About this file
This justification and approval document is for a sole source award to American Water Military Services Group for oversight and inspection of utility connections for the Joint Operations Mission and Planning Center project at Scott Air Force Base. The U.S. Army Corps of Engineers Louisville District will include the fee for American Water Military Services Group in the firm fixed price construction contract funded by Air Force MILCON funds. As the privatized utility owner, American Water Military Services Group is the only provider of water and sewer utilities at Scott Air Force Base, requiring it oversee and inspect any work connecting new facilities to its lines. Market research confirmed American Water Military Services Group's sole provider status, so no further competition was possible for these utility services.
