SUMMARY OF CHANGES

Section 00 00 00 - Procurement and Contracting Requirements

The following changes have been made:

Miscellaneous text in this section has been modified to:

Offerors are reminded that the Government intends to make awards without conducting discussions. Please pay particular attention to price submission and evaluation requirements to include (but not limited to) what should/should not be included in the burdened binding rates and the requirement to show that the binding rates were utilized in the Sample Task Order. Proposals that do not meet solicitation requirements will not be considered for award.

Amendment 005 RFIs

1. Reference Paragraph 3 under Section 9.1.1 of Attachment C, "Offerors shall also submit their price proposal breakdown used to develop their pricing shown on the Sample Task Order Bid Schedule. At a minimum, Offerors need to show a breakdown of all labor, material, equipment, sub-bids, and indirect costs, including markups, of each sub-task of the Sample Task Order.... Format, level of detail, and software for estimating is not prescribed, but the Price Proposal Breakdown shall present an organized Work Breakdown Structure (WBS) of sufficient detail and depth of major features of work.". Paragraph 3 under Section 9.1.2 of Attachment C also states, "The Government will analyze the Offeror-derived Sample Task Order Price Proposal Breakdown". Please re-confirm that the Price Proposal Breakdown used to Develop Prices on the Sample Task Order Bid Schedule will be completely offeror-derived, and that the Government does not anticipate releasing a preformatted WBS Breakdown for all offerors to complete.

GOVERNMENT RESPONSE: The Sample Task Order Bid Schedule will be offeror derived. At this time, the Government does not intend to release a pre-formatted WBS.

2. The door schedule on A-601 references in the schedule, frame types F & FG, although in the detail below the schedule these are depicted as door types, and the frame types 1 & 2 are not mentioned in the schedule at all. Please clarify the frame types for each door in the schedule.

GOVERNMENT RESPONSE: Provide door frame type 1 at doors: 28.1, 30.2, 30B, 30C, 30G, 32, 32A.1. See Frame Head and Jamb details referenced on door schedule for further information.

3. Reference "Evaluation of Offers", paragraph C, 3.0; Proposal Structure Requirements Table for Vol. I Appendix lists "CPARS Reports". "Evaluation of Offers", paragraph C, 8.1, Past Performance Reports/Questionnaires, sub-paragraph 1 states: "In Volume 1 Appendix, Offerors should provide the contract number, contract place of performance, and DUNS number for each project.". Please clarify if the project CPARS Report per the Table in 3.0 or the project information per paragraph 8.1 is to be provided in Volume I Appendix.

GOVERNMENT RESPONSE: Offerors should ensure the project information in paragraph 8.1 is included in the CPARS submission that is required per Section 3.0 Proposal Structure Requirements Table for Vol. I Appendix

4. The door schedule on A-601 calls out a "wood" finish for door 32A.1, but references this door as a hollow metal door. Please clarify if this is supposed to be a wood door or hollow metal with a painted finish.

GOVERNMENT RESPONSE: Provide hollow metal door panel with painted finish at door 32A.1

5. For Volume II (Price), would the Government please allow submission of all pricing documents in PDF format, with the exception of Attachment A - Prime Binding Rates Excel Sheet, which would be submitted in its native .xlsx format?

GOVERNMENT RESOPNES: The Government requires submission of pricing documents in .

xlsx format in order to efficiently complete their analysis.

6. We acknowledge the requirement for submission of binding rates for the life of the overall MATOC in Attachment A Prime Binding Rates, but this is a revised request based upon Amendment 2's RFI #10 response: Attachment C, Section 9.1.1 "Prices" number 3 states "At a minimum, Offerors need to show a breakdown of all labor, material, equipment, sub-bids, and indirect costs, including markups, of each sub-task of the Sample Task Order" and also "...the Price Proposal Breakdown shall present an organized Work Breakdown Structure (WBS) of sufficient detail and depth of major features of work, labor costs, material costs, equipment cost, subcontract costs, and all other indirect costs, including mark-ups." Our request is for USACE's prescribed format for uniform presentation of pricing for the sample project, in either Excel, PDF or Word format, to meet the aforementioned requirements.

GOVERNMENT RESPONSE: The Government does not intend to provide a standardized WBS for the sample task order.

7. Reference Door Schedule Sheet A-601, Door No. 32.A.1: The Material for Door 32A.1 is indicated at HM and the Finish is indicated as Wood. Is the door material HM or Wood?

GOVERNMENT RESPONSE: Provide hollow metal door panel with painted finish at door 32A.1

8. We are reviewing Solicitation No. W912WJ26RA007, including Amendments 0001 and 0002, and would appreciate a brief clarification regarding the Project Manager professional registration requirement. We understand and acknowledge that the Project Manager must hold an active Professional Engineer (PE) or Registered Architect (RA) license, and that this requirement will not be waived. For purposes of compliance, could you please confirm whether the licensed PE or RA serving in the Project Manager role must be an employee of the prime contractor [redacted], or if the Government would accept a licensed PE or RA serving in the Project Manager role through a formal teaming or consultant arrangement, provided that the individual is contractually committed to the MATOC and clearly identified in the proposal?

GOVERNMENT RESPONSE: The Government will evaluate the Offeror's presented team and associated qualifications in accordance with the solicitation. There is no stated limitation on the employer of the required personnel.

9. Regarding Volume II - Price (Contract Binding Rates Spreadsheet, Sample Task Order Bid Schedule, Price Proposal Breakdown) under Section 3 of Attachment C, could you please clarify the following: - Are we permitted to modify the Attachment A template for Prime_Binding_Rates? - Alternatively, may we use our own template in place of Attachment A?

GOVERNMENT RESPONSE: To enable efficient analysis by the Government, the template provided in Attachment A shall be used.

10. If an Offeror is utilizing past performance of affiliates, subsidiaries, parent, LLC, LTD member companies, please clarify if Letters of Commitment from these companies are required with the proposal.

GOVERNMENT RESPONSE: Please see Factor 1 Submission Requirements which details the requirement to demonstrate meaningful involvement in this contract. The offeror shall determine what to submit to demonstrate that involvement in accordance with Sections L&M of the Solicitation.

11. Reference Amendment 002, RFI #10. The original question requested clarification of paragraph 9.1.1, paragraph #3 under the 'PRICES' section. Paragraph #3 requests a price proposal breakdown used to develop the pricing reflected in the Sample Task Order Bid Schedule to include a breakdown of labor, material, equipment, sub-bids, and indirect costs, including markups, of each sub-task of the Sample Task Order. The Government response to the RFI #10 question stated to provide the Attachment_A_Prime_Binding_Rates_Excel_Sheet to meet this requirement. We believe this answer is not correct as Attachment A does not contain all of the pricing items listed above. Please clarify this requirement.

GOVERNMENT RESPONSE: The Government does not have a standard format for the sample task order price breakdown to provide Offerors.

12. Attachment C - Evaluation of Offers, paragraph 8.1 'Submission Requirements' states in part: "The Past Performance factor requires Offerors to provide both narrative descriptions of prior projects and their associated performance reports/questionnaires.". However, in sub-paragraph "Past Performance Reports/Questionnaires", paragraph 1, it states: "For Federal Government projects with a Past Performance Information Retrieval System/Contractor

Performance Assessment Reporting System (CPARS) Evaluation: In the Volume I Appendix, Offerors should provide the contract number, contract place of performance, and DUNS number for each project." Question: for projects with a CPARS evaluation is the Offeror to provide a copy of the CPARS evaluation per 'Submission Requirements' AND the information required in Volume I Appendix per "Past Performance Reports/Questionnaires"?

GOVERNMENT RESPONSE: Offerors are to provide narrative descriptions of projects and the required past performance questionnaires.

13. Please confirm if taxes should be included?

GOVERNMENT RESPONSE: It is the offeror's responsibility to determine what taxes apply.

Any applicable taxes should be included in the price proposal.

14. Per AMD-001 please confirm contractors are to carry three people for the roles of Superintendent, SSHO, & CQC Manager for the seed project?

GOVERNMENT RESPONSE: Confirmed. Offerors shall include Superintendent, SSHO, and CQC Manager for pricing of the sample task order.

15. Attachment C, section 8.1, PP Reports/Questionnaires #1 states; In Volume I Appendix, Offerors should provide the contract number, contract place of performance, and DUNS number for each project. Question: Can you confirm whether the Government requires the DUNS number, or should Offerors provide the UEI number instead?

GOVERNMENT RESPONSE: Offerors shall submit UEI number as part of the information required in the solicitation.

16. The government previously responded to an RFI re: an inclusion of an introductory page for past experience. GOVERNMENT RESPONSE: Offerors can include any pages they wish provided it remains within the 20-limit specified in the solicitation. We have a follow up for clarification: Please confirm whether the government will accept the inclusion of a past performance relevancy matrix or table, provided all content remains within the required page limitations and formatting requirement.

GOVERNMENT RESPOSNE: No. Solicitation Attachment C_Evaluation of Offers (Section L&M) states; "All project information shall be presented in narrative form. Any charts or other graphics used to show areas of similarity (e.g., checklists) will not be reviewed by the SSEB."

17. PPQ CUI labeling - Please clarify if the PPQ forms are required to be marked with a CUI designation or if standard labeling without CUI markings is acceptable for submission.

GOVERNMENT RESPONSE: Standard labeling without CUI designation is acceptable for proposal submission.
