PART 3 – CHAPTER 2 / PROJECT OBJECTIVES

2. PROJECT OBJECTIVES

2.1 MISSION STATEMENT

The objective of this project is to replace the existing ECF with a new ECF that complies with current UFC Standards. The Vandenberg Gate must remain open for commercial vehicle and personal owned vehicle access during construction. Traffic must remain open to Massport and Old Bedford Road during construction.

2.2 ENTRY CONTROL FACILITY FUNCTION

Hanscom AFB is proposing significant security upgrades and improved traffic flow through the existing Vandenberg Gate Entry Control Facility (ECF). The existing Vandenberg Gate ECF, located on the west side of Hanscom AFB in Lincoln, Massachusetts, operates as both the commercial vehicle gate as well as the personally owned vehicle (POV) gate. The existing gate does not comply with current Anti-Terrorism Standards. A new entry control facility is necessary to improve traffic flow into Hanscom AFB and enhance the operation of the installation’s main ECF and bring the gate into compliance with current Anti-Terrorism and ECF standards.

2.3 PROJECT SPECIFIC PRIORITIES

The design of the new ECF shall be based on design documents located in Appendix C Base Bid Site Plan and Appendix E Architectural Plans and Elevations.

The Base Bid Site Plan has fulfilled requirement that traffic from the west, north, and south are all able to access the ECF in order to enter the Base. An additional requirement was to allow northbound traffic to be able to bypass the ECF in order to continue north to the MassPort air terminal or west onto Old Bedford Road. As a result of this project, the public transportation component must be functionally equivalent or superior to the existing conditions along Old Bedford Road and Hanscom Drive. The preferable way of achieving this was by constructing a roundabout intersection. The roundabout shown in the Base Bid Site Plan reflects approximate parameters and is not representative of a final design configuration. All new construction shall be contained within Federally owned property.

A preliminary traffic study has been completed by the Government (Appendix M FLEMING QUICK AND COMPREHENSIVE TRAFFIC STUDY). It shall be the responsibility of the D-B contractor to obtain any and all data necessary to support the design. The D-B Contractor shall be responsible for determining traffic estimates for the site, evaluating the impact of said estimate on the existing traffic patterns and identifying any traffic issues.

In order to provide the necessary delay required between the detection point of a threat vehicle (at ID Check) and the final denial barriers, it is necessary for traffic entering the Base from the north or west to proceed through the roundabout and south on Hanscom Drive before turning to the east and proceeding back through the ECF.

The required parameters for the ECF include provision of at least 18 parking stalls for the Visitor Control Center (VCC) privately owned vehicles. The GateHouse will have two ID check lanes with tandem processing capability of 4 ID check positions. The first lane will have two ID Check Booths (one attached to the GateHouse building and one free standing. The second lane will have two ID Check Booths which are option items (as noted on the site plan C1A). An option, as noted on the site plan C1A, is an added third lane at the GateHouse. The D-B Contractor is to utilize the existing Commercial Vehicle Inspection area in the base bid, with the exception of the existing Commercial Vehicle Inspection building, which will be demolished. The new Commercial Vehicle Inspection Facility is included in Attachment E with queuing/holding capability for 12 commercial vehicles. The requirement is for the Commercial Vehicle Inspection area to have enough queuing/holding capacity so that the waiting vehicles do not back up on Hanscom Drive. These parameters need to be verified/confirmed during design by AFCEC. The ECF corridor shall provide an appropriate roadway length, roadway geometry, and passive vehicle barrier configuration to result in at least 9 seconds of delay from the point of detection to the final denial barrier. In order to provide detection of a threat vehicle attempting to enter the Base in the outbound lanes, wrong way detection will be required in the roundabout and/or the outbound lane approaching the roundabout.

It is essential that the design of the ECF allows the unimpeded access of traffic to the MASSPORT terminal to the north, for west-bound traffic to Old Bedford Road and unimpeded access must also be provided to Hansom AFB. All traffic movements need to be accommodated by the design and during construction of the ECF.

The placement of the active vehicle barriers is desired to be placed to accommodate the retention of the existing drive into the parking lot to Building B1630 (just east of existing ECF).

The exterior façade of the VCC and the Commercial Inspection Facility building shall adhere to the requirements in the architectural design documents (Attachment E). The new VCC and Commercial Vehicle Inspection Facility buildings have an aesthetic theme that is of colonial or neo-colonial style characterized by clean, simple, forms for major building masses, and primary building materials of wood grained exterior walls, double hung windows, and sloped shingle roof. The CheckHouse / ID Check and its (2) ID Check (Option item) and Overwatch shall comply with the Architectural Compatibility Plan for Hanscom Air Force Base, Dated January 2013 provided as Attachment G in this RFP, unless otherwise indicated. A complete Hanscom Air Force Base Architectural Compatibility Checklist, included with this RFP as Attachment H, shall be submitted for review for each required design submission.

Due to occupancy levels, the VCC is considered to be an Inhabited Building as defined by the UFC and is therefore required to meet all applicable provisions of the Minimum AT Standards. According to section 1-8.9 of UFC 4- 010-01, VCCs at Entry Control Facilities will be considered to be outside of the controlled perimeter, and standoff distance or building hardening must be designed accordingly.

UFC 4-022-01 Security Engineering: Entry Control Facilities/Access Control Points, UFC 4- 022-02 Selection and Application of Vehicle Barriers, UFC 4-022-03 Security Fences and Gates: The ECF concept layout was designed in accordance with the above United Facilities Criteria and SDDC-TEA pamphlet 55-15. The Threat paths that were used in determining the layout where supplemented by the following OPMG prescribed threat paths from the Access Control Point (ACP) Army Standard:

1. Vehicle Threat Scenario #1. Threat vehicle enters the ACP in the inbound or outbound lane(s) at the maximum speed attainable at the ACP entrance and then immediately accelerates at its maximum acceleration rate through the ACP.

2. Vehicle Threat Scenario #2. Threat vehicle enters the ACP in the inbound or outbound http://www.wbdg.org/ffc/af-%20afcec/sustainable-design-development-sdd/ lane(s} at or under the posted ACP Speed Limit and then, later at some point further in the Approach Zone, accelerates at its maximum acceleration rate through the rest of the

ACP.

3. Vehicle Threat Scenario #3. Threat vehicle feigns compliance and stops in lane. The Guard detects threat behavior or criminal status through observation or electronic means and moves to ID Check to initiate denial process. Threat vehicle occupants’ attempt to force entry (tactics include potential use of direct fire weapons and acceleration through the ACP).

4. Vehicle Threat Scenario #4. Similar to Threat Scenario 3 above, except the driver of the denied vehicle drives toward the Turn-around or Search Area at the ACP Speed Limit as if complying with guard instructions, but then fails to turn and instead accelerates at its maximum acceleration rate.

During design, the D-B Contractor shall confirm that the proposed layout is capable of defeating the Four Threat Scenarios identified in UFC 4-022-01 dated July 2017.
