SUMMARY OF WORK

PART 1 GENERAL

1.1 WORK COVERED BY CONTRACT DOCUMENTS

The Project is located at Fort Devens in Devens, Massachusetts. Building 637 is located at the following address: 57 Queenstown Street, Devens, MA.

The general description below is given to indicate the approximate scope of this project only. It does not limit the work required under the project drawings and specifications.

The purpose of this project is to renovate several areas and systems in the Barracks. The major scope of items are as follows:

a. Upgrade interior finishes in several areas of building.

b. Removate bathroom areas including all applicable piping and fixtures.

c. Update HVAC system for entire building with ERV and four-pipe fan coil system.

d. Upgrade building electrical system including provisions for emergency generator connection.

e. Re-caulk windows, refurbish or replace window screens that need repair or are missing, and refurbish or replace window hardware that need repair or are missing.

f. Insulate exterior walls and roof.

g. Refurbish Sleeping Quarters.

h. Replace all existing lighting with LED and add occupancy sensors in hallways.

i. Provide a fire protection system for the building and replace the existing fire alarm control panel.

j. Update first floor of building to comply with ADA requirements.

The following hazardous materials will be encountered:

a. Asbestos Containing Materials - 02 82 14 ASBESTOS HAZARD CONTROL

Building 673 was constructed in 1959. From that time to present it has been modified multiple times including the following:

a. 1973: Improvements to Electrical System

b. 1977: Roof Repair/Replacement.

c. 1982: Fire Alarm.

d. 1984: Window Replacement.

e. 2004: Exterior Metal Canopies added at Entrances.

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

In accordance with the contract clauses, the Contractor shall, within 5 days after receipt of Notice to Proceed (NTP) or as otherwise determined by the Contracting Officer, submit for approval a practicable project schedule. When changes are authorized that result in contract time extensions, the Contractor shall submit a revised project schedule for approval by the Contracting Officer.

1.3 PROJECT/SITE CONDITIONS

1.3.1 Site Security

The Contractor shall report any vandalism, suspicious activities or devices to the Contracing Officer or local police as soon as possible. The

Contracting Officer will notify the Contractor of any heightened security measures and will expect vigilant monitoring of equipment, grounds and security fencing while working. At a heightened security posture, there may be work areas that are restricted. The Contracting Officer will notify the Contractor of these restricted areas, and work may be delayed or restricted or will be performed in these areas under the direct supervision of U.S. Army Corps of Engineers personnel.

1.3.2 Contractor Access to Fort Devens Facility

To secure access to the Fort Devens Facility, the Contractor shall supply the following information for each employee requiring access: driver's license, date of birth, company they are representing, the site to be visited and/or project to be worked on, length of visit, and sponsoring agent with contact number.

Devens Security personnel will perform a backgroundcheck and if the check is successful, the Devens security desk will send USACE an e:mail confirmation stating that clearance has been approved for the employee, which will be relayed to the Contractor. The employee shall then to report to the Devens security station and will be issued a Visitor ID or Contractor ID for the length of time required. Time ranges from aweek to a maximum of one year.

In addition, visitor passes are available from the Devens Security Office.

In this process, visitors will pull up to the gate, the Devens Security Officers will run a background check, and if successful, a day pass will be issued to the visitor. The visitor will be required to leave their driver's license with the Devens Security Officer at the gate. When the visitor leaves the Devens Facility, they shall return the Visitor Pass at the Security Office and the driver's license will be returned to them.

1.4 SUPERINTENDENCE BY THE CONTRACTOR

a. At all times during the performance of the contract and until the work is completed and accepted, the Contractor shall directly superintend the work and assign and have on the worksite a competent project superintendent who is satisfactory to the Contracting Officer and has the authority to act for the Contractor.

b. The project superintendent shall maintain a physical presence at the site at all times and be responsible for all construction and related activities at the site, except as otherwise acceptable to the Contracting Officer. Their duties include, but are not limited to, scheduling the work, arranging daily security clearance, safety, and notifying the Contracting Officer in the event of problems and of completion of work for inspection.

c. The project superintendent shall be able to read, write, speak and understand the English language.

d. Failure to comply with these requirements shall be deemed as cause for a non-compensatory stoppage and suspension of work until the deficiency is remedied.

e. The project superintendent may not serve as the Site Safety and Health Officer (SSHO).

1.5 WORK SEQUENCE AND SCHEDULING

1.5.1 Hours of Operations

Normal work hours are from 7:30 a.m. through 4:00 p.m., Monday through Friday. The Contractor will not be permitted to work on Saturday, Sunday or legal holidays unless otherwise authorized by the Contracting Officer.

The exclusion of work on Saturday, Sunday and legal holidays has been considered in computing the performance time of this contract. The following legal holidays are observed:

January 1st Third Monday in January Third Monday in February Last Monday of May July 4th 1st Monday of September 2nd Monday of October 11th of November Fourth Thursday of November 25th of December

When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the preceding Friday is observed as a holiday.

Work outside regular working hours requires Contracting Officer approval.

Application shall be made in writing 7 calendar days prior to such work to allow arrangements to be made by the Government. The Work Outside Regular Hours Application shall include specific dates, hours, location, type of work to be performed, contract number and project title, and names of all individuals who will be working outside regular hours. During periods of darkness, the different parts of the work shall be lighted in a manner approved by the Contracting Officer.

1.5.2 Work Sequence

1.5.2.1 General

There are certain essential criteria relative to the preparation of a work sequence and time schedule which the Contractor will be required to implement and follow during the prosecution of the work. Minor variations in the sequence of the items of work as specified may be made by the Contractor, provided such variations do not conflict with critical elements of the schedule. Proposed minor variations shall be noted on the progress charts submittal required by CONTRACT CLAUSE, entitled "SCHEDULES FOR CONSTRUCTION CONTRACTS". Variations shall be approved by the Contracting Officer prior to implementation.

All work shall be carefully phased and scheduled in connection with existing operations to prevent any excessive interruptions with Fort Devens day-to-day operations. Identify in the construction schedule each factor which constitutes a potential interruption to operations.

1.5.2.2 Initial Project Schedule

The initial project schedule shall be in the form of a chart graphically indicating the sequence proposed to accomplish each work feature or operation. The chart shall be prepared to show the starting and completion

SECTION 01 11 00 Page 6 dates of all work features on a linear horizontal time scale beginning with date of Notice to Proceed and indicating calendar days to completion. The Contractor shall indicate on the chart the important work features or operations that are critical to the timely overall completion of the project. Key dates for such important work features and portions of work features are milestone dates and shall be so indicated on the chart. This schedule will be the medium through which the timeliness of the Contractor's construction effort is appraised. Anticipated adverse weather delay days shall be included in the schedule.

1.5.2.3 Periodic Schedule Updates

An updated schedule showing actual progress shall be submitted monthly or with each pay request. Changes to the base-line schedule shall be outlined in a narrative describing the reason for the change.

1.5.3 Organization at the Site

1.5.3.1 General

The Contractor shall employ ample personnel and sufficient equipment to accomplish the work of this contract within the prosecution period specified in Section 00 80 00 SPECIAL CONTRACT REQUIREMENTS, Subpart

"COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) FAR

52.211-10."

1.5.3.2 Rate of Progress

Should the Contractor fail to maintain a satisfactory rate of progress in accordance with the Contractor's approved project schedule, the Contracting Officer may require that additional personnel and equipment be placed on the work, to include weekend and overtime work be performed at the Contractor's expense, in order that the work be brought up to schedule and maintained.

1.6 CONTRACTOR USE OF PREMISES

Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, and space for storage of materials and equipment, and use of approaches, corridors, and stairways.

The Contractor shall be responsible for the following:

(1) Determining the trucking and hauling routes and associated restrictions to and from the work, to include the coordination for the use of such routes with local, State, and Federal authorities.

(2) Complying with all local, State, and Federal regulations and restrictions when using any facilities or hauling routes.

1.6.1 Protection and Safety

a. Protection to Contractor personnel or their equipment cannot be provided by the Government at the worksite nor along the travel routes to/from the worksite.

b. The Contractor shall protect all civilian and military personnel, the general public, and its personnel from injury.

c. The Contractor shall conduct all its work so as to prevent injury or unsafe conditions during construction.

d. Emergency Contacts: The Contractor shall provide a list of emergency contacts in the event of an emergency, to include designated personnel from each subcontractor. The list shall include the contact names, addresses, and telephone numbers. As changes occur and additional information becomes available, correct and change the information contained in previous lists.

1.6.2 Installation Regulations

In addition to Fort Devens security requirements, ensure that employees of the Contractor and all subcontractors working at Fort Devens become familiar with and obey Fort Devens safety, fire, and traffic regulations.

Keep within the limits of the work and avenues of ingress and egress. To minimize traffic congestion, delivery of large pieces of equipment and materials shall be outside of peak traffic hours (Prior to 7:00 a.m. and after 5:00 p.m.) unless otherwise approved by the Contracting Officer.

Wear hard hats at all times in areas under construction. Do not enter any restricted areas unless required to do so and until cleared for such entry. The Contractor's equipment shall be conspicuously marked for identification.

1.6.3 Storage Areas

The Contractor shall conform to Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS and confine all operations, including field office, storage of materials, and toilets and sanitary facilities, on Government property to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.

1.6.4 Government Sanitary Facilities

Government toilets and sanitary facilities will not be available on site for Contractor's use. The Contractor shall provide portable toilets and sanitary facilities for its employees and subcontractors as specified in Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS.

1.6.5 Work Limits

Work shall be restricted to the areas shown on the contract drawings in addition to storage areas assigned to this Contractor. Travel through any other parts of the building or other buildings on the installation by Contractor personnel will not be permitted unless under escort by a Government employee.

1.6.6 Contractor's Receipt of Supplies

The Contractor shall be responsible for all arrangements for the receipt of materials and supplies at the job site. Government personnel are not permitted to receive or sign for items delivered to the site. All new materials shall be transported, stored and handled according to the manufacturers’ written recommendations, or as otherwise directed by the Contracting Officer.

1.6.7 Access to Work Site

Access to the project site is currently available for construction traffic (subject to the access requirements stated elswhere in this section). The Contractor shall be responsible for providing and maintaining access necessary for his equipment and plant to and from the work site.

1.6.8 Occupancy of Building

The building will not be occupied during performance of work under this Contract.

Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.

1.6.9 Damaged Property

Work shall proceed in a manner which will minimize disturbance or risk of damage to surrounding structures, interior finishes, room furnishings, personal belongings, equipment, or infrastructure. The Contractor shall repair such items damaged by the Contractor in the course of carrying out the work at no additional cost to the Government. All repairs shall match adjacent similar existing items in all aspects. All replacements will be in kind.

1.6.10 Work By Other Contractors

During the performance period of this contract, no other work is anticipated to occur by other contractors.

1.6.11 Cleaning Up

The Contractor shall at all times, keep the premises free from accumulation of waste materials or rubbish caused by work under this contract. All parts and equipment removed for replacement become the property of the Contractor and shall be removed from the premises. At the end of each work day and upon the completion of all work, the Contractor shall leave interior and exterior property in the condition in which it was found just prior to start of work.

1.6.12 No Smoking Policy

Smoking is prohibited within and outside of all buildings on installations under the cognizance of Fort Devens except in designated smoking areas.

This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.

1.7 EXISTING UTILITIES

1.7.1 Utility Outages and Interruptions

a. Make utility outages and interruptions during hours that will cause the least impact to daily operations. Coordinate all utility outages and interruptions, and utility cutovers with the Contracting officer.

b. Where applicable, Utility Outage/Interruption Requests and Utility

Cutover Requests shall be submitted in writing at least 15 calendar days in advance of the date desired for outages, interruptions, and cutovers;

include at least one alternate date. Services shall not be interrupted or cutover until permission of the requested hours and dates is received from the Contracting Officer. The request(s) shall include the following information: Location(s) of outages and interruption(s), hours and dates of interruption(s), and which facilities, utilities and services are affected. The Contractor is cautioned that outages and/or interruptions may not be granted on the date(s) requested.

c. Interruptions shall be defined as any Contractor operation that interferes with services such as, but not limited to, building systems, heating and cooling equipment, electrical service, medical equipment, water, sanitary sewer, fire alarms, telephone service and data, interior and exterior lighting, generators, or roads.

d. Ensure that new utility lines are complete, except for the final connection or cutover, before interrupting existing utility service(s).

e. Interruption of services shall be limited to 12 hours. This time limit includes time for deactivation and reactivation.

f. The Contractor shall not be entitled to additional or overtime payment for utility outages, interruptions, and connections required to be performed outside the regular work hours.

g. The Contractor shall notify the Contracting Officer in writing at least 7 calendar days in advance of cancellation of any utility outage/interruption and utility cutovers requests.

1.7.2 Pre-Utility Outage or Pre-Connection Coordination Meeting

Once the request for a planned utility outage and interruption or connection is approved, attend a pre-outage or pre-connection coordination meeting with the Contracting Officer and a representative of Fort Devens to review the scope of work and the lock-out/tag-out procedures for worker protection. Work shall not be performed on energized electrical circuits unless proof is provided that no other means exist.

1.7.3 Utilities Not Shown

If the Contractor encounters, within the construction limits of the project, utilities not shown on the plans and not visible as to the date of this contract and such utilities will interfere with the work, the Contractor shall immediately notify the Contracting Officer in writing to enable a determination by the Contracting Officer as to the necessity for removal or relocation.

1.8 EXTENDED WARRANTIES

a. Refer to Section 00 80 00 SPECIAL CONTRACT REQUIREMENTS, subpart

WARRANTY OF CONSTRUCTION

b. Whether or not specifically mentioned or required in the individual sections of the specifications, the Contractor shall obtain and furnish written standard manufacturer’s extended warranties/guarantees, if such is offered by the manufacturer, for all materials, products, equipment, etc.

furnished and installed under the work of this contract.

c. These documents shall be transmitted with submittal requirements for approval in accordance with Section 01 78 00 CLOSEOUT SUBMITTALS. A duplicate of each shall be included under a separate section of the Operation and Maintenance Manuals.

1.9 QUALITY ASSURANCE

a. All items of work not addressed in the contract documents shall be completed in strict accordance with the manufacturers’ specifications.

b. The Government is not obligated to inspect the Contractor’s work, or to protect the Contractor from the consequences of its work. Government inspections are a general examination of the Contractor’s conduct and workmanship and are solely for the purpose of the Government.

Government-designated Quality Assurance Representatives (QARs) do not have the authority to accept work, nor is a Government inspection to be construed as conclusive.

c. Government agents including QARs and project engineers are not authorized to change the contract without the written approval of the Contracting Officer; this lack of authority extends to all situations in which the action of these agents could be construed as constituting a change.

d. The quality of workmanship is subject to audit by Government or Government-designated QARs at any time during the contract. The Contractor shall cooperate fully and provide all information necessary for this audit.

e. The Contractor shall submit all requests for changes in writing to the Contracting Officer. Do not proceed with changes without possession of written authorization of the Contracting Officer.

f. The Contractor shall not conceal any work unless the Contracting Officer has approved all items of work which are to be concealed. The Contractor shall notify the Contracting Officer of its intention to conceal work at least 24 hours in advance of concealment.

1.10 GENERAL SAFETY REQUIREMENTS

1.10.1 General

The Contractor shall take all necessary precautions in observing safety regulations in accordance with Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS, and shall assume the responsibility to guard against causing of fires and/or explosions and to protect Government property. The Contractor shall perform the work in a manner consistent with security and with fire safety regulations especially with regards to ingress and egress. Temporary closures shall not compromise life safety, security or fire safety.

1.10.2 Contractor's Project Superintendent

The Contractor's project superintendent shall take an active role in enforcing the safety requirements by participation in safety conferences, hazard analysis, tool box meetings, walk-through inspections, correction of violations, etc., and including that of any subcontractor's work.

1.11 ENVIRONMENTAL PROTECTION

To provide for control of all environmental pollution arising from construction activities, the Contractor and its subcontractors, in the performance of this contract, shall comply with Section 01 57 20 ENVIRONMENTAL PROTECTION, and all applicable federal, state, and local laws and regulations concerning environmental protection pollution control and abatement.

1.12 PRECONSTRUCTION CONFERENCE

The Contracting Officer will conduct a preconstruction conference with key Contractor personnel. The purpose of the conference is to review contract requirements and to establish a working relationship between the Contractor's Staff and the U.S. Army Corps of Engineers personnel who will be closely associated with the project. During the conference, the Contracting Officer will inform the Contractor concerning Job Safety, Quality Control, Labor Relations, and Environmental Protection. The Contractor's Superintendent, Quality Control Representative, and Site Safety and Health Officer (SSHO) shall attend this conference.

1.13 FINISH MATERIAL SAMPLES AND COLOR BOARDS

The Contactor shall submit Material Sample and Color Boards for all interior finish materials for Government approval. Boards to be 24" x 36" foam core board with materials/colors mounter and labeled for each finish noted on the Finish Schedule.

1.14 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT

Pursuant to Contract Clause "FAR 52-245-4, Government-Furnished Property (Short Form)", the Government will furnish the following materials and equipment for installation by the Contractor:

1.14.1 Delivery Schedule

Notify the Contracting Officer in writing at least 20 calendar days in advance of the date on which the materials and equipment are required. Pick

1.14.2 Delivery Location

The Contractor shall coordinate with the Contracting Officer for location of equipment.

1.15 SALVAGE MATERIAL AND EQUIPMENT

Items designated by the Contracting Officer to be salvaged shall remain the property of the Government.

The salvaged property shall be segregated, itemized, delivered, and off-loaded at the Government designated storage area located within 1 miles of the construction site.

Contractor shall maintain property control records for material or equipment designated as salvage. Contractor's system of property control may be used if approved by the Contracting Officer. Contractor shall be responsible for storage and protection of salvaged materials and equipment until disposition by the Contracting Officer.

1.16 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.

1.17 RECORD DRAWINGS PROVIDED

The structural as-built record drawings are provided for use by the Contractor for coordination purposes.

Payment items for the work of this contract for which contract job payments will be made are listed in the BIDDING SCHEDULE and described below. The job price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.

SUBMITTAL PROCEDURES

PART 1 GENERAL

1.1 SUMMARY

The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections.

Units of weights and measures used on all submittals are to be the same as those used in the contract drawings.

Each submittal is to be complete and in sufficient detail to allow ready determination of compliance with contract requirements.

Contractor's Quality Control (CQC) System Manager to check and approve all items prior to submittal and stamp, sign, and date indicating action taken. Proposed deviations from the contract requirements are to be clearly identified. Include within submittals items such as:

Contractor's, manufacturer's, or fabricator's drawings; descriptive literature including (but not limited to) catalog cuts, diagrams, operating charts or curves; test reports; test cylinders; samples; O&M manuals (including parts list); certifications; warranties; and other such required submittals.

Submittals requiring Government approval are to be scheduled and made prior to the acquisition of the material or equipment covered thereby. Pick up and dispose of samples not incorporated into the work in accordance with manufacturer's Material Safety Data Sheets (MSDS) and in compliance with existing laws and regulations.

1.2 DEFINITIONS

1.2.1 Submittal Descriptions (SD)

Submittals requirements are specified in the technical sections.

Submittals are identified by Submittal Description (SD) numbers and titles as follows:

SD-01 Preconstruction Submittals

Submittals which are required prior to start of construction (work) or the start of the next major phase of the construction on a multi-phase contract, includes schedules, tabular list of data, or tabular list including location, features, or other pertinent information regarding products, materials, equipment, or components to be used in the work.

SD-02 Shop Drawings

Drawings, diagrams and schedules specifically prepared to illustrate some portion of the work.

Diagrams and instructions from a manufacturer or fabricator for use in producing the product and as aids to the Contractor for integrating the product or system into the project.

Drawings prepared by or for the Contractor to show how multiple systems and interdisciplinary work will be coordinated.

SD-03 Product Data

Catalog cuts, illustrations, schedules, diagrams, performance charts, instructions and brochures illustrating size, physical appearance and other characteristics of materials, systems or equipment for some portion of the work.

Samples of warranty language when the contract requires extended product warranties.

SD-04 Samples

Fabricated or unfabricated physical examples of materials, equipment or workmanship that illustrate functional and aesthetic characteristics of a material or product and establish standards by which the work can be judged.

Color samples from the manufacturer's standard line (or custom color samples if specified) to be used in selecting or approving colors for the project.

Field samples and mock-ups constructed on the project site establish standards by which the ensuring work can be judged. Include assemblies or portions of assemblies that are to be incorporated into the project and those that will be removed at conclusion of the work.

SD-05 Design Data

Design calculations, mix designs, analyses or other data pertaining to

SD-06 Test Reports

Report signed by authorized official of testing laboratory that a material, product or system identical to the material, product or system to be provided has been tested in accord with specified requirements. (Testing must have been within two years of date of contract award for the project.)

Report which includes findings of a test required to be performed by the Contractor on an actual portion of the work or prototype prepared for the project before shipment to job site.

Report which includes finding of a test made at the job site or on sample taken from the job site, on portion of work during or after installation.

Investigation reports.

Daily logs and checklists.

SD-07 Certificates

Statements printed on the manufacturer's letterhead and signed by responsible officials of manufacturer of product, system or material attesting that product, system or material meets specification requirements shall be dated after award of project contract and clearly name the project.

Document required of Contractor, or of a manufacturer, supplier, installer or Subcontractor through Contractor, the purpose of which is to further qualify the orderly progression of a portion of the work by documenting procedures, acceptability of methods or personnel qualifications.

SD-08 Manufacturer's Instructions

Preprinted material describing installation of a product, system or material, including special notices and (MSDS)concerning impedances, hazards and safety precautions.

SD-09 Manufacturer's Field Reports

Documentation of the testing and verification actions taken by manufacturer's representative at the job site, in the vicinity of the job site, or on a sample taken from the job site, on a portion of the work, during or after installation, to confirm compliance with manufacturer's standards or instructions. The documentation must be signed by an authorized official of a testing laboratory or agency and must state the test results; and indicate whether the material, product, or system has passed or failed the test.

Factory test reports.

SD-10 Operation and Maintenance Data

Data that is furnished by the manufacturer, or the system provider, to the equipment operating and maintenance personnel, including

SECTION 01 33 00 Page 5 manufacturer's help and product line documentation necessary to maintain and install equipment. This data is needed by operating and maintenance personnel for the safe and efficient operation, maintenance and repair of the item.

This data is intended to be incorporated in an operations and maintenance manual or control system.

SD-11 Closeout Submittals

Documentation to record compliance with technical or administrative requirements or to establish an administrative mechanism.

Special requirements necessary to properly close out a construction contract. For example, Record Drawings and as-built drawings. Also, submittal requirements necessary to properly close out a major phase of construction on a multi-phase contract.

1.2.2 Approving Authority

Office or designated person authorized to approve submittal.

1.2.3 Work

As used in this section, on- and off-site construction required by contract documents, including labor necessary to produce submittals, except those SD-01 Pre-Construction Submittals noted above, construction, materials, products, equipment, and systems incorporated or to be incorporated in such construction.

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with this section.

1.4 SUBMITTAL CLASSIFICATION

Submittals are classified as follows:

1.4.1 Government Approved (G)

Government approval is required for extensions of design, critical materials, deviations, equipment whose compatibility with the entire system must be checked, and other items as designated by the Contracting Officer.

Within the terms of the Contract Clause entitled, "Specifications and Drawings for Construction," they are considered to be "shop drawings."

1.4.1.1 Approval Codes

a. Construction/Operations Division {"AO" (Area Office), "RO" (Resident Office), or "PO" (Project Office) Reviewer}: An "AO", "RO", or "PO" in column "f" indicates that the submittal review action is by New England

District Construction/Operations Division. Send all such submittals to the project Resident or Area Engineer, as applicable.

b. Engineering/Planning Division {"DO" (District Office) Reviewer): A "DO" on the attached submittal register, column "f" indicates that the submittal review action is by the New England District, Engineering/Planning Division, or other organization in the District Office. Send all such submittals to the project Resident or Area Engineer for distribution to the appropriate approving authority.

c. Architect-Engineer Firm {"AE" reviewer): An "AE" on the attached submittal register, column "f" indicates that the submittal review action is by the Architect-Engineer firm asscociated with the project.

d. Government acceptance is required for submittals with a "G, A" designation.

1.4.2 Information Only

Submittals not requiring Government approval will be for information only.

They are not considered to be "shop drawings" within the terms of the Contract Clause referred to above.

1.5 PREPARATION

1.5.1 Transmittal Form

Use the attached sample transmittal form (ENG Form 4025) for submitting both Government approved and information only submittals in accordance with the instructions on the reverse side of the form. These forms will be furnished to the Contractor and are included in the QCS software that the Contractor is required to use for this contract. Properly complete this form by filling out all the heading blank spaces and identifying each item submitted. Exercise special care to ensure proper listing of the specification paragraph and sheet number of the contract drawings pertinent to the data submitted for each item.

1.6 QUANTITY OF SUBMITTALS

Submit one electronic PDF copy of all submittals (except samples) and paper copies as indicated below.

1.6.1 Number of Copies of SD-02 Shop Drawings

Submit seven copies of submittals of shop drawings requiring review and approval only by QC organization and seven copies of shop drawings requiring review and approval by Contracting Officer.

1.6.2 Number of Copies of SD-03 Product Data and SD-08 Manufacturer's Instructions

Submit in compliance with quantity requirements specified for shop drawings.

1.6.3 Number of Samples SD-04 Samples

a. Submit two samples, or two sets of samples showing range of variation, of each required item. One approved sample or set of samples will be retained by approving authority and one will be returned to Contractor.

1.6.7 Number of Copies of SD-01 Preconstruction Submittals and SD-11 Closeout Submittals

Unless otherwise specified, submit three sets of administrative submittals.

1.7 INFORMATION ONLY SUBMITTALS

Normally submittals for information only will not be returned. Approval of the Contracting Officer is not required on information only submittals.

The Government reserves the right to require the Contractor to resubmit any item found not to comply with the contract. This does not relieve the Contractor from the obligation to furnish material conforming to the plans and specifications, will not prevent the Contracting Officer from requiring removal and replacement of nonconforming material incorporated in the work, and does not relieve the Contractor of the requirement to furnish samples for testing by the Government laboratory or for check testing by the Government in those instances where the technical specifications so prescribe.
