SUMMARY OF CHANGES

SECTION 00010 - SOLICITATION CONTRACT FORM

The required response date/time has changed from 03-Jun-2020 02:00 PM to 10-Jun-2020 02:00 PM.

The following have been added by full text:

RFI - AMENDMENT 0004

QUESTION 1 Please clarify how offerors who are proposing as a joint venture organized as a LLC are to sign the corporate certificate?

ANSWER: Corporate Certificate should be signed by the Key Personnel who have been identified with the authority to legally bind the joint venture and have the authority to bind the joint venture according to the terms of the Joint Venture Agreement.

QUESTION 2 The solicitation states that a bid bond is required. The sample task order special conditions also indicates a bid bond is needed for the sample project. Please clarify. Are two bonds required? If only one bond is required, is it bonding against the contract value (e.g. 20% of $90,000,000…) or bonding against the value of the sample project?

ANSWER: A bid bond is not required for the Sample Task Order. However, other Task Orders awarded under the proposed MATOC may require bid bonds, and, if so, the specific requirement for bid bonds will be defined in the request for proposal documents released for each TO.

QUESTION 3 Please confirm that the joint venture agreement and other JV documentation are not included in the limitation of 35 pages for Volume I.

ANSWER: Joint Venture paperwork will not count against the page limit. PROPOSAL SUBMISSION REQUIREMENTS (Instructions, Conditions & Notices) is amended to reflect this.

QUESTION 4 Relevant experience is requested to be similar to work under this contract, including of a similar price. To support project selection please provide the typical range of project sizes to be assigned under this contract? (e.g. most will be between $1 Million and $7.5 Million) ANSWER: Please see Amendment 0002, Question 4.

QUESTION 5 Please clarify the requirement of Volume I, Part c for a sufficient number of subcontractors to demonstrate experience in the entire breadth of work defined in the Scope of Work. Is it the intent of the Government that offerors provide a list of potential subcontractors? That will be difficult and very lengthy given that this is an IDIQ contract with as-yet-unknown scopes of work other than the overall (and extensive) breadth of potential work. Would the Government please consider removing this requirement and require it instead to be provided with proposals for individual task orders. Offerors would then being evaluated at this phase on their approach to provide subcontractor support as already indicated.

ANSWER: At a minimum, offerors should discuss/demonstrate how they intend to augment their in-house technical teams via subcontract, or with teaming partners, to support successful completion of the relevant scope of services (as defined in the IDIQ SOW). This will likely include listing key subcontractors for work that the prime will not self-perform. Additionally, if an offeror uses the experience of a team member for Factor 1, they should be included in this discussion.

QUESTION 6 If a subcontractor list is required, please consider removing the subsequent list from the page limitation as it may severely restrict an offeror’s ability to provide adequate information in other sections.

ANSWER: As stated in question 5, no subcontractor list is required and the page limitation remains unchanged.

QUESTION 7 Will tabs/dividers (inserted for clarity of review and with no other information other than identification of section) count toward the page count of Volume 1?

ANSWER: Yes.

QUESTION 8 Will a cover sheet (not cover letter) count toward the page count of Volume 1?

ANSWER: Yes.

QUESTION 9 Volume II seems to include the Contract Administration Data – Bidding Schedule (which we understand to be document 004100) in the contract documents section rather than with the pricing inclusions. Please confirm this is correct or otherwise clarify where this document is to be submitted.

ANSWER: Attachment 3 – DOCUMENT 00 41 00 Sample Bidding Schedule should be submitted with Volume 2. Submit Document 004100 with Volume II, Contract Documents.

QUESTION 10 Page 12 of 78 states, “Binding rates shall be burdened with taxes, insurance, and home office overhead but shall not include job site overhead or profit. Offerors shall use the table in the “Binding Rates” tab of the Government-provided Excel spreadsheet (Attachment 1) to submit their binding rates.” However, in the Prime Binding Rates workbook, it appears that the Binding Rates are further marked up by the Home Office Labor Markup in the Burdened Rates sheet. Please clarify if the rates listed on the Binding Rates tab are to include the Home Office Labor Markup.

ANSWER: Attachment 1 has been revised so that the rates in the "Labor Breakdown" tab pull directly from the "Binding Rates" tab. Labor rates on the "Binding Rates" tab are to include Home Office Overhead.

QUESTION 11 If the rates on the Binding Rates sheet are not to include the Home Office Labor Markup, where are contractors to list their binding rates burdened with home office overhead for contract years 2-5 and the six-month option?

ANSWER: The binding rates are to include Home Office Overhead.

QUESTION 12 Attachment 1 (Prime Binding Rates) and Attachment 2 (Sample Task Order Rates) appear to be identical workbooks. Please confirm that offerors are to submit only one of these workbooks in their proposal or otherwise clarify the requirements.

ANSWER: Please submit only the Attachment 1 workbook and complete all tabs.

QUESTION 13 What is the final date that requests for clarification may be submitted?

ANSWER: To ensure timely award of this requirement all Requests for Information should be submitted prior to 27 May 2020.

QUESTION 14 Is there a format for the WBS to be provided as part of the price proposal?

ANSWER: Yes. A WBS list is being provided with this Amendment.

QUESTION 15 Do we submit the pricing workbook(s) in .xls or .pdf or both?

ANSWER: Submit pricing workbooks in xls. Offerors may submit Pdf format in additon to xls.
