: Lube Racks drawing P502-0 there are no dimensions for the lube racks and no details about the shelves/drip pans if desired. The same question applies to the hose reel rack on P 604-0.
Response: See F-A402 for utility pedestal and lube rack details. The contractor shall provide the depth required to accommodate the specified hose reels, piping and drain trough.
7. Question: It is not indicated where these racks are and how many there are to be.
Response: See F-A101, F-A102 for utility pedestal and lube rack quantity and locations.
8. Question: On the drawings, they say to provide a level probe in each tank and wire back to console. There is a mechanical level gauge shown on each tank, but this is different. There is no spec for this for the electronic system you want.
Response: Level nozzle sensor and electronic level control panel shown on F-P604 is not required. Mechanical liquid level gauge is still required on all POL tanks.
9. Question: Flex connectors are specified but not detailed where they are to be.
Response: Location of duct flexible connectors is given in 233300-3.01. They should be located at connection of ductwork to any fan-powered equipment.
10. Question: Tank warranty statement 231113-5 applies to underground tanks not aboveground tanks. 30 year warranty on corrosion?
Response: Aboveground Storage Tank warranty period length mentioned in 231113-5 should be for 1 year.
11. Question: No spec for the electric reels on the pedestal with the air reels.
Response: Provide Light Cord Reel with Fluorescent Lamp, and power receptacle located in cord, 16AWG wire, three conductors, 115-volts, 60 Hz, 10 amps, UL listed, 50 ft cord length.
12. Question: Who is responsible for these pedestals; the mechanical contractor?
Response: Pedestal responsibility shall be determined by general contractor.
13. Question: Leak detectors for diaphragm pumps are not available page 14, 3.09 of 231113. These are put on underground submersible pumps.
Response: Leak detectors not required per 231113-3.09.
14. Question: Could you please verify that the RCP storm sewers are supposed to comply with the RCP material specifications listed in Section 334100 and not the RCP specifications in section 333100?
Response: Per 334100.
15. Question: Plan Sheets C302 thru C304 show numerous sections of storm sewer that are to be constructed with PVC pipe. However, specification section 334100 does not contain a material specification for PVC storm sewer. Could you please provide this specification? Is it acceptable to use HDPE N-12 storm sewer pipe as manufactured by ADS for the sections designated as PVC?
Response: Section 333100-2.03 should have the title changed from “PVC Sewer Pipe” to “PVC Pipe”.
18. Question: Could you please clarify what size of sanitary sewer is connecting the mainline sewer to the AFRC building? Plan sheet C304 calls out 6” sewers and sheet C331 shows these as 4” and 8” lines.
Response: The line from the grease trap to SSMH-11 will be a 6-inch. SSMH-12 to the building connection will be a 6-inch. This is also shown on the plumbing drawings for the facility.
19. Question: Could you please clarify what size of sanitary sewer is connecting the mainline sewer to the FMS building? Plan sheet C302 calls out 4” sewers and sheet C331 shows these as 8” lines.
Response: The two building connection should be 4-inch lines as shown on the C302 and the plumbing drawings.
21. Question: Could you please verify that the gradation specified in paragraph 2.02E of section 321100 is to be used for all of the aggregate base on the project? This gradation is #57 stone, which is typically not used for aggregate base. ODOT #304 is usually the local material used in this type of application.
Response: Aggregate material ODOT #304 would be acceptable.
22. Question: Are Option #2 and Option #4 labeled incorrectly on sheet C120? This drawing does not correspond with specification section 012300.
Response: The bid form should be revised to match the drawings.
23. Question: In the pre-bid meeting it was stated that this project includes the mass grading for the future beddown building. The grading work on sheet C203 does not show any work within the limits of this building. Please verify that the mass excavation for the future beddown building is not included in this contract.
Response: In the pre-bid meeting contractors were warned not perform site work outside of the limits of this construction project as it would impact a future project. They were also told not to use these areas for either a borrow pit or a dumping site. Grades shall be as shown on the drawings. No future grading is being performed for the future facility.
24. Question: Spec Section 321217 - Hot-Mix Asphalt-Concrete Pavement does not address any limits on the inclusion of Recycled Asphalt Pavement (RAP) in the new asphalt pavement. ODOT and FAA typically allow 30% RAP in intermediate courses and up to 10% in surface courses. Please state the allowable RAP percentage for this project.
Response: The amount of RAP shall not exceed 30-percent.
25. Question: Crane Specification 412200 shows a center of rail to center of rail dimension of 63'-1". Drawing F-S102-0 indicates a center of rail to center of rail dimension of 66'-4", which dimension is correct?
Response: Bridge crane span (center to center of rails) should be approximately 66’-4.” Contractor shall coordinate bridge crane with pre-engineered building provided.
26. Question: The Crane Specification also shows a crane rail length of 110', while the drawing shows the crane rail to be approximately 250', which is correct?
Response: Crane rail length shall be adequate to provide the crane coverage area shown on F-S102.
27. Question: Keyed Notes 2 & 3 channeled cove fixture. Description of fixture?
Response: Keyed Notes 2 and 3 refer to fixture type "L1". Refer to the fixture schedule on sheet E601 for the fixture description and manufacturer's catalog number for type "L1".
28. Question: My question is concerning the building code that is specified for this project. On the structural plans the IBC 2003 is specified. Currently to meet the 2007 Ohio Building Code, the IBC 2006 building code is required. Please advise if you wish us to bid per the plans and specs and or go with the 2006 IBC.
Response: Project shall be bid in accordance to the code established at the beginning of design (IBC 2003).
29. Question: Mechanical Insulation Specification:
Domestic Hot Water... Sec 230700 3.23, A. 3
Domestic Cold Water.. Sec 230700 3.23, B. 3
Chilled Water Supply and return.. Sec. 230700 3.23, E. 3
Refrigerant Suction... Sec 230700 3.23, F.3
Heating Hot water Supply and return.. Sec 230700 3.23, G. 3
Indicates that indoor mechanical piping receive a " Field-Applied Jacket: Aluminum". Is it the intent that indoor piping systems have aluminum jacket in addition to factory applied jackets?
Response: Aluminum field applied jacket is only required for outdoor piping and indoor piping in exposed areas less than 6 ft above the floor. All other indoor piping may have factory installed jacket only.
30. Question: Is the fence fabric galvanized finish or PVC coated finish? If PVC coated fabric, is framework also PVC coated or galvanized?
Response: The fence is not PVC coated. See specifications.
31. Question: On the signage schedule, some signs don't have a sign type listed (e.g., Rooms 104-107). Can I assume that these should be type A1 like the others?
Response: All sign types not indicated on the signage schedule to be type A1.
32. Question: Do you know how many fire extinguisher signs will be needed?
Response: See general notes on Sheets A-A605-0 for signage heights for fire extinguisher signs. Provide one sign for each fire extinguisher. Refer to plans A-A101 and A-A102 and F-A101 and F-A102 and keynotes to determine the fire extinguisher locations.
33. Question: Do you know how many emergency eye wash signs will be needed?
Response: There is one Eyewash station in the AFRC as shown in reserve special classroom 151 on drawing A-A102. For the FMS eyewashes, refer to sheets F-A101 and F-A102 for locations designated with "EEWS". Provide one sign for each EEWS.
34. Question: How many aluminum plaques need to be installed?
Response: See note 1 on A-A605-0 which states that bronze and aluminum plaques are government furnished and contractor installed. There will be 2 interior plaques and 2 exterior plaques to be installed at the AFRC building, unless otherwise stated by the COR. Refer to 2/A403 showing letters and plaques on signage wall of the AFRC. Refer to F-A605 for letters for the FMS signage wall.
35. Question: Are plans available in AutoCAD for dirt quantity takeoff?
Response: No they are not.
36. Question: Spec section 011100-2 assigns contractor responsibilities for Owner-Furnished equipment and material. Please provide a list of these Owner-furnished equipment and materials.
Response: There is not a single list, the owner-furnished equipment is identified throughout the Contract Documents.
37. Question: In closet 123 is a wall mount rack being installed?
a. If so, what size and;
Response: Yes, a wall mounted rack shall be provided per drawings to house SEIMONS or equivalent patch panels. The rack shall be sized to have a minimum of two 48 port patch panels. The patch panels provided shall only encompass 60% of the cabinet area.
b. does it require a fan.
Response: No fan is required for the wall mounted rack.
38. Question: In room 141, I see a floor mount cabinet is required. Is there a standard you use or is at our discretion to pick and send cut sheets for approval.
Response: The floor mounted cabinets shall be provided per drawings to house SEIMONS or approved equivalent patch panels. The cabinet shall be lockable, have a minimum of 60% of the cabinet area filled with patch panels. Yes, the proposed cabinet type shall be submitted for approval.
39. Question: I have looked through the specification manual and do not see an installation or equipment section. I have noticed on the prints that the cable tray and wire has been addressed as to type and manufacture, but as for patch panels, data/phone jacks, vertical/horizontal managers, wall plates, fiber optic connectors, fiber optic enclosures and labeling schemes, I have not seen these items. Is the termination of cabling the responsibility of the contractor or is the communication division of your base accomplishing this task? If it is the responsibility of the contractor, is the above equipment being supplied by the owner?
Response: The termination of the cabling is the responsibility of the contractor. The above listed equipment shall be provided by the contractor per drawings and specifications.
40. Question: Please provide a building number that all Fiber and phone backbone originate from. This information is crucial for determining length to new locations
Response: See sheet E005. The comm. Building is indicated as BLDG 116.
41. Question: According to the keynotes on the technology prints, it states that all data/phone wiring needs to be in continuous conduit or cable tray. Is this a true requirement? If so, then am I aloud to run conduit from outlet box to cable tray then route cable to IT closet. The reason I pose this question is due to the lack of a specification manual.
Response: Yes and yes
42. Question: Would it not be advantageous to run cable tray in hallway 130 of Reserve Center? It would save on conduit expense and labor.
Response: Maintain cable tray routing as indicated on drawings.
43. Question: The Joists on the Framing Plans are all called out as standard S.J.I Joist sizes but noted as "SP1 or SP2". When referring to the Joist Schedule on Design Drawing A-S600-0, there is a Roof Joist Schedule showing the loads these joists are to be design for. Looking at the schedule, there appears to be substantial snow/live loadings applied to some of these joists. My question is: Should all of these loads be considered simultaneously on the joists or shall there be certain load cases considered? Looking at the S.J.I load tables for the 40LH14 joists, the loading of the 40LH14 at approximately 69'-0" in length would cover the W1-Dead Load, W1-Live Load, & W1-Snow Load. On the other hand the allowable loadings of the 30K11 & 20K6 joists from the S.J.I Load tables are exceeded by the W1-Dead Load, W1-Live Load, & W1-Snow Load.
Response: Live load and snow load do not need to be considered simultaneously. Total load should include Dead load + (worst of LL or Snow Load). For determination of deflection, use worst of Live load or Snow load.
44. Question: Have Power and Gas services been engineered and fees estimated by the utility providers, and are these fees by owner?
Response: Power services have not yet been engineered or fees estimated by the utility provider. Per drawing E002-0 Power and Lighting Site Plan, Keyed Note 2: "CONTRACTOR SHALL CONTRACT WITH OHIO EDISON TO RELOCATE POWER POLE AND ALL ASSOCIATED WORK TO MAKE AERIAL PRIMARY FULLY FUNCTIONAL." The cost shall be contractors responsibility. Gas services design is complete and a contract pending to bring the supply to the site. Connection fee shall be contractor responsibility.
45. Question: Detail "D" and "E" on A-S501: How are they used together or separate?
Response: Detail D/ A-S501 applies between joist bearing locations at concrete walls. Detail E/ A-S501 applies at joist bearing locations at concrete walls.
46. Question: When does Detail "E" on A-S301 appear on A-S100? It appears to be miss-marked.
Response: Detail E/A-S301 is referenced on A-S101.
47. Question: Where is structural sheet S500 the drawings refer to?
Response: Sheet S500 is before sheet A-S100 in the set.
