NH Army National Guard Media Services

Questions & Answers as of 11 February 2022

Q1: I do not see an SF1449 or an SF30 attached to the RFQ. Will the Government please post them?

A1: Interested parties are reminded that this requirement is posted as a combined synopsis/solicitation and written solicitation will not be issued. IAW FAR 12.603(b), the Government is actually prohibited from posting one in this situation. Although the Government is prohibited from posting the SF1449, this does not prevent interested parties from using them to respond to this RFQ if they so choose. For offerors who wish to respond with the SF1449, they may download a copy here:

https://www.gsa.gov/forms-library/solicitationcontractorder-commercial-items.

Please note that potential offerors are still required to submit the attached pricing sheet with their responses regardless of whatever material they also provide. Interested parties have full discretion as to how they respond to this RFQ otherwise.

Also note that the Government uses SF30s to amend written solicitations (using the SF1449) or modify awarded contracts. Since this RFQ is released as a combined synopsis solicitation (where the SF1449 cannot be used), the Government will not issue an SF30, but instead posted a changes document attached to the RFQ that fully outlines the amendments made to this RFQ. Interested parties need not use an SF30 in responding to this RFQ.

Q2: What is your anticipated budget?

A2: The Government has an anticipated budget of $30,000 to $90,000 for planning purposes.

Interested parties are reminded that the exercise of any options will be on the recommendations in the analytical study, performance against the contract, and available funding.

Q3: Do I need to be based in NH in order to submit a proposal?

A3: Interested parties need not be based in NH to submit a proposal.

Q4: Will the awarded vendor be doing a completed reboot or redesign of the current website?

A4: Contractors need not reboot or redesign the whole website….just adjustment of text and flow of website so it makes sense. The contractor may be required to additional webpages (subpages) to site.

Q5: Will the NH Army National Guard supply the necessary content and images for the website?

A5: Yes, NHARNG will supply all necessary content and images. NHARNG, however, is looking for KTR to provide opinions on content. Otherwise, content is available as necessary.

Q6: Would I have to host the website on my own server?

A6: No, NHARNG already has resources available to host the website.

Q7: How often do you anticipate having to update the web content?

A7: NHARNG anticipates that content will be updated on a monthly basis.

Q8: What social media platforms would the NH Army National Guard like to use other than Facebook, Twitter, and Instagram to implement social media ad campaigns?

A8: The successful offeror need not expand to other social medial platforms other than Facebook, Twitter, and Instagram, and LinkedIn. The Government, however, requests that the successful offeror not use certain platforms like TikTok.

Q9: What are the key factors or data you're looking for in the analytical study?

A9: NHARNG is looking for the KTR to identify what viewers current see about NHARNG online.

NHARNG is also intends for the KTR to evaluate the overall “professionalism” of its online content. Does branding match across the board? The KTR should review the “funnel” (do links flow properly and lead to a “join now” button). Finally we want KTR to measure or assess the leads generated by online sources. (We want the KTR to survey contact info provided online and determine if it’s valid contact info. Also for those who don’t join…why didn’t they join)?

Q10: Is there an incumbent contractor currently providing these services? If yes, please provide us with the contract details.

A10: There is no incumbent contractor

Q11: What is the contract value for this effort?

A11: Please see the response to question #2

Q12: PWS, page 1, 1.4.1 Place and Performance of Services: Performance shall be at 1059 Canal Street, Manchester, NH 03101 (Manchester Armory). Can the government clarify if the contractor is required to perform all the work from the specified location?

A12: The contractor is not required to perform all work from the 1059 Canal Street address. Paragraph

1.4.1.1 is hereby updated to clarify the Government’s position on remote work and telework. The

Government will permit the contractor to telework or perform services remotely. There is no need for the contractor to perform services onsite.

Q12: Has the New Hampshire Army National Guard identified a budget range for this requirement?

A12: Please see the response to question #2

Q13: Would the department like 1,000,000 impressions from each platform or 1,000,000 impressions total from all platforms combined?

Q13: NHARNG requested 1,000,000 on all platforms.
