NHARNG Media Services
Questions & Answers
As of
15 Feb 2022
Q1: PARA 1 It appears this section may be a remnant of another PWS as we doubt such work would take place in government spaces.
A1: Para 1 of the PWS has been amended to reflect that Government will now permit the contractor to telework or work remotely. Otherwise, services would have to be rendered at the 1059 Canal Street location.
Q2: Should 1.4.1 and its sub-para’s be removed and relabeled “Reserved”?
A2: No. This paragraph formally authorizes the contractor to telework even though this is referenced elsewhere.
Q3: Since this work will be completed by “Learned Professionals” and no LCAT in the WD applies, should this be removed from the RFP.
A3: The Government views this requirement as a service contract where Service Contract Act (SCA) applies. Whenever the SCA applies (i.e. the service is expected to exceed $2,500), and none of the exemptions in FAR 22.1003-3 are applicable, FAR 22.1007(a) requires the Contracting Officer to obtain applicable wage determination. This applies even when the work involved directly correlates to the applicable wage determination.
Q4: Should FAR 52.222-42 be removed from the provisions & clauses?
A4: No. FAR 22.1006(b) requires contracting officers to insert 52.222-42, Statement of Equivalent Rates for Federal Hires, in solicitations and contracts if the amount is expected to $2,500 and the Service
Contract Act Applies.
Q5: Does NHARNG expect new branding and/or will the new website and digital campaigns be based on a brand new creative provided by the selected vendor?
A5: No. NHARNG does not anticipate doing any new branding or rebranding as part of this contract.
Q6: Is there an existing baseline website (and content, graphics, etc.) to be adapted or used as a starting point? Or are we to create all new content from scratch?
A6: There is an existing website that can be used as a starting point. There is no need for the contractor to create all new content from scratch. NHARNG is looking for the contractor to provide website maintenance and website updates that will primarily NHARNG will provide.
Q7: What type of features should be included on the website?
A7: NHARNG would like to maintain current features. No additional features are required.
Q8: Will the website need to speak to any third party software?
A8: No, the website will not need to speak to any third party software.
Q9: Can NHARNG provide the security requirements for the hosting environment?
A9: As NHARNG already has a hosting environment that meets all existing security requirements this shall apply to any successive contract. In the event of a change to current security requirements, or if they are found to impact performance on the contract, the Government will review applicable security requirements with the successful offeror at that time.
Q10: Does the NHARNG have existing accounts for all the noted recruiting sites or are we to include the cost of those items?
A10: NHARNG already has existing profiles on the desired social media platforms.
Q11: Does NHARNG have an existing or targeted potential recruiter list?
A11: NHARNG will share this information after with the successful offeror after award.
Q12: Does NHARNG have subscriptions to digital software such as Hootsuite, Hubspot?
A12: NHARNG currently does not have these subscriptions.
Q13: Does NHARNG have existing data analytics on past marketing efforts and/or campaigns?
A13: NHARNG has this information on a limited basis. NHARNG will share this information with the successful offeror after award.
Q14: Does NHARNG have a preference on the website platform?
A14: NHARNG will maintain its existing website platform.
Q15: Does NHARNG have an internal Marketing, Digital or IT team?
A15: NHARNG has limited staff available for these tasks. The successful contractor will support this staff.
Q16: Does the government have a budget in mind for this project?
A16: The Government has an anticipated budget of $30,000 to $90,000 for planning purposes.
Interested parties are reminded that the exercise of any option will be on the recommendations in the analytical study, performance against the contract, and available funding.
Q17: Will the government provide a SF 1449 or is a letterhead submission sufficient?
A17: Letterhead is sufficient. Since this RFQ is released as a combined synopsis-solicitation, the
Government is not allowed to post the SF 1449 IAW FAR 12.603(b). Although the Government is prohibited from posting the SF1449, this does not prevent interested parties from using them to respond to this RFQ if they so choose. For offerors who wish to respond with the SF1449, they may download a copy here: https://www.gsa.gov/forms-library/solicitationcontractorder-commercial-items.
Interested parties are reminded that the Government does require them to submit the pricing sheet, attached to the RFQ, regardless of what other content they provide in their responses. Offerors have full discretion as to how they respond to the RFQ otherwise.
Q18: This appears to be Lowest Priced Technically Acceptable (LPTA), is this correct?
A18: This is not LPTA. Essentially, the Government is using a trade-off process where award will be made to offeror who submits lowest priced quote while demonstrating technical acceptability and successful past performance at the same time. The Government will use databases such as CPARS and
FAPIIS to evaluate the past performance of a potential contractor.
See FAR 52.212-2 for a complete description of the basis for award.
Q19: Can you clarify if the budget of $30K-$90K is for all of the task areas or maybe just for the analytical study task (task 5.1)?
A19: The $30 to $90K budget is for all the tasks outlined in the PWS.
