About this file
This amendment modifies a solicitation for the design-build of the Vandenberg Gate Complex at Hanscom Air Force Base. The amendment provides responses to four requests for information. The existing main entrance gate is not compliant with antiterrorism requirements and experiences traffic congestion. The project scope involves constructing a new access control facility to current standards and improve traffic flow. Offerors must supply fire alarm/mass notification panels that integrate with the base standard and communicate with a future Monaco system. Past performance questionnaires should be filled out by end users or customers. Offerors should submit projects demonstrating their own or proposed team members' work. The amendment does not change other terms and conditions of the solicitation.

The following have been added by full text:
AMENDMENT 0003 RFI
1. Are Past Performance Questionnaires required to be addressed to the end user of the project? For example, if the entity was a sub consultant on a project, can they request the evaluation from a Prime Contractor?
GOVERNMENT RESPONSE: PPQs should be filled out by the end-user/customer.
2. Part D. Proposal Submission Requirements, Item 4. Content Requirement, Factor I - Experience (on page 14 of the Solicitation PDF document) paragraph 5 states that "The description of the project should identify the design disciplines that were involved." Does this mean we should include all design disciplines involved on the project, or limit it to only the design disciplines that the preparer of the project sheet has been involved with?
GOVERNMENT RESPONSE: The intent of this requirement is for the offeror to identify all technical disciplinary activities that the Offeror, or the Offeror’s proposed team member, was responsible for during the execution of the project.
3. Can we submit a Factor 1 project from a sub consultant to the DOR? This sub consultant is serving as a
Technical Advisor to the design-build team. The Factor 1 project would show a project in which the sub consultant served in a similar capacity.
GOVERNMENT RESPONSE: The Offeror should submit projects that demonstrate work conducted by the Offeror, or Offeror’s proposed team member(s).
4. The solicitation calls for fire alarm to be provided where none exist and with the exception of five buildings with a Simplex system and another five buildings with a Monaco fire alarm system. All reporting to a central communication Monaco transmission system. Would the government accept a competitive alternate to?
1. The building fire alarm systems
2. The base communication and mass notification system
GOVERNMENT RESPONSE: Refer to Part4_Performance Technical Specifications, D401001 Fire Alarm Distribution, pg 93 of 172. "The Contractor must supply fire alarm/mass notification panels that fully integrate with the existing base standard while providing future capability to communicate with the future Monaco System."
