Question Government Answer
1 RFP Unnumbered 1449 continuation sheet & all travel CLINS & paragraph 1.4.12
Can the government provide an estimated cost number to cover all travel during the contract for all offerors to use as a way of leveling the submissions?
Not To Exceed (NTE) amounts will be provided for all X002-series cost CLINs for Travel.
RFP 56 FAR 52.223-5 Pollution Prevention and Right-To- Know Information (May 2011)
This clause appears to be specific to operating a facility rather than operating on a facility. Please clarify.
Per FAR 23.1005, clause 52.223-5 shall be in solicitations and contracts that provide for performance, in whole or in part, on a Federal facility.
3 RFP 58 Paragraph (c) The RFP requires offerors to hold prices firm for 30 days after May 10. That seems to be an unusually short period of time in which all proposals will be evaluated, and an award made. Should the period of holding prices firm be extended?
The RFP will be updated to state that the offeror agrees to hold the prices in its offer for 90 calendar days from the date specified for receipt of offer.
4 RFP 58 Paragraph (2)(i) Referenced para says late proposal submissions can still be considered as long as they are “received before award is made”.
This seems unusual. Will the government accept late submissions?
Proposals are due by the due date stated in the solicitation.
Late proposal submissions may be considered at the discretion of the Contracting Officer. RFP language will be updated to clarify.
5 RFP 61 2.1 line 1 It says “four volumes” but then lists six- how many volumes are there? Are PDFs acceptable?
The Offeror’s proposal shall consist of six volumes. PDFs are acceptable. See RFP page 62 Section 3.3.2

7 RFP 63 3.4 Proposal Submission The offeror respectfully asks for an extension of three weeks from the receipt of answers to these questions for submittal. There are multiple, outstanding questions that need to be answered before offerors are able to create a complete and comprehensive project plan to incorporate into the proposal. Is a three-week extension possible? Also, will it be possible to ask additional follow-on questions once the answers to the initial questions are provided?
The proposal due date has been extended in accordance with Amendment P00001. Answers to additional questions received after the Q&A posting will be attempted to be answered as soon as possible, however answers are not guaranteed
8 RFP 67 Paragraph 2 Do the letters of commitment and the consent to use past performance count against the past performance page limits?
Letters of Commitment and Consent to Use Past Performance will be excluded from the page count.
