About this file

This is Amendment 0007 to solicitation W912WJ26RA007, issued by the U.S. Army Corps of Engineers (USACE) New England District on February 4, 2026. The amendment modifies the solicitation for Project 1970 to provide responses to Requests for Information (RFIs) submitted by prospective contractors. The amendment maintains all other terms and conditions of the solicitation unchanged.

The amendment addresses 15 RFI questions covering architectural, structural, mechanical, electrical, and fire protection design elements for a building renovation project. Key clarifications include: confirmation that interior signage is not required; wall finish specifications for administrative and mechanical rooms; flooring and sealer requirements; door hardware compliance standards without specific manufacturer catalog numbers required; fire-rated wall locations and requirements; asbestos abatement work scope for Class I and Class II materials including transite panels, floor tiles, and pipe insulation; louver locations and minimum heights; kitchenette countertop specifications with side splashes and backsplash; and specific manufacturer and model information for five existing electrical panels (Square D Company NQOB panels CP1, CP2, PP3, and LL-1A, plus a Kinney Electrical Manufacturing panel BC with Eaton BAB type breakers). The government declined to extend the proposal due date or allow price escalation factors for the firm fixed price contract structure, directing contractors to submit binding rates in accordance with the solicitation requirements.

SUMMARY OF CHANGES

Section 00 00 00 - Procurement and Contracting Requirements

The following changes have been made:

Miscellaneous text in this section has been modified to:

AMENDMENT 007 RFIs

1. With the proposal due date upcoming and a number of questions not yet answered, we request that the submission date be extended until 10 business days after the date that all questions have been answered so that we have sufficient time to incorporate this information into our response.

GOVERNMENT RESPONSE: See Amendment 0006.

2. Price Increase Variable Over Time (PIVOT): The USACE developed the PIVOT approach to ensure project costs that due to labor resources availability, construction equipment, materials and supplies increases and were allowable and were included in the contractor's reimbursement for project costs even under Firm Fixed Price bids due to exponential increase in prices. The current trend of increasing costs in construction (i.e. labor, benefits, and overhead support cost for management) is creating uncertainties in contract pricing and increased risk for the contractor. The binding fixed unit rates without an accepted cost escalation factor creates an unbalanced cost profile where the beginning years have some basis for estimating incurred cost associated with labor. The outer years, year 3-5 carry greater risk for the contractor to estimate an acceptable escalation rate creating an unknown. Would the USACE consider allowing a base unit rate with a proposed escalation rate to be applied to each of the years 2 through 5? There is uncertainty in the future cost of fringe benefits based on the US Administration's recent discussions concerning insurance coverage. Using the past 10 years of data for Employment Cost Index (ECI), inflation, and Consumer Price Index - Urban (CPI-U) historical data as presented by the US Bureau of Labor Statistics (BLS) a proposed annual escalation rate on wages could be set. "If the rate of inflation increases at a level greater than the past 10 years of BLS rates and supersedes the proposed annual escalation rate, we would appreciate consideration of additional discussions to minimize the risk to the small business contractor. By allowing small businesses to propose a escalation rate basis on statistical analysis ensures that any Price Increases Over Time are considered and reimbursed to the small business contractor.

W912WJ26RA0070007

GOVERNMENT RESPONSE: The Government will not consider this change for the current MATOC solicitation. Binding rates shall be proposed in accordance with the solicitation.

3. Notes in Arch sheet A-105 such as PL and SM have no legend or abbreviation list. SM appears on the security sheet as a Security Monitor. Is this the correct note for these?

GOVERNMENT RESPONSE: PL is an abbreviation symbol for Plug Load Control Power Pack. SM is an abbreviation symbol for security system CCTV monitor.

4. Will a signage drawing be provided? There is a sign spec but no details for matching fabrication to existing signs.

GOVERNMENT RESPONSE: Interior signage is not required for this project

5. Kitchenette detail K8 on A-301 calls out the sink counter as SS1 but there is a separate countertop spec. Please clarify the expectation for the sink surface and if there is an end splash.

GOVERNMENT RESPONSE: Finish Legend Note: #1: Manufacturers referenced are intended to establish color, pattern and finish only. Countertops SS1 solid surface: Meganite, Color Shadow Concrete M021. A-301 sheet note #5, solid surface countertops. Provide solid surface countertops in accordance with 06 61 16 Solid Surface Fabrications at the sink counter include side splashes at each end and a backsplash, heights 4".

6. Room finish schedule on A-101 lists wall finish on the North wall of 30A, 30B, 30C and 32 as Carpet. Please confirm this is a typo and those walls should be painted.

GOVERNMENT RESPONSE: North walls of rooms 32, 30A, 30B, 30C will be PNT1.

7. Can you please confirm the flooring in the admin & mechanical room is to be sealed concrete and not carpet. The renderings show a carpet pattern in the provided drawings, and if it is to be sealed, is the finish existing, or does the floor need to be resealed and if so, is there a specified product for resealing the existing concrete?

GOVERNMENT RESPONSE: NEC Admin, room #30, flooring will be CPT1, noted on finish schedule. Room 32A DPW Mechanical Room will be sealed concrete. And 30G Mechanical room will be sealed concrete. New sealer will need to be provided. Hardener must be a colorless aqueous solution containing a blend of inorganic silicate or siliconate material and proprietary components combined with a wetting agent; that penetrates, hardens, and densifies concrete surfaces. Use concrete penetrating sealers with a low VOC content.

8. Please confirm if there is any hazardous materials removal required?

GOVERNMENT RESPONSE: The Contractor shall note that Class 1 and Class II asbestos abatement work is required by this project and includes the demolition and removal of asbestos-containing transite wall panels, floor tiles, pipe insulation. An Asbestos Survey Report for Building 1 covering the areas requiring work under this contract is attached at the end of the specifications.

Hardware Set 5, Function F07. For finishes see (08 71 00 - 2.5)". Question: Please confirm if the Offeror is expected to select specific manufacturer item number and finishes that comply with the referenced specification sections for inclusion in the hardware schedule, or if compliance with the specification requirements alone is sufficient without identifying specific manufacturer catalog numbers?

GOVERNMENT RESPONSE: Specifications do not specify specific manufacturer catalog numbers required. The offeror is expected to provide hardware that meets the salient characteristics identified by the specifications and hardware functions noted in the previous RFI.

12. Wall enclosing the New Mechanical room are noted as SP3, not shown as firewall on the Life Safety sheet. For firestopping purposes please clarify what partitions are to be fire rated? Please update the Life Safety plan accordingly, if required.

GOVERNMENT RESPONSE: The new wall along line 17 needs to be rated. The wall between NEC DATA ROOM 28 and the corridor between column lines 17 and 18 needs to be rated, this is an existing wall and rating to be maintained. These are shown rated on LS101 and there is no change.

The wall between NEC ADMIN 30, and the CORRIDOR must be 1 hour rated. Where that wall continues between MECHANICAL 30G and CORRIDOR, it must be rated. Walls between MECHANICAL 30G and NEC ADMIN 30 do not need to be rated but must be constructed with sound attenuation blanket as noted on the wall types. See attached image with fire rated construction in red. See Amendment 0007 Attachment 1.

13. Per keynote #3 on drawing FP101; CONTRACTOR is to provide design and installation. For bidding purposes please provide occupancy and hazard class for areas receiving new fire protection under this project scope.
