About this file
This document contains an amendment to a solicitation for design-build services for the Vandenberg Gate Complex project. The amendment provides responses to request for information questions from potential offerors. It clarifies that the due date and time for phase one proposals can be found in block 13A of the SF1442, and that an offeror who previously provided technical data for the project is not restricted from participating but must disclose any organizational conflicts of interest. It confirms that experience with other federal agencies satisfies the technical evaluation criteria, though experience with the Army Corps of Engineers or Department of Defense projects would be considered more relevant. No other substantive changes were made to the solicitation terms.

SUMMARY OF CHANGES
The following have been added by full text:
AMENDMENT 0001 RFI
1. It is understood that this project is a two phase Design-Build solicitation. We are having difficulty determining the Phase 1 Proposal date and time for submission. Please clarify.
GOVERNMENT RESPONSE: Please reference box 13A. of the SF1442 for due date and time of proposal.
2. Please confirm that a vendor who provided any technical data in the Part 5 Attachment is not restricted from participating as a team member for an Offeror.
GOVERNMENT RESPONSE: If an offeror or proposed Team Member currently provides, or has provided services associated with the Vandenberg Gate Complex project within the past 10 years, such offeror must provide the Government with a statement that identifies the current or past work or affiliation, when it occurred, and substance of the work sufficient to allow the Government to determine if an organizational conflict of interest exists. If the offeror has an organizational conflict of interest, it should also present its plan to avoid, minimize or mitigate the conflict: such plan would be considered part of the offeror’s proposal. If an offeror has an organizational conflict of interest that cannot be avoided, minimized or mitigated, the contract award will be withheld from the apparent successful offeror.
Offerors who have had no past affiliation with, or who have performed no work associated with the Vandenberg Gate Complex within the past 10 years must furnish a certificate from an officer of the Offeror (such as President, Vice President, Managing Member of LLC, Owner) to that effect. The statement or certification should be submitted as a separate document along with, but not included in, either volume of the offeror’s proposal. An Offeror that fails to provide either statement or certification, as applicable, may be deemed non-responsible and the proposal will be rejected. The procedure for reviewing any organizational conflict of interest will be in accordance with FAR Part 9.5 et seq.
3. On page 6 of 100 in the SF1442, under Factor 1 – Technical Experience, the second bullet paragraph contains this sentence “Demonstrates Design-Build experience related to Access Control Points (or Entry Control Points) with multiple buildings/structures for Department of Defense Military installations, designed and constructed in accordance with UFC and UFGS criteria”.
Below this bullet paragraph, there is also a note which states “NOTE: Projects completed for the U.S. Army Corps of Engineers may be considered more relevant than those completed for other U.S. Federal Government agencies or private entities.”.
Based on this information, an Offeror may demonstrate the required Access Control Point experience designing and/or installing Active and Passive Vehicle Barriers with other U.S. Federal Government agencies, although projects on USACE and Military DoD locations may be considered more relevant. Please confirm.
GOVERNMENT RESPONSE: Correct.
