About this file

This is a Standard Form 30 Amendment to Solicitation (Amendment 0001) issued by the U.S. Army Corps of Engineers (W2SD ENDIST New England KO Contracting Division) on January 9, 2026, for solicitation W912WJ26RA007, originally dated December 9, 2025. The amendment provides responses to eight Requests for Information (RFIs) submitted by prospective contractors regarding Section 01 00 00 General Requirements and qualification standards.

The government responses clarify key personnel requirements, confirming that Project Managers must hold a college degree in architecture, engineering, or construction management and possess professional design registration (RA/PE), and these requirements will not be waived. The government confirmed that single-story new construction projects can receive "Relevant" or higher ratings for past performance evaluation, and that additions and/or renovations are acceptable alternatives to ground-up new multi-story facilities. The government also clarified that the Site Superintendent cannot serve dual roles as either the Contractor Quality Control (CQC) Manager or Safety and Site Health Officer (SSHO) on projects. For the sample task order, the government specified an assumed performance period of 365 days. The seven-year relevant project completion timeline is determined from the initial solicitation date of W912WJ26RA007. The receipt deadline extension status for offers is marked as "is not extended."

SUMMARY OF CHANGES

Section 00 00 00 - Procurement and Contracting Requirements

The following changes have been made:

Miscellaneous text in this section has been added to:

RESPONSES TO REQUESTS FOR INFORMATION (RFIs)

1. Para. 6.0 of the Section 01 00 00 General Requirements provided in the solicitation document outlines Contractor Personnel and Qualifications. Para. 6.1 describes required qualifications of the assigned Project Manager. Para. 6.1.a. requires that the Project Manager have a college degree in architecture, engineering, or construction management and Para. 6.1.b. requires that the Project Manager be a registered Architect or Engineer. It has been our experience that the USACE has moved away from requiring that project managers assigned to small business projects have four-year degrees or professional licenses and certifications due to the extreme difficulty of hiring and retaining personnel with these certifications for small business projects. Please consider waiving these requirements and simply keeping the experience requirements shown in sub-paragraphs c & d.

GOVERNMENT RESPONSE: The requirement will not be waived. The Government requires highly qualified Project Managers to ensure successful delivery of quality projects.

2. Please clarify the requirements for Past Performance. Specifically, I would like to know whether a single-story new construction project would meet the criteria, or if it is mandatory to have experience with multi-story buildings.

GOVERNMENT RESPONSE: Projects consisting of single-story new construction can receive ratings of "Relevant" or higher. Project relevancy ratings will be based on the relevancy criteria provided in the solicitation.

3. Per Section 100000 - 6.1 Sub b - Can you conform that the Project Manager must have a professional design registration (RA / PE) as this is not a Design-Build delivery method solicitation and the magnitude of the individual task orders does not warrant such a requirement, considering the other requirements set forth in the solicitation are more appropriate for the projects contemplated?

GOVERNMNET RESONSE: The requirement is confirmed. As part of this solicitation the Government requires Project Managers to have professional design registration as stated in the solicitation.

4. Per Section 100000 - 6.2 - Can the Site superintendent also serve as the CQC Manager for a project (per Section 6.3), including the seed project?

GOVERNMENT RESPONSE: No, the Site Superintendent cannot also serve as the CQC for the sample project.

5. Per Section 100000 - 6.3 - Can the Site superintendent also serve as the SSHO for a project (per Section 6.4), including the seed project? The reason being is that having three separate full time site employees for the seed project seem excessive for the scope and magnitude.

GOVERNMENT RESPONSE: no, the Site Superintendent cannot also serve as the SSHO for the sample project.

6. Per Attachment C - Section 8.1; For relevant project submissions it is stated that the completion date within the last seven (7) years is determined from the initial submission date. This period covers the time where the government was handling massive shutdowns from COVID-19 and many projects had long gaps between their proposal submissions, subsequent "Notices of Award" and actual start of construction. Could this requirement be changed from solicitation date to the construction completion date to better capture the project's relevancy given the real-world circumstances?

GOVERNMNET RESPONSE: For the purpose of this solicitation, seven (7) years shall be determined from the initial solicitation date of the current acquisition (W912WJ26RA007).

7. Per Attachment C - Section 8.2; Would the product criteria be satisfied if the multi-discipline project was an addition and/or renovation versus a ground-up new, multi-story facility?

GOVERNMENT RESPONSE: Projects consisting of additions and/or renovations can receive rating of "Relevant" or higher. Project relevancy rating will be based on the relevancy criteria provided in the solicitation.

8. Can you please clarify the duration for the sample task order that needs to be completed?

GOVERNMENT RESPONSE: Assume 365 days for period of performance for the sample task order.
