Mansfield RFI Answers #1 Since some questions have been asked in the same or similar ways by multiple contractors those questions have only been asnwered once. therefore; you are advised to read all questions and responses.

1. Question: The metal panel specification directs the installer to use miscellaneous metal framing as a vertical "stud" for the installation of the metal wall panels. The wall sections show the metal panels being directly attached to the insulated concrete forms. The wall sections do not show the required depth for the miscellaneous metal framing for the installation of the metal wall panels. This depth will also affect the details at the window and door heads, jambs and sills. Please clarify the wall section details to match the specifications.

Response: The ICF wall specified is designed to have direct application of metal panels with attachment as frequent as 6" on center. This is made possible because of the plastic form holder which acts as a rigid substrate for attachment. It is the responsibility of the contractor to ensure that the Insulated Concrete Form walls are installed with enough accuracy to allow the metal wall panel installation to have the desired straight walls. If additional shimming or metal furring is required to accomplish the desired straightness, then it is the responsibility of the contractor to provide the additional miscellaneous framing as specified.

2. Question: The details that we have pulled up from Centria Architectural Systems show that a weather-resistive barrier and air barrier behind the metal wall panels is normal or required for warranty. Will a weather-resistive and air barrier be required in this installation? Please note that these panels need to breathe so that moisture can not build up on the back side of the panels and cause the panels to rust.

Response: With the ICF wall system specified, no weather, air or water resistant barrier is required.

3. Question: The wall sections show the drywall being directly attached to the insulated concrete wall forms on the interior side of the building. This construction does not allow for an air space behind the drywall for it to breathe, also the drywall would need to be attached with tapcon screws through the insulation and into the concrete. Please note that each on of these tapcon screws would have to have a pilot hole drilled first before the tapcon screw could be used to attach the drywall.

Response: The specified ICF wall is designed to have gypsum wall board directly applied/attached to the wall by means of plastic form tie flanges, which come out to within a 1/2" behind the face of the insulation. The plastic form ties are every 6" on center. No tapcon screws would be required. Dry wall screws would penetrate a ½" through the foam and into a plastic form tie. It is the responsibility of the contractor to ensure that the Insulated Concrete Form walls are installed with quality to allow the gypsum wall board assembly to have the desired straight walls. If additional shimming or metal furring is required to accomplish the design straightness, then it is the responsibility of the contractor to do so.

4. Question: The metal panel specifications call for the 6" panel to have a profile of 5.6" the panel that they note as the standard for the performance specification CS-660 has a profile of much less than the 5.6" specified. Please specify which panel or profile of the metal wall panel we are to use. Also, please verify need for panel butt or expansion joints and show their locations as they affect the exterior visual appearance.

Response: A correction to be made in the specifications with regards to CS-660. In the Specification 074213 section 2.04, where 5.6" profile is stated, substitute with 4" profile. Basis of design is still the CS-660, but with the 4" profile. This still represents the nominal 6" Horizontal Rib Metal Panels indicated on the exterior elevation drawings. In lieu of Shop Swedging, or Shop Swaged Ends(countersunk end laps) indicated in the specification 074213, provide "Notch and Lap" panel laps where panel lengths on walls are greater than the manufacturer's standard length, and where butt joints are not being used. Provide butt joint reveals to be coordinated with locations of brick control joints as indicated on the elevation drawings. Basis of design for the butt joint reveal is the slim microline extrusion by Centria. On the East and West elevations, provide butt joint reveals at downspout locations, and behind the downspouts. Locations will coincide with grid lines. On the North and South elevations, provide butt joint reveals at 2 brick control joint locations. Exact locations of the later four reveals to be determined at a later date with a sketch from the architect.

5. Question: Door detail 4 & 5 on drawing A-A501 shows jamb anchors into the wall... how does that work in the IFC system? Do we use door bucks made by the IFC manufacturer? Do the IFC manufacturer supplied door bucks or jambs meet contract code requirements??

Response: In lieu of a masonry type door jamb strap tee as shown in the details 4 and 5 of drawing A-A501, provide a concrete tap con or wedge anchor directly to the concrete wall rough opening with the required shims as needed. The manufacturer of the ICF wall system doesn't provide door bucks.

6. Question: In the specs EXPANSION FITTINGS AND LOOPS FOR HVAC PIPING is referenced several times referring to spec section 230516. There is no spec section

230516 in the specifications. Please advise.

Response: Spec Section 230516 EXPANSION FITTINGS AND LOOPS FOR HVAC PIPING is not required and references should be ignored. Required expansion loop locations are shown on A-M103 and A-M104 and expansion loop detail is shown on A-M504. Alignment guides shall be steel with bolted two-section outer cylinder and base for attaching to structure with two-section guiding spider for bolting to pipe. Anchors shall be steel ASTM A36/A36M and fastener system shall be per spec section 230529.

7. Question: We have had questions come in from (2) of the specified crane manufacturers indicating that there is a discrepancy between the data sheet calling for a CMAA Class B crane and the specifications describing items such as MCB wheel assemblies and wound rotor motors which are commonly associated with much heavier classes of cranes, such as Hot Metal and Scrap Handling CMAA Class F cranes. The specifications describe a much more expensive crane - does this require further review or are we to quote per the specifications?

Response: Please quote the crane per the specifications.

8. Question: Are there specifications available for the 8' x 13' walk-off mat in Vestibule 101 of the AFRC building? Is this mat laid on the floor surface or does it inset into the floor slab, which would require forming? There are no specifications included in the contract documents that we could find.

Response: The contractor is to provide a 3/8" recess in the concrete floor of Vestibule 101 at the location of the Walk-Off carpet. See 3/A-A404 for location and size of the Walk-Off Carpet. However, the Vestibule 232 at the FMS is to be installed directly on the surface from wall to wall. Provide transition strip at door 232B. Basis of design is: PATCRAFT DESIGNWEAVE Z6485 GOOD DAY EW24, COLOR: GREY 85121. Or Equal.

9. Question: Request clarification on what portion of the perimeter fence is not in contract. Entrance detail indicates sliding gate is in contract, but this location cannot be found on plans. Is sliding gate at NE corner to be included in contract also? If so, does that include a portion of the perimeter fence to the north?

Response: All sliding gates are included within the Contract (Northeast and Southwest). The perimeter fence along the west and north sides are not included within the contract. Refer to benchmark location 5010 onG101 for location of fence at southwest corner of property.

10. Question: Within the drawings, I have noted that there is one large Modular vault for Arms Storage. As I would like to quote this particular unit as an AAV2737 compliant vault with a GSA class 5 vault door, I have tried to find the written specification on this unit. Please direct me to the specification on the vault itself? I have located the drawings but not the written specification.

Response: The vault is constructed on site with reinforced concrete walls and lid. It is not intended to be a shop manufactured product. See Wall Types P9 and P10 on wall types sheet A-A308-0.

11. Question: FMS. 1 / FA303 shows face brick at 99'-8" sitting on brick ledge. C / FS 301-0 shows it sitting at 100'-0" with no brick ledge. Please confirm which is to be used.

Response: Use detail C/F-S301.

12. Question: FMS. Please confirm the vertical reinforcing size and placement in the 10'-0" high masonry walls at the perimeter of the building.

Response: #5 @ 16” o.c. at exterior walls as indicated on S001. See S400 for reinforcement at openings and other typical masonry details.

13. Question: FMS. Enlarged toilet room plan 2 / FA401 indicates the bench running partially in front of the lockers while elevation H indicates full length. Please clarify.

Response: Run lockers in accordance to what is shown in the enlarged plan, as to not block the shower.

14. Question: FMS. Detail 14 / FA401 has the angle extending from the 16"

Concrete pour. The angle is to be a 2" X 4" angle. The angle that connects them is drawn the same size but noted to be a 4" X 4" angle.

Response: Please use a continuous 4x4x1/4" angle. Note that the maple top is to be eased edge, not based edge.

15. Question: FMS. There appears to be a conflict between the bottom of the utility trench and the tie bar beam. What should be the sequence in construction at intersection of the 2 concrete pours?

Response: No comments will be made regarding construction means and methods. It is acceptable for the tie beam and bottom slab of the trench to intersect. The reinforcement of the two elements should be continuous at their intersection.

16. Question: FMS. Rooms 201, 204, 205, 207, 208, 209, 210 ~ confirm floor elevations in these rooms as they are adjacent to rooms where finish floor is at 100'-3".

Response: Refer to F-S100-0 for top of slab elevations.

The top of slab elevations are indicated at the walls for rooms in question.

17. Question: FMS. Can the interior walls that separate the areas noted above and areas with sloping floors be placed on independent footings (2'-0" wide X 1'-0" thick) with top of footing at 99'-4" in lieu of a thicken slab detail? This allows for masonry to be run independently of the floor pours as well as eliminating cuts to match the slope in the slabs.

Response: Design alternatives, such as independent strip footings under CMU walls, will be considered after the contract is awarded.

18. Question: FMS. The architectural drawings show no floor drains in front of the overhead doors in room 200. Is this correct?

Response: There would be floor drains in room 200 as indicated on F-P101-0.

19. Question: FMS. Is the "thicken slab" to be 1'-4" in addition to the floor thickness or is the overall thickness in these areas to 1'-4"?

Response: Overall thickness is 1’-4”.

20. Question: FMS. Is there to be any additional reinforcing steel in the thicken slab areas?

Response: 3-#5 additional at bottom of thickened slab. Ref J/F-S301

21. Question: FMS. What is the FF elevation in the office area? There are a couple of spot elevations at a doors that indicate FF @ 100'-3".

Response: Top of concrete to be 100’-0” as indicated on F-S101. Refer to structural responses above.

22. Question: AFRC. Can the brick ledge as shown on detail A / A-S301-0 be eliminated and have the foundation wall widened full height from the top of the footing to the brick bearing elevation?

Response: Yes.

23. Question: AFRC. Is it the intent for the walls using the ICF panels to be poured in a single lift from top of the footing to top of the wall or can horizontal pour breaks be incorporated?

Response: Horizontal pour breaks are anticipated.

24. Question: What does the LEED certification requirement mean in terms of the self-certification?

Response: Self-certification indicates that the design and construction of the project shall meet the indicated LEED certification goal of LEED Silver and that the supporting information required to indicate that the project has met these credits will be submitted to the Owner during design by the A-E and construction by the Contractor. Completion of USGBC forms is encouraged, but is not required, however information submitted must be sufficient to indicate that the construction credits were achieved such that the Owner could use this information to complete the USGBC forms if they decide to pursue formal registration.

25. Question: What if any are the ramifications of not meeting the LEED goals?

Response: The contract documents define the requirements to meet the LEED Silver Certification Level. Contractor proposals are expected to include the requirements of meeting this certification level. The Contractor receiving the contract award is expected to have or to acquire the expertise to ensure that sufficient LEED construction credits are achieved for the owner to self-certify at the Silver Level. Not achieving the required construction credits would be considered a breach of contract and would include all of the remedies allowed by Contract.

26. Question: Who secures and pays for building permits for the state of Ohio?

Response: This is a Federal project and as such does not require a State of Ohio building permit.

27. Question: Page I see no specifications on the data- phone cabling?

Response: Voice and NIPRNET cabling is specified on sheets A-E603-0 and F-E603-0. The communications units provided specific part numbers.

28. Question: Pg. F-E101-0 They show a type F12 fixture, but on the lighting fixture schedule type F12 is not used?

Response: All fixtures denoted as “F12” on drawings F-E101 and A-E101 shall be type “L14”.

29. Question: Can you please verify if the roof panel thickness for the project in Mansfield, OH at the Army National Guard is .0396" thick or 1.0 millimeter thick?

Response: The thickness is to be 20 gage thickness or .0396" with galvanizing as per specification 074113, section 2.06. To insure the prevention of "oil canning" and to maintain the consistent clean and smooth aesthetic, the 20 gage thickness was specifically selected. There are multiple manufacturers who make a 20 gage roof panel.

30. Question: On the lower left hand corner of drawing F-A101-0 it shows a Deck Plan. The Deck Plan indicates "Steel Pre-Fabricated Guardrails Re: Wall Types" but the wall types indicated (P7, P8 and P13) do not show railings. Wall types P11 and P12 do show railings. Please clarify where the railings stop and start.

Response: Provide metal guard rail shown on P11 and P12 for the deck edges that do not have a wall type designation as shown on 2/F-A101-0. This is approx. 61 lineal feet of fabricated steel guard rail. Refer to 1/F-A101. On the West side of rooms 205, 204 and North side of 204, replace the A7 wall type with wall type P11. On the West side of room 209 replace the A7 wall type with P12. On the South wall of the control waste room 209 replace the A7 wall with an A12 wall, but without a guardrail above. Note that only the controlled waste 209 room is the only room that needs to be 1 hour fire rated.

31. Question: Typically in military contracts we have seen the Federal, state and local tax exempted. This project refers to FAR52.229-3 which in note (b) includes applicable Federal, State and local tax. Please advice if we should include these taxes in our bid.

Response: This project will be exempt from Federal and State taxes.

Clarification: The questions below refers to sheet A-E101 not E101.

32. Question: Keyed Note 7 (3) signage flood lights Description?

Response: Keyed Note 7 refers to flood light fixture type L12A.

33. Question: Fixture F12 Keyed Note 5 No Fixture Description.

Response: All fixtures denoted as "F12" should be "L14". F12 is called out on drawings F-E101 and A-E101.

34. Question: Keyed Note 8 on same sheet - Is this a Fixture and if so no description included.

Response: Keyed note 8 refers to fixture type "L13". Fixture type is called out in Detail 5 on sheet E506 as referenced from keyed note 8.

35. Question: We can find no mention in any document about signage except for ONE LINE in the Solicitation. If in fact there is only one (1) sign attached to this project, so be it, we can still do that.

Response: Please refer to sheets F-A605-0 and A-A605-0 for signage drawings. Also, please refer to specifications 101300 and 101400.

36. Question: Is this project subject to retainage?

Response: Yes, this project is subject to retainage but is only applied in certain situations; i.e., the Government does not retain a percentage of every invoice. The Contractor is expected to invoice for work that is completed to specifications. They are not to invoice for work not completed to standards of the contract. Retainage may be applied if work that has been paid for is subsequently determined to be deficient. At that point upto 10% of invoices can be retained until the Government is made whole. The general contractor may not retain payments to subcontractors except under these conditions and the Government must be notified in advance.

37. Question: Is there any way that a Basis of Design Insulated Concrete Form manufacturer could be named? There are a number of performance criteria that it would be difficult to assure that all are being met without knowing which manufacturer this is based upon.

Response: The basis of design is the Reward Wall System. See additional information below under General Questions and Answers.

38. Question: Note 5 on Sheet S002 explains the procedure if reactions are greater than those assumed by the engineer in selecting foundation and this requires increasing the foundation sizes, will the contractor be reimbursed for the additional concrete required?

Response: Ref. Sheet S002-0, Note G-5. First this note must be taken in the context of the other notes (Ref S002-0, Paragraph G) for a pre-engineered metal building (PEMB). Given that, the selection of a PEMB and associated manufacturer is up to the bidder. As such the contractor would not be reimbursed for additional concrete. Alternatively a bidder can propose a building per the design.

39. Question: Section 01570 indicates that a fence is required around the entire site (or at a minimum to encompass construction activities), however there were discussions during the pre-bid meeting about some of the security requirements being loosened to allow the contractor to install fencing as they saw fit. Please clarify the fencing requirements as well when examining the security.

Response: 015700-3.02.B.2 indicates that a fence is required to enclose the entire project site, or that portion the Contractor establishes as required to encompass the construction operation.

40. Question: We could not determine if the Owner or the Contractor is providing the Builder’s Risk policy for the project, please advise.

Response: The contractor is expected to provide all required insurances and bonds.

41. Question: Based on the Specification Section 014400, we are to have a Quality Control Engineer on-site for the duration of the project, please confirm.

Response: Section 014400 identifies the CQC System Manager responsibilities in 014400-1.04.A and requirements in 014400-1.04.B and subparagraphs. Refer to Section 014000 Quality Requirements for quality assurance and quality control services.

42. Question: Based on the Specification Section 015700, we are to have a Night Watchman onsite for the duration of the project, please confirm.

Response: Night watchman services are not required, however the Owner is not providing security for the site. See section 015700-3.03.

43. Question: Based on Specification Section 015700, we are to provide a temporary fence to enclose the entire work site, please confirm.

Response: 015700-3.02.B.2 indicates that a fence is required to enclose the entire project site, or that portion the Contractor establishes as required to encompass the construction operation.

44. Question: Specification section 221316-5 -302-D1 indicates extra heavy cast iron soil pipe for underground sanitary. Can PVC pipe and fittings be used for this application?

Response: All below-grade sanitary waste lines under the building shall be cast iron soil pipe.

45. Question: Are there any allowances associated with this contract?

Response: No allowances.

46. Question: Is testing by the owner or contractor, and is this an allowance as referenced in 014000,1.06,A.,2.?

Response: As stated previously there are no allowances. 014000-1.06.B indicates that all tests and inspections not explicitly assigned to Owner are Contractor's responsibility.

014000-1.06.A is specific to those tests identified as Owner's responsibility.

47. Question: Please clarify the requirements for a 5'-0" sumps on the Storm and Sanitary Structures as shown on C330-0 and C331-0.

Response: The structures shown on the profiles are graphical delineation only. The structures shall be constructed as per the specifications and details.

48. Question: Could you please verify that the storm sewer structures are to comply with the requirements of section 334100 and not section 333900? Section 333900 appears to be applicable to sanitary and waterline structures.

Response: Storm inlets are per 334100.

Questions: General

49. Question: There have been several questions regarding specifications for the ICF wall system, the roof and the buildings metal façade in reference to pre-bid substitutions.

Response: There will be no pre-bid amendments for product substitution approvals. However; the specifications are meant only to establish desired salient characteristics of the required product and if a product name is used it is used only to establish a standard of quality. General contractors can bid substitute items. If they subsequently receive the contract award they will be required to establish via the submittal process the suitablity and the quality of the product they have proposed. If a submittal is approved or disapproved the General Contractor is responsible for all coordination issues or costs associated with providing an acceptable product to the Government. In other words the Government will not issue a modification to the contract because of an increase in costs associated with an approved or a disapproved submittal.

51. Question: What drawing shows where HB Horizontal Blinds go - which rooms? Is it all windows?

Response: Refer to the general notes on A-A601-0 and F-A601-0(Finish

Schedules) which state that all perimeter (Exterior) windows to receive Horizontal Blinds. This would be for window type A windows only. Refer to sheet A-A603-0.

Addendum item for AFRC: In addition to all exterior windows, also provide horizontal blinds for the large interior windows of rooms 104 Guard recruiting and 109 reserve recruiting. Provide horizontal blinds for the glass doors of those rooms as well. Provide a horizontal blind for the kitchen manager's room window type C. Refer to 5 and 8 on A-A603-0.

52. Question: Drawings A-A107 Gutter on the drive-thru west side of building is a 4"x8" per detail 5 on drawing A-A303 but, Gutter on Drawing A-A107 of the vestibule roof calls for a 5"x6" gutter per details 1 & 5 on drawing A-A302. Which gutter size is correct?

Response: Addendum Item for FMS and AFRC: In Lieu of all Gutter size call outs on bid document drawings, provide 8X8 gutters and 6" diameter downspouts for all roofs except canopies. However, for the AFRC entry canopies provide 5" wide by 8" deep gutters. Provide a 4" diameter downspout at approx. location of grid line 5 at the entry canopy. Cold Storage Building (bid option number 3) gutters and downspouts to be as indicated on bid documents.

53. Question: Are Geotech Reports or Soil Boring Reports available?

Response: The Subsurface Investigation Report is available on a Burns-McDonnell FTP web-site. To gain access to this information print off the form on the next page and fax or email the completed form as indicated. You will then be given access and instructions to the information. The completed original forms will be retained by Burns-McDonnell with copies maintained in the Government’s contract files.
