About this file
This document is a Justification and Approval (J&A) for other than full and open competition for the procurement of a Physical Access Control System (PACS) and associated equipment for the Renovate Materials Analysis Lab F/20071 project at Wright-Patterson Air Force Base in Ohio.
The U.S. Army Corps of Engineers, Louisville District plans to include brand name specifications for BridgePoint Systems, Inc. hardware and software in the design-bid-build solicitation for the construction contract, which will be awarded under a full and open competition using FY24 Research, Development, Test and Evaluation (RDT&E) funding. The government will not purchase the BridgePoint equipment directly, but will include the brand name specifications in the solicitation. The J&A justifies the use of the BridgePoint PACS as the only system compatible with the existing access control system at the facility. The estimated total cost for the PACS equipment is approximately $. A Notice of Intent to Sole Source will be posted on October 21, 2024, but to date no other sources have expressed interest. The Contracting Officer has determined that the anticipated cost will be fair and reasonable.

JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Agency: U.S. Army Corps of Engineers (USACE), Louisville District, Post Office Box 59, Louisville, Kentucky 40201-0059.
2. Description of Action: This justification and approval (J&A) is being prepared for the use of a brand name, BridgePoint Systems, Inc hardware and software for the Physical Access Control System (PACS) and associated equipment, in the firm fixed price construction contract for the Renovate Materials Analysis Lab F/20071 project at Wright-Patterson Air Force Base, Ohio. The government will not purchase the BridgePoint hardware and software and equipment directly, but rather brand name specifications will be included in the design bid build solicitation that will lead to a new firm fixed price (FFP) construction contract. The construction contract is planned to be awarded under a full and open solicitation, using FY24 Research, Development, Test and Evaluation (RDT&E) funding.
3. Description of Supplies/Services: The PACS selected for use on the Renovate Materials
Analysis Lab F/20071 at WPAFB will be manufactured by BridgePoint Systems, Inc. The salient characteristics of the software and equipment will be included in the Design Bid Build Solicitation. BridgePoint Systems, Inc. has offices and authorized sellers around the world and in the WPAFB region. The estimated total cost for the PACS equipment is approximately
4. Authority Cited: 10 United States Code (U.S.C.) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This authority is applicable to brand name justifications in accordance with FAR 6.302-1(c)(1).
5. Reason for Authority Cited: As described in FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source and no other types of supplies or services will satisfy the agency requirements, full and open competition need not be provided for.
a) Background: The Renovate Materials Analysis Lab F/20071 at WPAFB is a renovation project that will connect to an existing facility. This project will be designed to tie-in to existing building systems so that there is only one (1) physical access control system serving the entire facility.
Justification: BridgePoint Systems, Inc. is the sole manufacturer of the existing equipment being utilized by WPAFB in F/20071 for their PACS. To ensure additional secure areas, research laboratories and administrative review locations have been added that needs to be monitored and access controlled and do not require two totally independent systems. Due to the proprietary nature of the PACS, no other manufacturer’s products can connect to and function with the existing control system. If a BridgePoint Systems, Inc. is not installed, this facility will not satisfy the user’s requirement to be integrated with the current building system. And the Government will avoid the duplication of costs and considerable delays in the implementation and require user-base personnel to work with multiple vendors performing duplicate tasks.
b) Impact: If equipment other than the specified BridgePoint Systems, Inc. PACS equipment is installed in this facility it will prevent the facility from operating with one consistent access control system. Potions of the facility would have to be monitored separately from the rest of the F/2071, which would require the establishment of a separate service contract at a significant cost to the government.
c) Alternatives: None viable to achieve a fully functioning system for the reasons noted above in paragraph 5. b) and c).
6. Efforts to Obtain Competition: Technical capabilities of various manufacturers were reviewed for compatibility to the current system. None of the various manufacturers’ equipment would ensure compatibility with the existing system which currently utilizes BridgePoint Systems, Inc. access control system.
7. Actions to Increase Competition: Apart from the complete replacement of the current system in its entirety, competition will be limited. This is a finite requirement with no future needs, and therefore there are no actions to increase future competition.
8. Market Research: A technical review and evaluation was conducted of the system requirements for the Renovate Materials Analysis Lab – F/20071 project. As discussed above in paragraph 6 above, only BridgePoint Systems, Inc PACS will ensure compatibility with the existing systems.
A Notice of Intent to Sole Source will be posted on 21 October 2024. To date, no other sources have written to express interest. If prior to issuance of the solicitation, responses are received expressing interest, the justification will be amended.
9. Interested Sources: A Notice of Intent to Sole Source will be posted on 21 October 2024. To date, no other sources have written to express interest. If prior to issuance of the solicitation, responses are received expressing interest, the justification will be amended.
