The following have been added by full text:
RFI CLOSE DATE
All Requests for Information should be submitted to the Government by 07:00 AM Eastern Standard Time on April 30, 2019.
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 02-May-2019 02:00 PM to 06-May-2019 02:00 PM.
The following have been added by full text:
RFIS AMEND 0003
76. The labor categories listed on the seed task order rate sheet are different than those required for the binding rate table. Additionally, the header on the seed task order sheets lists the New Bedford Harbor Superfund Site.
Please clarify.
RESPONSE: See response to RFI#42.
77. There are no equipment tables provided. Please confirm that section is not required for the solicitation.
RESPONSE: The Offeror should propose any equipment necessary to conduct the work associated with the Seed Task Order, on the Equipment tab which is located in the Seed Task Order Table.
78. Working backwards from the Sept. 28, 2021 final AR submittal date, Field Work would have to start in Feb.
2020, based on the 19 month POP. This does not account for the July 17, 2019 NTP noted in Section L nor does it permit time to prepare documents for review and approval. Is this the POP intended? Please clarify.
RESPONSE: For the purpose of consistency across proposals, the Offerors should assume an estimated Seed Task Order award date of 1 November, 2019, and a POP of 23 months for the base contract. The Seed Task Order Performance Work Statement has been modified accordingly and will be uploaded to FBO.gov.
79. Section L, Factor 2 states that “the offer shall assume a task order issue date of 17 July 2019.” The seed task order PWS Section 5.0 states that the period of performance is 19 months and that sampling will be performed in 2020. Further, the seed task order, Section 6.9, shows that the Final Report is submitted on September 28, 2021.
These three dates do not correlate with a 19 month POP. The duration between the dates is just over 26 months.
80. The labor tab for the Seed Task Order Rate table shows six Government Job Titles. These titles do not match the titles required for binding rates. Please confirm if these were provided as examples or if they must be used for the seed task order.
RESPONSE: A revised Seed Task Order Rate Table was previously uploaded to FBO.gov.
81. The labor tab for the Seed Task Order Rate table shows an asterisk by Project Manager and Site Superintendent. Please define the asterisk.
RESPONSE: A revised Seed Task Order Rate Table has been uploaded to FBO.gov.
82. Please clarify the period of performance. The Seed Task Order PWS indicates that the period of performance will be 19 months with sampling (Task 5, Task, 6, Task 7, Task 8) performed in 2020, and annual report (Task 9) will be submitted in 2021. Addendum 001 issued March 19, 2019, question 16 requested clarification to the award date for the seed task order. The response indicated that the task order will likely be issued in late Fall 2019 or early Winter 2020, and that for the purpose of Factor 2 schedule submission, the Offeror should assume task order issue date of 17 July 2019. Please confirm that costs associated with the Fall 2019 LTM/OM&M activities presented in Tasks 5, 6, 7 and 8 should not be included with the seed task order.
83. Please provide the OM&M plan for the leachate collection system for the DCL, including frequency of O&M and preparation of DMRs.
RESPONSE: The leachate collection system is discussed in the September 2003 Remedial Action Closure Report for the Devens Consolidation Landfill prepared by Shaw Enviornmental. Relevant portions of this document have been extracted and posted to the FBO site.
84. What are the metrics to determine efficacy of the barrier wall in terms of mass flux? Are these documented somewhere?
RESPONSE: Metrics for the barrier wall have not been specified. A plan is being developed to evaluate the barrier wall and the results of the evaluation will be included in the 2020 Five Year Review.
85. QAPP pg 35 indicates there is a groundwater flow model; is this a formal, numerical model such as MODFLOW? Where can documentation for this model be found? Does this model include the barrier wall? If so, is it expected that mass flux will be calculated within this model?
RESPONSE: The most recent iteration of the SHL groundwater flow model was issued to the regulators in November 2018 as a draft and is subject to modifications. The flow model solver is MODFLOW-NWT, based on MODFLOW 2005. The barrier wall was simulated in the model using the Hydraulic Flow Barrier (HFB) boundary condition. Presently, there is no transport component to the model, as such, it would only be expected that the flux of arsenic across the barrier wall would be determined using a representative arsenic concentration and the flow across the barrier wall in order to determine the flux of arsenic from the landfill across the barrier wall discharging to red cove.
86. The barrier wall installation was documented July 2013, Final Removal Action Completion Report, Sovereign 2013a. Is this report available for review?
RESPONSE: Concurrent w ith this Amendment, SHL - Barrier Wall - RACR - Final - Vol 1 2013, SHL - Barrier Wall - RACR - Final - Vol 2 2013, SHL – Barrier Wall - RACR - Final - Vol 3 2013, and Remedial Action Closure Report Consolidation Landfill Shaw2003 will be uploaded to FBO.Gov.
87. The special permit condition discharge limit for arsenic is 75 ug/L (2017 report page 23) is this the limit that arsenic compliance is being based on or the 10 ug/L MCL?
RESPONSE: The discharge limitation for arsenic in the effluent from the groundwater treatment system under the special condition permit is 75 ug/L. This number cannot be exceeded per the permit. Please note that operation of the treatment plant work is being completed by another contractor, who also provides reporting on the treatment system. The groundwater cleanup level at the site for arsenic is 10 ug/L.
88. The contractor shall prepare a project eQAPP in the database which is fully compliant with the project QAPP, incorporating all methods, sample types, and quality control requirements for the respective project and submitted within the schedule outlined in Section 6.4”. Is the contractor creating eQAPPs from scratch or updating existing eQAPPs similar to other project planning documents in Task 3?
RESPONSE: The Contractor shall be able to update existing eQAPP.
89. With regard to Task 6.3 for AOC 50 and the current ERD injection program, please clarify when the 2019 injection will be performed and by whom as well as the timing and expectations for the 2020 injection during the period of performance.
RESPONSE: The current program consists of injections across AOC 50 in the spring and fall of 2019, and will be executed by the existing contractor. No 2019 injection activities are included in the Seed Task Order. For the seed task order, the contractor will need to review the 2019 injection data and develop their plan for the 2020 injection program. As per our response to RFI #37 (Amendment 0002), the contractor should plan for at least one injection event.
90. Is the current consultant/contract holder performing a July 2019 injection at AOC 50 or should this be considered part of the seed task?
RESPONSE: The current contractor will be responsible for performing all 2019 injection activities. The offeror should not include any 2019 injection activities as part of their proposal. See government response to RFI#37, Amendment 0002, for additional information related to annual injections.
91. Is there a well rehabilitation or well maintenance plan for the injection wells at AOC 50? When were those wells last redeveloped or rehabilitated?
RESPONSE: Please refer to the 2017 long-term monitoring and maintenance plan and injection plan for AOC
50. The injection plan is updated each year and as part of that evaluation the decision may be made that the wells be rehabilitated or redeveloped to improve remedy performance. The last well redevelopment included injection wells IW17D and IW18D in 2017.
92. Was the DCL maintenance recommended in the 2017 Annual Report Long-Term Monitoring - Main Post completed in 2018?
RESPONSE: The majority of the maintenance is complete. Its difficult to specify what O&M will be needed in 2020 as we are just starting the 2019 work. O&M may include but is not limited to fence repairs, tree removal, replacement of locks, removing vegetation not taken care of by mowing, placing screens on gas vent, rehabilitating wells, replacing damaged well caps and electrical wiring on discharge system (DCL leachate collection system).
93. Was the SHL maintenance recommended in the 2017 Annual Operations, Maintenance, and Monitoring Report completed in 2018?
RESPONSE: Yes.
94. Was any maintenance recommended in the 2018 Annual Reports for the Sudbury Annex landfill, SHL, or DCL that will be completed under the seed task order? If so, what activities have been recommended?
RESPONSE: The majority of the maintenance is complete. It is difficult to specify what O&M will be needed in 2020 as we are just starting the 2019 work. O&M may include but is not limited to fence repairs, tree removal, replacement of locks, removing vegetation not taken care of by mowing, placing screens on gas vent, rehabilitating wells, replacing damaged well caps and electrical wiring on discharge system (DCL leachate collection system).
95. We respectfully request CENAE to provide the minutes for the 2017 and 2018 RAB and BCT meetings.
RESPONSE: BCT Meeting minutes will not be provided. RAB presentation and meeting minutes are posted on the website (https://ftdevens.org)
96. Binding Rates. Please clarify if a Key Person is employed by a Team Subcontractor that a separate Binding Rate workbook (to include the markups and Years 1 through 5) from the Prime Contractor shall be submitted for the Team Subcontractor for the specific Key Personnel that they are providing.
RESPONSE: Binding rates shall be provided for all key personnel, including those provided by subcontractors, on one single workbook.
97. Section 4: Binding Rates. Please confirm that Team Subcontractors may provide their proprietary cost information needed for labor rate development for the binding rate table on a CD in a separate sealed package.
RESPONSE: All submitals to the Government must be in a single package. The Government will not accept submitals directly from Subcontractors.
98. If we include a proposal cover for Volume I, can it be excluded from the 50 page limit?
RESPONSE: No.
99. The response to question number 9. of Amendment 2 states "Please see Amended Solicitation for requested RFI submittal and Proposal due date". I can't seem to locate an amended solicitation on FBO. Can you please provide the amended solicitation and/or the due date for any additional questions?
RESPONSE: RFI Question #9 was answered in Section A of Amendment W912WJ19R0003-0001, and included in W912WJ19R0003-0002 due to a modification to Question #16. The Amended Solicitation Question #9 referred to was W912WJ19R0003-0001. W912WJ19R0003-0001 has been uploaded to FBO.GOV as an attachment.
Proposals are due by 06-May-2019 at 02:00 PM EST. All Requests for Information should be submitted by 30- April-2019 at 07:00 AM EST.
100. In response to the RFI statement (From Amendment 0002) that Offerors should assume a Fall 2019 or Spring 2020 Seed Task Order Award, question 44 wasn’t fully answered to state whether Spring 2021 LTM or sampling activities be included in the scope and costs since these activities will fall within a 19 month contract period. Additionally, it is noted with a fall 2019 start date, that the FFA dates for reviewing reports after the Fall 2020 sampling event cannot be met within 19 months POP. Should we assume a longer contract period to meet the FFA requirements?
RESPONSE: For the purpose of consistency across proposals, the Offerors should assume an estimated Seed Task Order award date of 1 November, 2019, and a POP of 23 months for the base contract. The Seed Task Order Performance Work Statement has been modified accordingly and will be uploaded to FBO.gov.

Factor 4 - Price Submission Requirements
The Offeror shall propose binding rates for labor for the overall IDIQ. The Offeror shall also propose binding rates for labor and equipment costs for the seed task order. The Offeror shall provide a table of contents and shall number all pages consecutively. The CD/DVD for Volume II shall be separate from the CD for Volume I. The price proposal shall be broken down into sections as defined below.
a. The name(s) and title(s) of the person(s) authorized to negotiate and sign a contract.
Also, provide a Certificate of Corporate Authority or other applicable documentation of authorized signature(s) for each authorized individual.
b. Section 1: The Offer (the SF1442) duly executed with an original signature by an official authorized to bind the company.
c. Section 2: Acknowledgement of all amendments to the solicitation in accordance with the instructions on the Standard Form 30 (amendment form).
d. Section 3: The completed Section K of the solicitation (i.e., Representations, Certifications, and Other Statements of Offerors). Certification of cost or pricing data in compliance with FAR 52.215-20 will be required for task orders above the Truth in Negotiating Act threshold negotiated under the subsequent contract, but is not required in response to the solicitation. All cost and pricing data supplied by offerors will represent data other than certified cost or pricing data as defined by FAR 2.101.
e. Section 4: Binding Rates – The Offeror shall complete the binding rate table provided as an attachment to the solicitation. The Offeror’s binding rates for labor shall be submitted for all five years of the contract from the award date with the applied escalation rate broken out on a separate line. All equipment proposed in the Seed Task Order will become binding whether owned by the Prime/JV Partner, subcontractor or rented. The Offeror shall include all the equipment escalation rates as a separate line. The Contractor shall provide the basis for all escalation rates. The Contractor shall provide G&A separately for the home office and field office.
The Offeror shall provide rates for labor for all work described in the Factor 2: Seed Task Order Technical Approach. The Offeror should ensure the rates used match the rates provided in the Binding Rate Table for each labor categories/job title.
Binding Rate Table takes precedence over rates in the Seed Task Order Table. The Offeror shall utilize the labor categories/job titles provided in the Binding Rate Table attached to the solicitation. If additional labor categories are required based on the Offeror’s proposed technical approach, the Offeror should fully explain the reason for the substitution or addition of labor categories within Factor 2 Seed Task Order Technical Approach. This applies to all labor categories/job titles required for the Seed Task Order technical approach in Factor 2 regardless of whether the labor is provided by the Prime/JV Partner or subcontractor. Binding rates for labor categories associated with tasks that are typically competed among a pool of subcontractors such as drillers and laboratory services will not be considered binding.
If additional tasks are added during future task orders that require additional rates that were not included in Awardee’s binding rates, such rates will be proposed and evaluated on a task order basis.
f. Section 5: Seed Task Order Price – The Offeror shall prepare a price proposal to accomplish the tasks in the Seed Task Order and in accordance with their Seed Task Order Technical Approach in Factor 2. Technical approach information provided under Factor 2 will not be reviewed by the Government. Other Direct Costs (ODCs) (including materials and supplies), travel, and disposal costs are not binding to future task orders but are binding for the Seed Task Order. The Offeror is encouraged to provide its best offer for these items.
Labor and Equipment - The Seed Task Order should be consistent with rates utilized by the Offeror in the Binding Rates and the Seed Task Order technical approach in Factor 2. In the event of inconsistencies, binding rate tables will take precedent over the seed task order pricing tables.
The Offeror shall complete the binding rate spreadsheet for the Prime/JV Partner and each subcontractor associated with the proposed in Factor 2: Seed Task Order Technical Approach of the Offeror’s proposal. All subcontractor prices shall be included in the Seed Task Order proposal regardless of the overall percentage of the work being performed by the subcontractor.
ODCs - All ODC’s including materials and supplies required for the successful implementation of the Offeror’s proposed technical approach for the Seed Task
