TASK ORDER AWARD DATE

Amendment 0001 to Solicitation W912WJ19R0003 incorectly advised offerors to assume a July 2019 Seed Task Order Award Date. Offerors should assume a Fall 2019 or Spring 2020 Seed Task Order Award. The Government response to Amendment 0001, Question 16 has been corrected in this Amendment.

The following have been added by full text:

REQUESTS FOR INFORMATION 0002

32. Is there a source for non-potable water? Is there a water source at AOC50 for use during drilling and injections? Do the other Sites have water sources for decon and/or any O&M activities that may require it?

RESPONSE: The water source is at Shepley’s Hill Landfill.

33. Will a location be provided for secure equipment storage, dumpster/roll-off container, IDW storage? Where will the location be and is there space available at more than one of the Sites?

RESPONSE: There is not a fully secure area to store equipment. Typically, IDW, if necessary, is stored at Shepley’s Hill Landfill. Please see response to RFI #10, Amendment 0001, for additional information related to groundwater IDW.

34. Please provide the acreage of each landfill to be mowed as part of the Seed Task Order.

RESPONSE: Mowing occurs at the Devens Consolidated Landfill and Sudbury Training Annex. Sudbury Training Annex is approximately 10 acres. The DCL is approximately 13 Acres.

35. What database platform or software is currently being used for uploading EDDs from lab and validating the ADR detailed reports?

RESPONSE: EDDs are uploaded from the laboratories using a secure Internet enabled portal; no installed software is required. All tools are available through the project portal. The back-end database is Microsoft SQL Server, but users do not access this database directly.

36. Is the web-based database developed by the separate contractor the same as the analytical database to be used for uploading EDDs and validating ADR detailed reports? What field forms are compatible with upload into the web-based database?

RESPONSE: Field forms can be uploaded as Adobe PDF and the associated data is loaded to the database using web interfaces and/or csv files.

37. The RFP references annual injections at AOC 50, but the seed task scope of work is not clear on if this is required within the 19 month POP. Should annual injections be included in the seed task scope and costs? Please provide the date and details of the last injection.

RESPONSE: Contractor should plan on one injection event as part of the Seed Task Order.

38. Under Task 5.3, table – Can you please provide the acreage for DCL mowing?

RESPONSE: Please see the response to RFI #34.

39. Under Task 5.4 - Can you please provide the size of the area for the metal detector sweep at Former Grant, Oak and Maple Housing Areas?

RESPONSE: Please see attached Figure 7-1 of the 2017 Main Post Annual Report for the area.

40. Section M, D. Factors, Factor 1: Experience: “Projects submitted must have been completed within the last seven (7) years.” Under an IDIQ LTM contract, with task orders with multiple option years, what is considered “complete”? Would completion of any one year be a completed project? E.g. for example, if the base year and option years 1 and 2 are complete, but option years 3 and 4 are not yet complete and/or awarded, then would a PD consisting of the completed years (base year and option years 1‐2) be considered an acceptable “completed” project?

RESPONSE: The Government will only accept projects that have been completed by the definition of FAR Subsection 4.804-4: a contract is considered to be physically completed when the contractor has completed the required deliveries and the Government has inspected and accepted the supplies; the contractor has performed all services and the Government has accepted these services; and all option provisions, if any, have expired; or the Government has given the contractor a notice of complete contract termination.

41. Factor 1 – Experience Submission Requirements: In previous USACE Environmental solicitations, USACE has deemed contracts to be "completed" when they are 75%+ completed. Can we assume USACE New England will use such a precedent that results in the best overall value to the government and taxpayer? Please confirm your understanding.

RESPONSE: No, contractors should not make that assumption. Please see the response to RFI #40.

42.These are the Labor Categories that are listed on the pricing worksheet for the seed task order: Program Manager, Project Manager, Site Superintendent, Site Safety & Health Officer, Contractor Quality Control System Manager, Project Chemist. However, the solicitation lists the key personnel are PM, FOL, Chemist, Hydrogeologist, Human Health/Ecological Risk Assessor, Environmental/Civil/Process Engineer, and LSP. Many of these are not listed in the pricing table. Shall we include the key personnel and additional labor categories that are needed for the pricing tables?

RESPONSE: The Binding Rate Table should reflect the Key Personnel as identified in the Base Performance Work Statement and a revised version has been uploaded to FBO.Gov. Any labor categories listed on the previous Seed Task Order Rates Table were for illustrative purposes, a revised Seed Task Order Rates table has additionally been posted to FBO.gov. A field is provided in the table for the Offeror to provide alternate labor categories (contractor job titles) for the Seed Task Order.

43. The formula for combined mark up in the binding rates table is additive; please confirm that the formula can be updated to correctly match how our accounting system calculates OH.

RESPONSE: Yes. The Offerors should update the spreadsheet (as appropriate) to accurately present their proposed prices.

44.If the seed task order is issued late Fall 2019 or early Winter 2020 (assuming this could be any time between December 2019 and February 2020), should spring 2021 LTM activities be included in the scope and costs, in addition to spring 2020 activities? Spring 2021 activities would fall within a 19 month contract period.

RESPONSE: Response to RFI#16 is not valid. The offeror should anticipate the Seed Task Order will be awarded in Fall 2019 or early 2020

45.It appears that the labor cost sheets do not have rows that will show/depict the estimated costs values (only has labor hours). If New England District agrees, will the costs sheets be updated or should responders add the appropriate columns?

RESPONSE: The Offerors should update the spreadsheet (as appropriate) to accurately present their proposed price.

46.Under Task 5.3 – O&M Activities - For AOC 57, 69W, 43G and AOC 32/43A, the description of O&M work says “Routine” which includes fixing well caps, fixing bumpers, well redevelopment, replace locks and maintaining signage. The scope is not clearly defined and there are no quantities listed. Can you please define the scope and provide quantities for the well redevelopment and fixing bumpers tasks at a minimum as these are higher cost items?

RESPONSE: Please refer to the 2017 Annual Report for Main Post Sites, AOC 50, and Shepley’s Hill Landfill provided in the document list to see what typical repairs were made in 2017. See government response to RFI #11 for additional information on assumptions.

47.Can the Gantt chart for the Seed Task order be excluded from the page count, and can it be placed on 11x17 so it's easier for the government to review?

RESPONSE: The Gantt chart is not excluded. 11X17 PDF pages are acceptable for tables/graphic representations; however, each 11X17 page counts as two pages.

48.Factor 4 – Price Submission Requirements. Section 4: Binding Rates. The solicitation indicates “All equipment proposed in the Seed Task Order will become binding whether owned by the Prime/JV Partner, subcontractor, or rented”. Does equipment included in the Seed Task Order need to be included on the Binding Rate Table or just in the Seed Task Order Pricing?

RESPONSE: No. Equipment, labor, etc. proposed for the Seed Task Order will be established as binding rates for the execution of the Seed Task Order, only.

49.Factor 4 – Price Submission Requirements. Section 4: Binding Rates. The solicitation indicates that the Offeror shall include all the equipment escalation rates as a separate line. Please clarify if the escalation rates should be included at the bottom of the first sheet in the Binding Rate Table workbook?

RESPONSE: Key Personnel labor rates shall be binding across the execution of the IDIQ; however, proposed equipment rates are only binding for execution of the Seed Task Order. The Offeror can include escalation rates on equipment proposed for the Seed Task Order, however, they will only be considered binding for the Seed Task Order.

50.Section L (e) and (f) – Please confirm that each subcontractor will complete a separate binding rate table which reflects their indirect rates for the contract and the seed task.

RESPONSE: The submitted binding rate table should reflect the Prime Contractors proposed price to the Government.

51.What is the relationship between Governing bodies? (i.e. who has to be satisfied to close out a site?)

RESPONSE: The site is being conducted under CERCLA. However, MA DEP is considered a project stakeholder and their concurrence is sought and their technical comments are responded to.

52.Seed Task Order, Performance Work Statement: Pg. 21 of 37; Task 8.3 –Landfill Mowing, Inspection, and Maintenance Activities: What is the vegetation type that is currently growing on the landfill cap? “The Contractor shall also be responsible to monitoring and maintaining soil gas vents; maintaining fencing; redeveloping wells if needed, replacing locks and damaged well caps as needed, and implementing recommendations from inspection of the landfill.” Regarding this statement; what is the anticipated frequency for wells requiring redevelopment and/or repairs due to damage? What is the anticipated frequency that soil gas vents and fencing require repairs?

RESPONSE: Please refer to the 2017 Annual Report for Main Post Sites, AOC 50, and Shepley’s Hill Landfill provided in the document list to see what typical repairs were made in 2017. See government response to RFI #11 for additional information on assumptions.

53.Seed Task Order, Performance Work Statement: Tasks 5.1, 6.1, and 7.1 – Groundwater Sampling at various Sites - Do the monitoring wells to be sampled contain dedicated pumps? Are all wells/sampling points accessible with any vehicle? Are 4-wheel drive vehicles required to reach some portion of the wells?

RESPONSE: Some monitoring wells have dedicated tubing while others do not. The Offeror should refer to the 2017 Annual Reports and Long-Term Monitoring and Maintenance Plans for the Main Post, Shepley’s Hill Landfill and AOC 50 sites” for additional information. No monitoring wells/sampling points are further than 0.25 mile from an area suitable for a field vehicle.

54.Does the specialized experience need to come from the prime contractor (or each JV partner) only i.e can we show subcontractor's or other team member's experience?

RESPONSE: As stated in the solicitation, a total of 3 to 5 projects are requested from the Team (Prime, JV, subs or other team members), with at least one project to be submitted by the Prime or JV.

55.Are PPQs (Past Performance Questionnaires) required?

RESPONSE: PPQs are not required.

56.Sec. L, Factor1, page 47 "Team" is construed to be prime contractor (or JV) and other subs. 3to 5 past performance requirements from the Team with at least one project to be submitted by prime (or each JV partner unless they have a common project). However, in sec. M page 57, "Team" is defined as prime contractor and JV partner's personnel only‐not to include subs or other team members. Past Performance to be submitted only by the Prime (or JV) and NOT include subs or other team members?

RESPONSE: As stated in the solicitation, a total of 3 to 5 projects (past performance) are requested from the Team (Prime, JV, subs or other team members), with at least one project to be submitted by the Prime or JV.

57.Is a link available to download the KGS reports?

RESPONSE: Supporting documents have been uploaded to FBO.Gov.

58.Is KGS allowed to bid on this project?

RESPONSE: This solicitation is open to all applicable bidders. Offerors with potential conflicts of interest shall address and mitigate those prior to award.

59.Is a bidders list available?

RESPONSE: A list of Site Visit attendees has been uploaded to FBO.Gov.

60.Is the site being run under the MCP with requirements for LSP oversight?

RESPONSE: The work at this site is being performed under CERCLA. However, an LSP is needed for consultation as needed.

61.Please provide clarification on the quantities of hard copy deliverables. The PWS outlines specific quantities of electronic and hard copy deliverables for each stakeholder, but the paragraph following the summary table states that contractors should assume up to 10 hard copies of each final version will be required. Is this in addition to the quantities presented in the table?

RESPONSE: The number of stakeholders may vary. Contractors are asked to assume up to 10 hard copies of each final version. The 10 hard copies assumption is meant to include those Project Stakeholders mentioned specifically in the table contained in 9.6.

62.Please provide the four documents to be updated as outlined in Task 3.2:

a. LTMMP for AOC 50

b. LTMMP for SHL

c. LTMMP for Former Fort Devens and Sudbury Training Annex

d. Base-wide QAPP

RESPONSE: Supporting documents have been uploaded to FBO.Gov with Amendment 0001.

63.Are there additional monitoring wells that need to be gauged prior to semi-annual sampling, other than the quantities outlined in the PWS? For example, Task 6.1 states 18 wells will be sampled in the spring and 45 in the fall, are these the only wells that need to be gauged as part of the synoptic water level measurements?

RESPONSE: Please see the long-term monitoring plans (LTMMP) for SHL, AOC 50, Main Post Sites and the Former Sudbury Training Annex, to determine the number of wells that will be gauged. In some cases, there are more wells that need to be gauged than sampled.

64.Please provide an exact list of monitoring wells to be sampled. Are there monitoring wells that are sampled during both the spring and fall events?

RESPONSE: Please see annual reports.

65.Please provide specific EPA analytical methods to be used for sample analysis.

RESPONSE: Please see annual reports.

66.Please provide a copy of the injection program plan outlined in Task 6.3.

RESPONSE: A copy of the most recent injection plan was posted on FBO.

67.Please provide approximate sizes for areas to be mowed, as referenced at AOC 5, Sudbury Training Annex, DCL, Former Grant, Oak and Maple Housing Areas

RESPONSE: Please see response to RFI #34.

68.Please confirm the data validation requirement is within 10 business days of the EDD upload, or 10 calendar days.

RESPONSE: Yes, the data validation requirement is within 10 business days of the EDD upload.

69.The seed task excel pricing spreadsheet specifies "hours" or "quantities", but then links in dollars to the summary tab. Is it acceptable to alter the spreadsheet to match the requested information?

RESPONSE: Yes.

70.Please provide well construction information summary is possible. This will be used to determine pump inlet depths.

RESPONSE: Information regarding well construction can be found in annual reports or the LTMMP reports and varies.

71.Are there currently monitoring wells that contain dedicated pumps, and if so, will the dedicated pumps be available for contractor use?

RESPONSE: Please refer to government response to RFI #53.

72.Please provide as-built, or current O&M plan for DCL Leachate Drainage System

RESPONSE: Please refer to the annual report and long-term monitoring plans for the Main Post Sites.

73.At the Site Visit on March 8th, it was indicated that current project documents would be uploaded to the FBO website for review. Please provide an update regarding when this will occur.

RESPONSE: Supporting Documents have been uploaded to FBO.Gov

74.Regarding the ERD injections at AOC 50, can additional information for the anticipated 2019 injection program and specifications for the substrate be provided? In addition, what are the anticipated frequency (annual, semi-annual, quarterly, etc.) of injections and volume of substrate required? For the direct injections, to what depth will the substrate be injected? Will slow, high pressure injections be required?

RESPONSE: Please refer to the 2017 AOC 50 Annual Report for additional information. The 2017 injection plan summary is posted to FBO. It is up to the Contractor to develop a plan based on the results of previous year.

75.For Section L, Factor 3, Key Personnel, Human Health and Ecological Risk Assessor, can separate resumes (and rates) be provided for a Human Health Risk Assessor and an Ecological Risk Assessor?

RESPONSE: Please refer to government response to RFI #13, Addendum 0001.

The following have been modified:

REQUESTS FOR INFORMATION – Amendment 0001

1. QUESTION: The RFP states that projects must be completed with 7 years. Is there a specific % complete required for projects? To obtain recent quals when POPs can be 5-10 years we request ongoing projects be allowable.

RESPONSE: The Requirements are unchanged

2. QUESTION: Do resumes count to the 50 page limit?

RESPONSE: Yes

3. QUESTION: I heard from the site visit that some Devens background documents will be uploaded to the website – I was a little unclear where those would be. Will that be announced on FBO when available?

RESPONSE: Supporting Documents will be uploaded to FBO.Gov concurrent to the posting of this Ammendment.

4. QUESTION: Does the project schedule within Factor 2 count to the 50 page limit?

RESPONSE: The project schedule will count as part of the 50 page limit for Volume I.

5. QUESTION: Please clarify what price analysis techniques will be used on the binding rates schedule to determine reasonableness?

RESPONSE: As stated in the solicitation package, the Government intends to use price analysis techniques to determine the reasonableness of the prices for the seed task order and to determine the reasonableness of each Offeror’s proposed binding rate schedule. Offeror’s Seed Task Order proposal and labor rate schedule will be evaluated for unbalanced pricing. Unbalanced pricing is defined as a case where, despite an acceptable total evaluated price, the price of one or more line Items is significantly over or understated as indicated by the application of cost or price analysis techniques. Unbalanced offers may be rejected.

6. QUESTION: Please provide the administrative record documents and specifically the documents referenced in the Seed Task order scope of work section 10.

RESPONSE: Supporting Documents will be uploaded to FBO.Gov concurrent to the posting of this Ammendment.

7. QUESTION: We request a 2 week extension post receipt of all referenced documents and receipt of final Q&A.

RESPONSE: The Government has extended the due date. The new submission deadline is 05:00 PM, Eastern Standard Time on April 18, 2019.

8. QUESTION: Please clarify if the SSHO can be dual hatted for non-construction related activities?

12. QUESTION: There are 29 documents listed in the PWS which describe requirements and methodologies not described in detail in the PWS, will the Government kindly make these documents available?

RESPONSE: Supporting Documents will be uploaded to FBO.Gov concurrent to the posting of this Ammendment.

13. QUESTION: RFP Section L - Instructions, Conditions and Notices to Bidders - Factor 3 – Organizational Approach and Key Personnel Submission Requirements – Required Key Personnel; Pg.

The position for “Human Health and Ecological Risk Assessor” is listed under one bullet format, please confirm whether this is one position or two positions and therefore requires one or two key personnel resumes?

RESPONSE: The Government intended this position be awarded to a single staff member.

14. QUESTION: Section C, Performance Work Statement, Section 7.1 states that contractors are required to perform their own utility checks. Please confirm if the government requires private utility locating in addition to standard “call before you dig” notification for all subsurface activities such as drilling and excavation.

RESPONSE: The Contractor will be required to obtain private utility locating services in addition to the standard “call before you dig” notification for all subsurface activities such as drilling and excavation.

15. QUESTION: Section L. Please consider eliminating the TOC from the page count.

RESPONSE: The Table of Contents will remain as part of the page count.

16. QUESTION: Section L, Factor 2 – Seed Task Order Technical Approach Submission

Requirements. Please clarify the assumed task order issue date for the seed task order. Section L indicates 17 July 2019 and the Seed Task Order PWS indicates late Fall 2019 or early Winter 2019.

RESPONSE: While Section 5.0 of the Seed Task Order Performance Work Statement states “This seed task order will likely be issued in late Fall 2019 or early Winter 2020”; for the purpose of the Factor 2 schedule submission, the Offeror shall assume a task order issue date of 17 July 2019.

CORRECTED RESPONSE: The offeror should anticipate the Seed Task Order will be awarded in Fall 2019 or early 2020.

17. QUESTION: Section L, Factor 3 – Organizational Approach and Key Personnel Submission Requirements. The description of desired qualifications of the FOL includes “expertise in on-site laboratory techniques”. Is an on-site lab anticipated to be required for the contract?

RESPONSE: The Government does not anticipate that on on-site lab will be required. The Contractor may also establish an on-site testing laboratory at the project site if determined necessary by the Contractor

18. QUESTION: Section L, Factor 3 – Organizational Approach and Key Personnel Submission Requirements. Would the government consider the addition of Key Personnel beyond those listed in the solicitation? If so, will they be evaluated?

RESPONSE: No changes to the Key Personnel requirement will be made at this time. However, as stated in the Source Selection Plan “All team members performing key functions such as project management, preparation of plans, groundwater sampling, reporting, quality control, and field team and safety oversight shall have their roles and responsibilities detailed for the Seed Task Order.” Each Offeror should provide any appropriate detail in their proposal to adequately inform the Government of their proposed technical and organizational approach.

19. QUESTION: Please provide a three-week extension to the due date for the proposal to allow time for contractors to obtain the background documents to prepare a technical and cost proposal for the seed project.

RESPONSE: The Government has extended the due date. The new submission deadline is 05:00 PM, Eastern Standard Time on April 18, 2019.

20. QUESTION: Section J Binding Rate Table - Please confirm that subcontractors may provide the proprietary cost information needed for labor rate development for the binding rate table in a sealed package.

RESPONSE: Offeror’s proposals shall be submitted electronically as outlined in Section L (Submission Requirements) of the Solicitation.

21. QUESTION: Section L Submission Requirements stipulates the 50 page limit for Volume I includes all pages including the schedule and resumes. We respectfully request that CENAE consider removing the schedule, resumes, and “front matter” (i.e. table of contents, acronym list, exhibit list) from the page limitation. Alternatively, consider making the schedule and resumes attachments.

RESPONSE: The submission requirements are unchanged.

22. QUESTION: RFP Section L, Factor 1 – Experience Submission Requirements. Projects are defined as “work performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather, Offerors shall submit work performed under each task order as a project.” Our question is, if an ID/IQ type contract (D contract) was issued for work to be conducted only at a single installation, can separate task orders under this installation-specific ID/IQ be combined to represent a project under Factor 1?

RESPONSE: As stated in the solicitation, “For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather, Offerors shall submit work performed under each task order as a project.”

23. QUESTION: Section L. Given the need to provide seven key personnel resumes (up to 14 pages) and a detailed project schedule that could require up to 6 pages alone, would the government consider expanding page count for Volume I to 75 pages or excluding the resumes from the page count?

RESPONSE: The Requirements are unchanged

24. QUESTION: Section L. Factor 1 – Experience Submission Requirements. Projects provided must be completed within the past 7 years, as of the issue date of this RFP, to be considered recent. Given that many LTM/O&M contracts are long-term (5-10 year) contracts, will the government accept projects that are substantially complete (e.g., 85% of the tasks completed)?

RESPONSE: The Requirements are unchanged

25. QUESTION: Section L, Factor 3 – Organizational Approach and Key Personnel Submission

Requirements. Due to the periodic nature of the on-site work associated with this contract, is a FOL necessary as a Key Person on this procurement? Is the FOL expected to be on-site during all field work? Is the FOL anticipated to be a full-time on-site position?

RESPONSE: A Field Operations Leader is included as a Key Personnel requirement. Each Offeror should provide appropriate detail in their proposal to adequately inform the Government of their proposed technical and organizational approach.

26. QUESTION: Section L, Factor 3 – Organizational Approach and Key Personnel Submission

Requirements. Given that the work at Devens is regulated under CERCLA, please clarify the anticipated responsibilities for a MA LSP and the rationale for including this position as a Required Key Personnel for the contract.

RESPONSE: While the work at Devens is regulated under CERCLA, a MA LSP is required to provide technical guidance since MA DEP are considered project stakeholders.

27. QUESTION: Factor 4 – Price Submission Requirements. Section 4: Binding Rates. Will the government provide a field office for contractor use? Is there a requirement for full-time, on-site staff that would warrant the need for field office rates in addition to home office rates?

RESPONSE: The Government does not anticipate that a field office will be required.

28. QUESTION: Factor 4 – Price Submission Requirements. Section 4: Binding Rates. Please clarify if binding rates are required to be provided in the Binding Rate Table for all Key Personnel identified in the solicitation and any other labor categories needed to complete the Seed Task Order.

RESPONSE: Binding labor rates are only required for Key Personnel; any other labor category deemed necessary by the Offeror is binding for the Seed Task Order only.

29. QUESTION: Factor 4 – Price Submission Requirements. Section 4: Binding Rates. The solicitation indicates that if additional labor categories are required based on the offeror’s technical approach, the offeror shall fully explain the reason for the substitution or addition of labor categories within the Factor 2 Seed Task Order Technical Approach. Since there are only a few Key Personnel, several additional labor categories will be required for the execution of the Seed Task Order. Please confirm if these additional labor categories should be added to the Binding Rate Table in addition to the Seed Task Order Pricing. Also, should the explanation for the addition of labor categories be provided in Section 4: Binding Rates or in Section 5: Seed Task Order Pricing?

RESPONSE: Additional Labor Categories required only for the execution of the Seed Task Order should be added to the Seed Task Order Rate Table. Explinations for additional labor categories specific to the Seed Task Order should be provided in Factor 2 Seed Task Order Technical Approach.

30. QUESTION: Section 5: Seed Task Order Price. Please see below statements on the Seed Task

Order Rates spreadsheets provided as an attachment to the solicitation. Can you please clarify these statements and modify the spreadsheet as required?

a) The overall Summary sheet only totals up the labor hours (no dollars), and quantities for equipment and ODCs (no dollars).

b) The labor summary sheet doesn’t allow for distinction between home office and field office rates.

c) The labor summary sheet only allows summing of labor hours not dollars.

d) The labor summary sheet includes several hidden rows with labor categories that appear to be from another solicitation.

e) The equipment, ODC, and Travel sheets only sum up the quantities not dollars.

RESPONSE: The worksheets are included to demonstrate the required format. The Offeror should ensure the solicitation worksheets function as intended (i.e. totals should be provided for labor hours as well as price summaries for all cost categories including labor, equipment, subcontracts, ODCs and travel). The Government does not anticipate the requirement for a Field Office; however, if the Offeror chooses to propose against this category, they should do so in the section provided. A revised worksheet will be uploaded to FBO.Gov concurrent to the posting of this Amendment.

31. QUESTION: Since many of the documents outlining technical requirements for this contract have not yet been made available to contractors, please consider extending the proposal due date by at least two weeks.

RESPONSE: The Government has extended the due date. The new submission deadline is 05:00 PM, Eastern Standard Time on April 18, 2019.
