EXECUTIVE SUMMARY
This Executive Summary describes the purpose of this Request for Proposal (RFP) and contains the most salient and pertinent aspects of this solicitation. If conflict exists between this summary and the provisions of this solicitation, the provisions of this solicitation govern.
A-1 REQUEST FOR PROPOSAL The Department of Defense (DoD) Joint Interagency Task Force South (JIATFS) Contracting Office hereby requests submission of a proposal for the performance of Facilities Maintenance and Support Services. This effort includes base facilities maintenance support services in order to accomplish the missions and functions of the JIATFS assigned troops and tenant units. Services shall be performed in accordance with Part 5 of the Performance Work Statement (PWS) in Section C.
A-1.1 The closing date and time for receipt of proposals at JIATF Contracting Office is 28 November 2016, 12:00 p.m. Eastern Standard Time (EST).
A-1.1.1 A Mandatory site visit is scheduled on 19 October 2016 beginning at 8:30 AM (EST). There will be a one hour break for lunch and the site survey will conclude no later than 5:30 PM (EST). The survey will include all pertinent JIATFS areas and equipment covered by the contract PWS. Mandatory means that proposals from firms that did not participate in the site visit will be considered non-responsive and not evaluated.
A-1.1.2 Offerors are instructed to complete visit authorization procedures identified in Attachment 0014 JIATFS Visitor Clearance of this solicitation by close of business on 14 October 2016.
A-1.1.3 Offerors are also instructed to coordinate their attendance of this site visit with the Contracting Officer, Ms. Paula Claudio (Paula.Claudio.civ@mail.mil or 305.293.5821) and Mr. Pete Maley (Peter.W.Maley.civ@mail.mil or 305.293.5347) by close of business on 12 October 2016.
A-1.1.4 To gain entrance to NAS Truman Annex (separate from entry to JIATFS), Offerors must obtain a Commercial Gate Pass from the NAS Boca Chica Commercial Gate office located at Mile Marker (MM) 9.1on US1. Driving from Miami, the Commercial Gate office turn off is to the left on Rockland Key near where US1 goes from 2 lanes to 4 lanes. Do not go to the main Pass & ID office on Boca Chica for a commercial access pass. Failure to obtain a commercial gate pass will result in being turned away at the Navy Truman Annex gate and a 20 mile, 50 minute round-trip back up the Keys. Please refer to Attachment 0015, NAS Key West Commercial Gate Map.
A-1.2 The contract will be awarded to the lowest priced technically acceptable proposal in accordance with FAR 15.101-2 and the evaluation criteria in Section M.

H-12 LABOR STANDARDS FOR FACILITIES SUPPORT CONTRACTS INVOLVING
CONSTRUCTION. Davis-Bacon Act Wages versus Service Contract Act Wages. In those instances where a tasking requires construction trade skills (e.g., carpenter, plumber, painter, electrician, etc.) apply the following rules to determine which wage determination to use:
H-12.1 The Davis-Bacon Act does not apply to construction work which is incidental to the furnishing of Facilities
Maintenance and Support Services if the construction work is merged with non-construction work or so fragmented in terms of the locations or times of its performance that the construction work is not capable of being segregated as a separate contractual requirement. For the purposes of this contract, $3,500.00 of construction trade skills direct labor costs will serve as the delineator for creating a separate contractual requirement (contract modification) and applying Davis-Bacon wage rates.
H-12.2 Individual tasks which will require direct labor costs of $3,500.00 or more to perform shall be considered minor construction and Davis-Bacon Act wages will apply. These tasks are considered within the scope of the contract but the direct labor costs exceeding $3,500.00 are not included in the firm-fixed price of the contract.
These tasks must be negotiated and added to the contract price through a modification. The negotiated price will be discounted by the $3,500.00 (i.e., the contractor is always responsible for the first $3,500.00 of direct labor costs on any tasking).
H-12.3 Individual tasks which will require direct labor costs less than $3,500.00 to perform shall be considered maintenance and Service Contract Act wages will apply. These tasks are included in the firm-fixed price of the contract.
