SECTION 265700

EXISTING UNDERGROUND COMMUNICATIONS SYSTEM

1. GENERAL

1.1 RELATED DOCUMENTS

1.1.1 Drawings, general and technical provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specifications Sections, apply to this Section.

1.2 REFERENCE DRAWINGS

1.2.1 The following drawings are submitted for “INFORMATION ONLY” and are to be used to consider the location of existing underground communication cabling backbone, manholes, hand-holes, Flexible Geo-tiles, HDPE and corrugated wall pipe. ALL Communication cabling, manholes, hand-holes, and flexible geo-textile equipment are to remain and be left unaffected by the construction of the electrical underground primary project. Following is the listing of the drawings to be used for “Information Only” purposes:

1.2.1.1 Plan of Location of Existing COMM Underground Structures

1.2.1.2 B155 AREA OSP Drawing

1.2.1.3 B165 IZEA OSP Drawing

1.2.3.4 B169 MILCON AREA OSP Drawing

1.2.3.5 B170 AREA OSP Drawing

1.2.2 Following are the meanings of the pertinent symbols indicated on the above referenced drawings:

1.2.2.1 UC Existing Underground Communications

1.2.2.2 TC Existing Underground Telecommunications

1.2.2.3 UE Existing Underground Electric

1.2.2.4 EMH Existing Electric Manhole

1.2.2.5 MH Existing Communication Manhole

1.2.2.6 HH Existing Communication Hand-hole

1.2.3 Dig Safe: Contractor shall properly mark all areas and submit Dig Safe requests with detailed drawing for all digging/trenching/excavation areas. Contractor will verify that all areas are fully marked by all required utilities prior to excavation start.

1.2.3.1 102nd Communications Flight will be available to coordinate further detail and assessment as required for utility cross-over points, concrete encased areas, general questions, etc.

1.2.4 Any damage to the existing underground communication infrastructure shall be repaired by the contractor in accordance with the AF Base Area Network Functional Specification, March 2017 and Air National Guard Communication Architecture Baseline Elements, January 2010 and pertinent sections of UFC 3-580-01, Telecommunications Interior Infrastructure Planning and Design, Change 1, Dated June 01, 2016.

1.3 SUMMARY

1.3.1 The existing condition of the underground communication infrastructure in the work area is extensive as depicted by the “INFORMATIONAL DRAWINGS”. As referenced on the submitted SITE PLAN as part of the bid package, the contractor is to field verify existing conditions. Note No. 2 on that plan says: “All measurements, existing equipment and field conditions shall be verified in field prior to commencing all construction activities.

CONTRACTOR SHALL AVOID DISRUPTING ANY UTILITY SERVICES ON SITE

DURING CONSTRUCTION AND IT IS THE CONTRACTOR’S RESPONSIBILITY TO

FIELD VERIFY ALL UTILITY CROSSING”. Also, on drawing, “EXISTING UTILITIES PLAN”, there is a boxed-in note that says, “This plan shows what is known to be existing (utilities) conditions. It is the responsibility of the contractor to verify actual field conditions when locating underground primary voltage equipment.” This note refers to locating existing, electrical primary circuits (overhead and underground), wastewater manholes, forced waste water piping, gravity wastewater piping, catch basins, storm water manholes, drainage swales, fire hydrants, gas lines, water supply pipes, buildings, communication and electrical manholes, handholes, etc.

1.3.2 The intention of showing the “Informational Drawings” is so that the contractor can make informed decision as to potential locations for all of the electrical primary underground infrastructure and not have field conflicts at the time of construction.

1.3.3 As mentioned in Section 01-11-00 Summary of Work, Paragraph 3.3. The proposed project is to support the 102d Intelligence Wing (102IW) located at the Joint Base Cape Cod (JBCC), Massachusetts. This is a performance based work statement identifying the required outcome of this project. A performance work statement (PWS) allows the contractor the flexibility to move equipment that’s shown on the plans to not just avoid problems in the field, but to insure the safety and viability of the installed equipment.

1.3.4 When removing the utility poles referenced on the plans, remove all associated communication cabling and fiber optic cabling. When submitting the Coordination Drawings referenced in Section 260050, General Provisions Electrical, Paragraph 1.4 Coordination drawings, describe very clearly what communication cabling/fiber optic cabling will be removed and when from the various utility poles. Personnel from the 102nd Air National Guard Communication Flight (CF) organization will be part of the oversight team during construction and will be aware of the communication lines that are to be removed, however they may need additional time (at least one week) to insure there is no disruption to their existing Information Transport System (ITS).

Coordination shall account for the additional time needed for CF response.

1.4 GEOBASE ELECTRICAL/ COMMUNICATIONS DATA DOCUMENTATION

1.4.1 Contractor shall use Global Positioning Systems (GPS) and conventional surveying methods, including drone technology, to collect and report data for all of the following entities:

1.4.1.1 Existing location of the electric and communication manholes (geometric center of lid/hatch/closure mechanism) in the scope of the project.

1.4.1.2 Existing location of the electric and communication hand-holes (geometric center of lid/hatch/closure mechanism) in the scope of the project.

1.4.1.3 Existing location of electric and communication vaults (center of entry duct on exterior surface at ground level)

1.4.2 This information shall be included with the coordination drawings when submitted to the Contracting Officer’s Representative for approval and information purposes.

File details come from the government source that posted it.
