JIATFS FACILITIES MAINTENANCE AND SUPPORT SERVICES

W912PX‐R‐16‐0003, REQUESTS FOR INFORMATION (RFIs)

ROUND TWO

11/30/2016

Amendment 0003

90. Does our proposal have to name all four individuals for Key Personnel to provide clearance information for them? Are resumes required?

ANSWER: Names are not required. Positions proposed and associated security clearances are required. Position Descriptions (Education, Experience, Knowledge, Skills and Abilities required for the position) are acceptable if no resume is available. If names, resumes and security clearances for actual hires are available, they are desired.

91. If the company has a current Top Secret Facility Clearance, would the Government accept one out of the four Key Personnel (technicians) with Secret Clearance? For example, the HVAC technician might just have Secret. Would that be acceptable if all others have Top Secret?

ANSWER: No.

92. Question 48 indicated that pending approval, Grounds Maintenance services will be added to this

“Solicitation.” Does that mean that the Solicitation will be revised and the due date extended?

ANSWER: The solicitation is being amended and the due date will be extended.

93. Will Grounds Maintenance be added to the contract after award through a modification or will the

Solicitation be amended?

ANSWER: See previous answer.

94. Given that the due date for the proposal is Monday, November 21, will the Government consider extending since this date falls during Thanksgiving Holiday week?

ANSWER: Monday, November 21 is the cutoff date for questions. The current due date for proposals is Monday, November 28. The proposal due date will be extended by amendment.

95. Can you please provide a copy of the sign-in sheet from the site visit?

ANSWER: Copy is attached.

96. Based on the fact that no PWS amendments have been posted, will the due date of November 21 possibly be extended?

ANSWER: A draft copy of Amendment 0003 is being distributed to all companies represented at the site visit. Amendment 0003 will extend the proposal due date which is currently 28 November 2016.

21 November is the question cutoff date, not the current proposal due date.

97. Would the Government accept a completed CPARS report in lieu of the Past Performance

Questionnaire?

98. Currently there is only one sub that can get into the proprietary software for the UPS. Is it mandatory that the service provider has factory certification to do this work? Reference: PWS 5.4.9;

uninterruptable Power Supplies (UPS) Systems Answer: See para 5.4.9 and updated UPS Maintenance Requirements Exhibit F for requirements.

99. Reference: PWS 5.10.1; Carpet Replacement – The Government may request the FMSS contractor replace specific areas of carpet subject to excess wear and tear or in areas under renovation. Upon contract award, the contractor will be required to provide a firm –fixed price per square foot for replacement of carpeting to include labor and material costs fully burdened with O/H, G&A and

The contractor shall supply and install new replacement carpeting in areas as requested by the modification. The carpet shall have an underlayer of ¼ inch double stick padding in all areas, and be installed with required adhesives. The specifications for the carpeting material are: Carpet - PATCRAFT Style: Big Splash i0164, Color: Dive Sheet 00418; Pad- LEGGET & PLATT Double Stick UNILOCK ¼ inch thickness Part # BZ0076; Adhesive- MAPEI SYLE ECO20/ECO810 Part # 92064 / 98164. It is not the intent of this carpet replacement provision to replace large areas of carpet. The specific area to be carpeted at any one time is capped at 800 square feet maximum.

Question: 1. Is installing padding a normal part of this process?

ANSWER: In some areas padding is required. Most areas are not. With this in mind, the contractor should provide two separate prices. One price for carpeting and one price for padding.

Question: 2. Is cove molding a normal part of this process?

ANSWER: Yes. The cove base will be provided by the Government as needed. The Contractor is responsible for flooring installation IAW 5.4.1 and 5.10.2.

Question: 3. Is moving to rubber flooring in some areas part of this process?

ANSWER: Yes. In some areas, existing carpet is being replaced with rubber flooring. Contractor is responsible for flooring installation IAW 5.4.1 and 5.10.2.

100. Does this include HVAC, Generator, and Fire monitoring systems? Reference: PWS 5.1 Uninterrupted Power Supply (UPS), HVAC maintenance and repair, electrical maintenance and repair, air conditioning, and fire detection and monitoring systems.

113. Can you provide the name and contact information for the current provider of the Grounds

Maintenance Services.

ANSWER: The current contract for Grounds Maintenance is W912PX-13-P-0007 with Goodwill Industries of South Florida, Inc., 2121 NW 21st Street, Miami, FL 33142. It is a 5 year contract with a current value of $314,448.58.

114. Are the following positions considered to fall under the SCA for the purposes of this contract: Power Systems Equipment Mechanic, HVAC Technician and Electrician?

115. Will the new contractor be required to offer employment to the incumbent employees currently filling the positions listed in question 1 above as is customary and required by executive order for SCA positions?

116. What are the current position classifications on site operating under the incumbent contractor that fall under the SCA?

ANSWER: All positions with the exception of the Project Manager.

117. Since the awarded contractor will be required to offer first right of refusal to incumbent employees, can the Government possibly provide a list of positions by anniversary dates so that the offeror may accurately calculate vacation pay for potential employees?

ANSWER: See attached Personnel Anniversary Dates.

118. Does the incumbent contractor currently provide grounds maintenance on the current contract or is this a new requirement for this contract?

ANSWER: This is a new requirement for this contract. Grounds is currently under a separate contract.

Alutiiq currently includes pest control? If not, who currently provides pest control services?

ANSWER: The current FMSS contract doesn't include pest control. Pest control is currently provided by NASKW.

121. May our proposed Project Manager carry one of the required licenses for key personnel? For example, he may be a licensed HVAC technician OR a licensed Power Systems Generator Mechanic with many years experience in project management. Can his license meet the requirement as long as we have additional skilled technicians to perform the work under the Project Manager's supervision?

ROUND TWO

122. Please verify the party responsible for the provision of the grounds keeping equipment. Will the grounds keeping equipment be GFE.

ANSWER: All equipment necessary for grounds maintenance will be provided by the Government.

The contractor will be required to maintain the grounds equipment.

123. As the grounds keeping was not in the scope during the time of the site visit, there was obviously not much attention paid to the grounds maintenance scope during the visit. In order to accurately price this added scope, more information is required for the following items as described in the amended PWS. It would be very difficult to understand the scope of work without a better description unless one were already on site and very familiar with the facility landscaping requirements.

ANSWER: See answers to questions 124, 125 & 126 below.

124. The total area of grass cutting is required with a more detailed description of other services (lineal feet of edging, number of trees, number and size of beds, what is in beds, feet of fence line, etc… ) where it is described in the PWS as services “inside and outside the JIATFS fence line”. It is hard to know what is meant for inclusion and what exactly the scope of work includes. How much beyond the fence line is in the scope.

ANSWER: See attached chart and overhead map for more detailed info.

125. What is meant by “all areas outside the barricades within the security perimeter”. How big is this area and what is in this area. Please define.

ANSWER: The JIATFS buildings are secured by a perimeter fence. The parking areas, entrance areas to building 291, CPF, and static display are outside of the fence line but maintained by JIATFS. The security perimeter is defined by a “rock line”. The main parking area is outside of the rock line. See map outlining responsible area.

126. What is mean by “all areas surrounding the Central Processing Facility”? How many square feet is the area and what is in the area to be maintained. What are the limits of the area?

ANSWER: See attached map for details.

127. In the new building drawings for bldg. 289 there is a “not yet built in area” designated. Please confirm if we are to price this area into our contract or leave it off.

ANSWER: That area is now completed and should be priced accordingly.

128. Please confirm if the above change is the only change to the building drawings. If not, what else has changed?

ANSWER: Confirmed.

129. The PWS requires cleaning of glass doors, inside window glass and window sills. However, we only were shown approximately 20% of the office space and one small conference room on the site walk.

Please provide a quantification and service level of the glass doors, inside window glass and window sills in order to properly bid the cleaning process.

ANSWER:

a) Building 1279 – 1 Double door entrance with glass Room 119 – Daily

b) Building 289 – Room 140 and 148 windows 1st and third Friday (twice monthly).

c) Room 290 – No windows Entrance to Room 147 – Double glass door.

d) Building 291 – North side (Main Entrance) 1 set of double glass doors – Daily.

ROUND TWO

Command Group area hallway entrance and exit 2 sets double glass doors. Room 121 entrance – 1 set double glass doors. Room 209 G – Single glass door. Room 211- 1 set double glass doors.

Building 291 North side 1st floor offices have windows. See attached photo.

130. The PWS requires dusting and cleaning of furniture and spot cleaning of furniture. However, we were only shown approximately 20% of the office space and one small conference room on the site walk. Please provide a quantification and service level of the furniture cleaning required in order to properly bid the cleaning process.

ANSWER:

a) If space is designated service level 1 – daily dusting.

b) If space is designated service level 2 – weekly dusting.

c) If space is designated service level 3 – monthly dusting.

JIATFS currently has approximately 400 military and civilian employees. Approximately 50 of these employees are on a rotating schedule and share workspace. The remainder have dedicated workspace. There are 5 Senior Officials with executive space that are listed in the service level 1 areas. There are 9 Directors with 9 Deputy Directors that are listed in the Service level 2 spaces.

The remainder of the employees are listed in service level 3 spaces.

131. Will the government provide the grounds maintenance/landscape equipment or will the contractor have to provide the equipment?

ANSWER: See question # 122.

132. Will the replacement cost of gravel and mulch for the grounds services be paid by the Government or the contractor? If by the contractor, please provide the SF areas for the mulch and gravel to be maintained on site.

ANSWER: All materials including gravel and mulch will be provided by the Government.

133. Since grounds maintenance was not in the original PWS, we request the ability to perform a second site visit. Can another site visit be scheduled for grounds?

ANSWER: No, Time does not permit scheduling another site visit. The information provided on quantities should be sufficient to price the requirement. The areas to be maintained are visible without entering the JIATFS compound.

134. The fire alarm system is to be tested on the site; does the government have the software program and password for these EST system or does a sole source vendor provide the service? If it is a sole source vendor, can the government please provide the contact information for such?

ANSWER: It is not sole source. The Government has a copy of the EST software load necessary to test the system, however the technician must have an EST login dongle for access. EST certification is necessary to obtain a login dongle.

135. May our proposed Project Manager carry one of the required licenses for key personnel? For example, he may be a licensed HVAC technician OR a licensed Power Systems Generator Mechanic with many years' experience in project management. Can his license meet the requirement as long as we have additional skilled technicians to perform the work under the Project Manager's supervision?

ROUND TWO

ANSWER: The Government will provide either refuse containers (dumpster) or dump pass payment.

137. PWS 1.6.7.3.3 indicates that there may be some staff that will not require a security clearance. PWS

1.6.11.6 does not state a security clearance requirement for the Groundskeeper Key Personnel position. However, PWS 4.2 states that all contractor employees need a minimum of a SECRET clearance. Do the grounds-keeping Key Personnel and staff require a security clearance?

ANSWER: See answer to question 78.

138. In order for the offeror to ensure all direct labor costs are covered within their firm-fixed-price, could the Government provide historical data on the type of modification/repairs and associated costs that have been experienced?

ANSWER: Typical expenses are to repair equipment that the contractor has to subcontract to a specialist / technician because the work required is above the experience level of the on-site staff.

Modification/repair expenses above the $3500.00 threshold will be at Government expense.

There is no data for prior year’s expenses in this category.

139. Will the Government clarify if the $3,500 is based on SCA minimum wages and benefits or the wages and benefits offered to the workforce?

ANSWER: The $3,500 is calculated based on the SCA wages and benefits; not on the actual wages and benefits paid by the contractor.

140. Two Emergency Visits were built into the UPS Requirements. Is there a requirement for Emergency

Visits in the HVAC maintenance?

ANSWER: Yes. If a subcontractor is used for scheduled maintenance requirements, two emergency visits are required.

141. Under the Chiller Maintenance Requirements for the Bldg 289 Trane Chillers, two chilled water pumps are not listed as maintenance requirements and are not listed in Technical Exhibit E – Major Equipment List. Do the chilled water pumps require maintenance?

ANSWER: Yes. See updated equipment list.
