SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION 00010 - SOLICITATION CONTRACT FORM
The following have been added by full text:
RFI - AMENDMENT 0002
QUESTION 1: REFERENCE: Solicitation page 25 of 78, Scope of Work, Section 3.0, Contractor Personnel Requirements, paragraph 3.1 Project Manager. Regarding the Project Manager’s qualifications, would the Government accept a Project Manager with 20 – 25 years of experience performing vertical construction and renovation projects in lieu of the specified college degree and experience requirements?
ANSWER: No, the requirements remain unchanged.
QUESTION 2: REFERENCE: On page 4 of the solicitation, Section 00100, Proposal Submission, under the “Introduction”: In the fifth paragraph following the e-mail addresses of the Contract Specialist and Contracting Officer, the last sentence reads, “Both phases of the procurement shall be submitted via the above link.”Also, on Page 77 of 78, Appendix D reads: “Contractors are to complete a Certificate of Corporate authority of the signing representative with Phase 2, Volume II of their proposal.”Although these references appear to be related to a Two- Phase proposal process, the Proposal Instructions and Evaluation Criteria do not address a second phase proposal. Please clarify.
ANSWER: This will be a one phase proposal process. Please see corrected language in Section 00100.
QUESTION 3: REFERENCE: Solicitation page 11 of 78, regarding Past Performance Questionnaires. If the offeror has previously received a PPQ from the client, but does not yet have a CPARS report for the contract, is it acceptable to provide a copy of the previously received PPQ in lieu of a CPARS report so that we do not have to ask the client to prepare another PPQ?
ANSWER: Retained PPQs are acceptable. PPQs must be in the form required in Appendix A for a completed contract or task order that they have submitted under Factor 1.
QUESTION 4: REFERENCE: Solicitation page 8, Factor 1 (Experience) states: “a. Provide project descriptions for a maximum of five (5) projects demonstrating team experience that best demonstrate the Offeror’s experience with recent and relevant projects that are similar in size, complexity and price.”Please advise as to (1 ) what size Task Orders ($ value) are anticipated to be procured under this contract, and (2) the size of projects that will be considered “relevant in size.”
ANSWER: It is anticipated that Task Orders awarded under this MATOC will typically range in size from $500,000 to $10 million. Projects considered relavent in size will range from approximately $500,000 to $10 million and show varying levels of technical complexity.
QUESTION 5: REFERENCE: Factor 1 (Experience) states, “Projects provided must be 100% completed within the past ten (10) years.” – while Factor 4 (Past Performance) states, “This section shall contain past performance information for each project submitted by the Offeror in Factor 1, Experience.” – and further states, “1) For Federal Government projects completed within the last six years…” Please clarify whether projects should be completed within the past 10 years or past 6 years.
ANSWER : 10 Years is the relevent period. Projects must be completed within the past 10 years. CPARS records will be reviewed in accordance with FAR Part 42.
QUESTION 6: Please provide the date, time and meeting location for a site visit for the Sample Project. Please also provide registration information and contact information pertaining to the site visit.
ANSWER: No site visit will be held for the Sample Project.
QUESTION 7: Proposal Submission Requirements – Item c, Page 7 of the Solicitation. The boxed in summary of the content of Volumes I and II at this location indicates Volume II is to include a Certificate of Corporate Authority, and Attachment D to the Solicitation provides a template for that certificate. Item 4.0, Content Requirement, Volume II-Price on Page 13 of the Solicitation makes no mention of providing a Certificate of Corporate Authority in Volume II. Is a Certificate of Corporate Authority required in Volume II?
ANSWER: Yes, a certificate of Corporate Authority is required.
QUESTION 8: Volume I – Technical Information, 4) Factor 4 – Past Performance, Item 1, Page 11 of the Solicitation: Is the summary information requested in Item 1 solely for the five projects Offerors are to provide Past Performance Questionnaires or for ALL Federal Government projects Offerors have performed in the last six years?
Evaluation Factors, Section 2.4, Factor 4 – Past Performance, Page 19 of the Solicitation states “The Government will only review past performance information for the five (5) projects presented in Factor 1 - Experience. Any other past performance information provided by the Offeror will not be considered.” That would seem to be inconsistent with providing summary information for ALL Federal Government projects in the last six years. Please clarify what information the District is looking for here.
ANSWER: Only past performance information for each project submitted by the Offeror in Factor 1 should be submitted. Only the Past Performance of the projects from Factor 1 will be evaluated.
QUESTION 9: Volume I – Technical Information, 4) Factor 4 – Past Performance, Item 1, Page 11 of the Solicitation: The Solicitation limits Volume I (Technical Information) to 35 pages, excluding key personnel resumes and Past Performance Questionnaires. If Offerors are to provide the information outlined above for ALL Federal Government projects performed in the last six years, the number of entries could take up nearly half of the 35-page limit. This would reduce the amount of space and adversely impact our ability to present a thorough response for other sections of Volume I. Offerors with substantial experience should not be penalized for having substantial experience performing work for the Federal Government. If the District is looking for Offerors to provide summary information for all Federal Government projects in the last six years, we respectfully request that information be excluded from the 35-page limit.
ANSWER: See Amendment 0002, RFI Question No. 8.
QUESTION 10: Evaluation Factors, Section 2.2, Factor 2 – Management Approach, Item 4, Bottom of Page 17/Top of Page 18 of the Solicitation: This section appears to indicate the District will be evaluating Offeror’s response for a “typical planned approach” to a project/TO here. However, there is no corresponding requirement earlier in the Solicitation instructions to provide the same information. There’s a requirement on page 9, Item 2) a, 4th bullet of the Solicitation to provide information specifically related to construction modifications but not the typical planned approach for a whole task order. Resolution would be greatly appreciated.
ANSWER: Factor 2- Management Approach will evaluate Offeror's ability to provide for the Contract as a whole.
2) Volume 1, Factor 2: Management Approach, Section 2.2 describes how the Offeror should format required information. C. Evaluation Approach, 2.0 Evaluation of Factors, Factor 2 - Management Approach describes how the Government will evaluate. These sections are not exclusive of each other in requirements.
QUESTION 11: Since the project along with the MATOC is a Sample Project and not a SEED project is the submission of a bid bond required. If so does the original need to be Fed’exed as mentioned in the documents?
ANSWER: Bid bonds are not required for the Sample project.
QUESTION 12: What will be the basis of price evaluation for the Sample project as it is not going to be awarded?
ANSWER: See the solicitation, Evaluation Approach Section 2.5, Factor 5: Price.
QUESTION 13: Reference: Factor 1, Experience, paragraph #2, the sentence that states: Project relevancy will be determined by those projects which demonstrate successful completion in performing the requirements identified in Section D.4.a. We cannot find a “Section D.4.a” in any of the solicitation documents. Please clarify.
ANSWER: The reference to Section D.4.a is incorrect and will be revised to state "Project relevancy will be determined by those projects which demonstrate successful completion in performing the activities identified in the IDIQ SOW and Sample Task Order Scope." The text is revised accordingly.
QUESTION 14 : Will the task order solicitations within the MATOC after this initial sample project, require the same level of bid breakdown and pricing detail as shown for this submission?
ANSWER: The Sample Task Order is meant to be representative of future Task Orders.
QUESTION 15: Can the due date for this proposal be postponed to mid June to account for the longer times necessary to communicate with suppliers and subcontractors due to the office restrictions in some locations due to
COVID 19?
ANSWER: At this time, the proposal due date remains unchanged.
QUESTION 16: Will future task orders within the MATOC be solicited within the pool of approved contractors as firm fixed price proposals?
ANSWER: Yes.
QUESTION 17: there is reference to the required bid bond. Page 62 outlines that it should be the lesser of either 20% or $3M. Can you please confirm that this should be based on the sample project (Bldg 673) proposal or something different?
ANSWER: A bid bond is not required for the Sample Task Order. However, other Task Orders awarded under the proposed MATOC likely will require bid bonds, and if so, the specific requirement for bid bonds will be defined in the solicitation documents released for each TO.

2.1 F actor 1: Experience
Offerors shall submit no more than five (5) projects as evidence of recent and relevant experience and each project must have achieved 100% completion within the last ten (10) years. Project relevancy will be determined by those projects which demonstrate successful completion in performing the requirements identified in the IDIQ SOW and Sample Task Order Scope. The roles and responsibilities of work performed by the Offeror’s team members will be considered when determining relevancy, and should be clearly marked. For purposes of evaluation, the Offeror’s team consists of the Offeror, JV partners and identified ubcontractors.
