Contractor Questions & Government Responses Drug Demand Reduction Program (DDRP)
Solicitation # W9133L-19-R-0001
Question Number
Question Reference Response
5.1.2 What positions are being
categorized as “Key Positions? Is it the government’s intention is to still require a total of 94 resumes?
This is not a requirement that a company can meet from the time of publishing of the answers to the current due date. Will the government consider changing this to being required after award?
The proposed labor mix, to include Key Personnel, is at the discretion of the offeror and is predicated upon their own interpretation of the PWS requirements. The offeror shall provide a breakdown and discussion of all key personnel proposed to support the execution of the requirement and describe all proposed labor resources, which include labor category, hours per labor category and qualification of all proposed. Should an offeror submit a resume those pages will be counted against the page count requirements as stated in the solicitation.
2 5.3.1 states 100% of all individuals by FY whereas AFI 90-507 states 100% by specimen. Will the government clarify the requirement? And if it’s 100% by Airmen instead of Specimen, is there further regulation/policy supporting this requirement that is not listed in the PWS? It will be hard to hold our WDDRPMS accountable when policy doesn’t support the additional efforts.
All ANG individuals will provide a specimen each FY. DoDI 1010.01 was updated recently with this clarification.
3 5.3.2.2. states the WDDRPMs shall be appointed and trained in their assigned roles. What does the training consist of? Who is it delivered by? How long is the training? And, where is the training conducted? Is it so, that the WDDRPM cannot assume the position until trained?
* Wing DDRP Managers are trained by the contractor’s trainers. Who are initially trained by the Government (20 trainers).
*Training consist of 5 days and delivered by contractor’s trainer.
*Contractor decides where to train there WDDRPMs
*Yes, WDDRPM must be trained prior to assuming the position
4 5.3.7 With this being an FFP, will the contractor be able to increase billing FTEs as each phase is approved?
No, the contractor is authorized partial delivery payments for services.
Contractor may, on a monthly basis, invoice the lesser of 1/12 the total CLIN price or this amount minus the value of any non-conforming services.
Specifically, the contractor shall not invoice for the value of any on-site services not performed due to non-routine/extended (i.e.
uncompensated) employee absences such as leave without pay, extended military leave, and position vacancies.
5 5.3.8 states the 16 test pilot ANG Wings will be determined after award. Wings will have differing FTE costs. Would the government consider publishing the locations so that we can provide accurate Phase II pricing?
The 16 locations have been highlighted in Technical Exhibit 3 of the
PWS.
6 5.3.9 states Phase III shall be implemented WITHIN 9 months of Phase II completion. Does the government have a preferred billing plan since this contract is FFP and implementation dates will be fluid?
See response to question #4 and CLIN description.
7 5.3.2.4 – The Government requires and appointment letter for the DTPAM. Is the Government expecting this position to be full-time
No
8 Can employees be granted interim access?
Only WDDRPMs and Alternate WDDROMs will have a CAC for access.
9 It is not typical for small businesses to submit a small business subcontracting plan. Will the Government reconsider this requirement and exclude small businesses from this requirement, since the Government will achieve
Small Business Subcontracting plans applies to Other than Small Businesses.
However, Small Business Participation Plans applies to both their overall small business goal through an award
Other Than Small Businesses and Small Businesses. Please refer to Volume IV – small Business Participation.
10 5.3.1 states that the contractor shall provide Observers. In our experience with drug testing in the Army and Air National Guard, using a pool of qualified Airmen as observers would always be fiscally responsible and highly effective over hiring an outside pool of observers to be on a call. The scalability and responsiveness of this observer pool will increase costs exponentially. Has the government considered clarifying that Observers will be selected from ANG Airmen?
Yes
11 5.3.1.2 states the contractor shall provide out of cycle DDR testing in emergency situations. This supports the idea that a 24/7 pool of qualified contract observers would be required. Is the government expecting observers to be contract employees?
Yes
12 5.3.4 states the contractor shall employ observers. However, AFI 90-507, para. 2.6.4.8.3.8 states that Commanders will provide observers. Additionally, the AFI states that the observers must not be within a year of ETS. The purpose is so that if there is a court proceeding, the ANG will be able to call forward the observer(s). Does the government expect the contractor to have observers sign contracts to guarantee they will be available for the next 12 months after a test?
It is up to the contractor to determine if contracts with observers are necessary.
ANG has a AFMOA waiver to utilize contractor observers.
13 Will the Government issue a 3 week extension to allow vendors adequate time to develop a thorough, well-thought-out plan for the implementation of the DDR Program and to be able to ensure that all 94 resumes can be captured if that requirement is still needed?
The RFP has been extended. See updated
RFP.
14 For the NGB Train the Trainer course, is the vendor limited to only 20 personnel that can be trained over the life of the contract, or 20 annually?
The Government will train 20 personnel. The training will be held annually. The contractor will decide which personnel will attend the training/refresher.
15 What is the purpose of including the “Proposed Personnel” column?
As this is Non-Personal services, please remove this field as the requirement is not for specific named individuals but rather a capability. We are required to provide the level of support deemed necessary to perform the PWS requirement.
Column has been removed. Updated copy attached to amendment.
16 Please consider excluding the Table of Contents and Summary from the page count as these are overall volume requirements and should not be counted against the page allocation count required for each sub-factor.
Table of Contents and Summary are not included in the page count.
17 On the pricing worksheet, column C has a space for a proposed person. Does the Government want the person’s name or just a location
Please refer to question #15
18 Given the 50 page limit for the Overall Staffing Plan, does the Government intend that the offeror supply all 94 resumes within these page limits? Can the Government clarify this?
Please refer to question #1. 94 resumes are not required.
