QUESTIONS AND ANSWERS PERTAINING TO SOLICITATION
W912SV-13-R-0001
Dated 1 August 2013
Q1. We applied for the certification by JCP a number of weeks ago and unfortunately, we have not yet received a response. Are CDs available for this project?
Q1 ANSWER REVISED: Contact the U.S./Canada Joint Certification Office at 1-(800)-352-3572 or via email at jcp-admin@dla.mil to check on the status of your application. REVISED: CDs are available for this project depending on the circumstances. JCP will be contacted to confirm receipt of application.
Q2. I am trying to access the export controlled packages with my assigned MPIN but it is not working.
Q2 ANSWER: According to the U.S./Canada Joint Certification Program (JCP) office, once a company is certified with the JCP office (typically 7 to 12 business days), the company should contact FedBizzOpps (FBO) to have them add their JCP number to their FBO account. Companies must ensure that they are registered and login as a Vendor in FBO. When the Vendor click’s to open an export controlled package/document they should be asked for their
MPIN. After entering the MPIN, the export controlled package/document should be viewable/downloadable by
Vendors that have gone through the JCP registration and MPIN are valid and up-to-date. If problems persist, the
Vendor may call the FBO helpdesk at 866-606-8220, select option 2 for FBO issues and ask for troubleshooting assistance. You can check if your MPIN is valid and/or up-to-date at http://www.logisticsinformationservice.dla.mil/jcp/Search.aspx by either entering your Certification Number, Partial
Company Name and State, Cage Code or Partial Organization Name.

Q8. Sheet C-112 references keynote 10 as “gravel mulch”. Please provide a detail for this item.
Q8 ANSWER: The gravel mulch consists of 2"(depth) of No 57 (3/4" dia +/-) crushed stone placed over finish grade. This material is further described under the header: Recommended Engineering Fills and their uses: Crushed
Stone shown on sheet C-501. To minimize the migration of the stone into the soil, the area graded area should be overlaid with a non-woven geotextile fabric such as TenCate Mirafi 160N or approved equal. If No 57 is not readily available or decomposed granite or other locally available material may be substituted.
Q9. Sheet C-120 provides estimate of quantities. These quantities seem to be substantially underestimated. The
UTES building pad alone will require 3,300 cyds of fill to get to subgrade. Please confirm if these quantities are to be used in any pricing.
Q9 ANSWER: The quantities shown on sheet C-120 are shown for convenience only. It is the responsibility of the
Contractor to verify all quantities and provide materials for the 100% complete and usable project. The quantities shown should not be used without verification and to the satisfaction of the contractor.
Q10. Sheet C-122 keynote 2 states “grade to match existing site conditions at perimeter of project”. The existing grades as shown do not provide enough information to carry the grading that far. Please provide existing grades at the North, Northeast, and Northwest sides of the site.
Q10 ANSWER: The original site survey limits have been shown on the documents. The site is surrounded on each side mentioned by a wide but gently sloping ditch. The survey coverage was in very close proximity to the proposed edge of pavement and/or fence line. The top of curb elevations in these areas were set near the existing elevation (0.50' +/-). This was done so that grading outside the back of curb could simply be accomplished as finish grading through the installation of topsoil within 5 feet of the back of curb and a manageable slope could be maintained.
As the northern portion of the site is proposed to be constructed of gravel paving. The northern line can be adjusted
(with the approval of the Contracting Officer) if a conflict with the existing grades develop during construction.
Q11. Please provide the limits of construction fence that will be required as specified in 015000 3.4. Will the entire site need to be enclosed where earth moving is taking place or just areas of building construction?
Q11 ANSWER: The limits of construction is delineated on Sheet C-100 and in more detail on sheets C-101 thru C-
103. The Specification "Temporary Facilities & Controls 015000 3.4 Security and Protection Facilities Installation
G) Site Enclosure Fence states:
Before construction operations begin, furnish and install site enclosure fence in a manner that will prevent people and animals from easily entering site except by entrance gates.
1) Extent of Fence: As required to enclose entire project site or portion determined sufficient to accommodate construction operations.
If the contractor prefers not to enclose the entire area as determined by the given limits of construction they may do so with the approval of the Contracting Officer (ie - just enclose the area where the construction of structures is occurring.) However, if an incident were to occur outside of the controlled perimeter were to occur the contractor would be still be responsible for injury or damages.
The contractor must provide access to the existing UTES building during construction.
