JIATFS FACILITIES MAINTENANCE AND SUPPORT SERVICES

W912PX‐R‐16‐0003, REQUESTS FOR INFORMATION (RFIs)

ROUND ONE

11/12/2016

1. Regarding Section 7.6 on page 65, the RFP states that the proposal files shall be provided in their native format. For Microsoft Word files, may they be converted to PDF before submittal?

ANSWER: The first sentence in Section 7.6 will be changed to read: All proposal Excel files shall be provided in native format, i.e. .xls. Other files may be submitted in native format or converted to .pdf files.

2. The RFP states in Section 7.11 on page 67 that Volume IV should contain Section A - Standard Form 1449;

however, the RFP does not contain a SF1449 but rather a SF 33. Could you please clarify?

ANSWER: Section 7.11 will be corrected to show the SF-33 form.

3. Regarding TS Security Clearance requirement, would the following scenario be acceptable for a joint venture? The 51% owner of the JV possesses TS facility clearance but the 49% owner does not. Would the government allow the TS clearance of the JV partner to be used for this contract?

ANSWER: The joint venture entity must be an SBA certified 8(a) joint venture and must have a TS FCL at the time of proposal submittal. The joint venture entity must have its own CAGE code.

This RFP is a competitive 8(a) set-aside. Therefore the joint venture would have to be certified as an 8(a) joint venture by the SBA, meaning that (at a minimum) the 51% venturer is an 8(a) certified firm and the 49% venturer is a small business. Where the SBA has approved a joint venture as 8(a), the Contracting Officer will execute an 8(a) contract in the name of the 8(a) joint venture entity. [See 13 CFR 124.513]

The security level of the 8(a) joint venture is determined IAW the National Industry Security Program Operating Manual (NISPOM). In general, the security level of the 51% firm would be the highest level that could be given to the joint venture. In this case that would be the security level of the 8(a) firm. If the 8(a) firm does not already have a TS FCL, the 8(a) joint venture would not be cleared TS FCL. [See NISPOM Chapter 2, Section 1, FCLs]

4. Regarding Section 7.8.1.2 on page 67, the RFP states that documentation must be provided with the proposal to verify the clearance levels and active status of the company and individuals. Can the Government please clarify exactly what documentation is required? Would a written statement from our company Facility Security Officer (FSO) suffice that confirms the company/individual TS clearance?

ANSWER: A statement from your FSO will satisfy the requirement.

5. Regarding Building 289 Fire Suppression System, could the Government provide historical data depicting how many times the system may have discharged prematurely?

ANSWER: The FM 200 suppression system has never discharged.

6. Regarding the FM 200 Fire Suppression systems, could the Government verify how many systems are in place and provide sizes and maintenance requirements?

ANSWER: The FM 200 system is in four areas in building 289. All zones are serviced by a 300 lb. primary tank and 75 lb. secondary tank. The zones are alarmed the building and the main panel. Maintenance requirements are listed in Exhibit H. The tanks require a visual inspection of components and pressure gauges.

10. How may Kubota side-by side vehicles are provided by Government for contractor use?

ANSWER: The contractor has daily access to two side by side vehicles. There are two additional vehicles that can be used as needed.

11. Regarding the EMS System in place for HVAC can the Government provide historical data on how many times per year technician have been required to provide special servicing?

ANSWER: Repairs or special servicing of the BAS system are not included in the PWS and would be handled through alternate means.

12. Can the Government provide historical data as to how many times per year HVAC systems have to be restarted after power failure/ surge?

ANSWER: The HVAC system restart automatically upon a normal power failure or fault. Historical data shows that the system, including 75% of the air handlers have needed manually restarted 4 times in the past five years. All of these occasions were based on a fault from the incoming power system “single phasing” (lose of one phase of incoming power) which triggered local phase protection on the air handler controllers.

13. It was noted during the site visit that there were several ladders on site. Are these ladders provided by the Government or does contractor provide?

ANSWER: All on site ladders are Government equipment and available for contractor use. Ladders are inspected and replaced by the Government as required.

ANSWER: Actual hurricane preparation has been required one time in the five previous years (TS Isaac – August 2012) and has required approximately 80 man-hours to complete. These preparations are normally completed within normal operating hours and have not required overtime hours. The contractor shall be required to participate in hurricane prep exercises that are historically conducted prior to the hurricane season (May). Preparation for exercise purposes (annual) have required approx. 60 man-hours during normal operating hours. During these exercises actual hurricane preparations, normal maintenance operations are suspended to allow contractor to concentrate efforts on the exercise.

15. Regarding tool inventory control, can the Government provide more clarity on hours of operation and procedures for the “tool corral”? Will the Government establish procedures or is it the Contractor’s responsibility to provide the procedures?

ANSWER: IAW 1.6.4 the normal hours of operation are 0730 to 1630. The Government has a “Tool Control Policy” that establishes procedures.

16. Is the contractor responsible for theatre sound and PA equipment set up or maintenance?

ANSWER: No

ANSWER: Materials (batteries) would be provided by the Government.

19. Attachment 0003 Pest Management Plan does not have any of the exhibit attachments. In place of each exhibit is a screenshot of the files from a computer.

ANSWER: Pest Control will be removed from this solicitation and the PWS modified to reflect that action.

20. As part of the solicitation documents there is mention of 2 elevators. We would like to confirm that this solicitation does not include the maintenance of these elevators. If the solicitation does in fact include the maintenance of the elevators we would like to request more information about the elevators to evaluate the company needed to servicing.

ANSWER: See Answer to Question 17.

21. On Page 56 of the Performance Work Statement there is a discrepancy on the count of unscheduled maintenance calls. Is it 2 or 3?

ANSWER: The PWS should read (2) unscheduled maintenance calls.

22. In the solicitation Section 7.8.1.2 it is required that we provide security clearance documentation for all key and non‐ key personnel. Based on the fact that we are required to give SCA positions the first right of refusal, and that in the best interest of the Government most contractors will solicit the services of the incumbent contractors personnel this poses a problem in obtaining that information. The contractor can easily provide this information for its Project Manager, but all other personnel will not be provided until contract award. We would like to request that only Project Management personnel be required to submit security clearance documentation, with all on‐site personnel security documentation being provided upon hiring of incumbent personnel and contract award.

ANSWER: Non-Key Personnel will be removed from this requirement. The requirement remains for the Offeror (firm) and its proposed key personnel.

23. Can you please confirm if the above Solicitation is the re‐compete of Solicitation Number W912PX13R0001, Contract Number W912PX13C0002 that was awarded to Alutiiq Pacific, LLC for $4,214,821.20 on March 20, 2013?

Change of Command ceremonies are normally conducted at FKCC Theater and are every three years.

45. Can you please provide the command hurricane plan for review?

ANSWER: JIATFS plans are considered FOUO and not releasable.

46. Can GOV/ Incumbent please provide MSDS Sheets for products currently in use for facilities maintenance?

ANSWER: The Government no longer uses MSDS sheets. SDS listings are the responsibility of the incumbent contractor.

47. A facility clearance has been granted to our 8(a) firm due to being sponsored by a Federal agency for a Secret level clearance. Our firm is eligible, therefore, for a Top Secret level clearance should a federal agency determine that there is a "need to know" information classified as Top Secret. Since the RFP itself does not contain any classified information why does a firm have to have a TS clearance at the time of proposal? With a Facility Clearance in place our firm would certainly by cleared for TS by the time the currently extended contract expires on March 31, 2017 should we be the lowest price technically acceptable offeror on November 28, 2016. Would the Government consider changing the requirement that the offeror must have TS clearance on the bid due date and instead make it so that the offeror must have an existing facility clearance at the time of the bid due date which is eligible for upgrade to TS by the time the NTP is issued?

ANSWER: No. Having a Secret FCL does not guarantee getting a TS FCL. A TS FCL will require an SSBI for company officials and a full adjudication prior to the upgrade to TS FCL. That is currently taking 12 months or more. There are no interim TS FCLs. Without a TS FCL your employees will not be able to get personal TS/SCI clearances as required to perform the work.

48. At paragraph 5.13.6 of the PWS under Janitorial Services there is a requirement for “Grounds Maintenance”. The description only covers picking up trash, pressure washing walkways and weeding a small gravel area. Please confirm there are no additional Grounds Maintenance requirements.

ANSWER: JIATFS has a separate Grounds Keeping Support Services contract for grounds maintenance. That contract is coming to an end. Pending necessary approvals, we will be adding those grounds keeping requirements to this solicitation. The requirements of 5.13.6 will be included in the grounds keeping PWS and added to this RFP by amendment. Paragraph 5.13.6 of the PWS will be deleted from Janitorial Services.

49. During the site visit the Government official indicated that a JLG was available as GFE for use by the contractor.

Please confirm. Also, please list any other lift or utility type equipment GFE available. Without this information, the incumbent contractor would have a significant bid advantage.

ANSWER: The Government has the following equipment available for contractor use but not considered GFE (i.e.

the Government retains custody).

1) JLG man lift with 60 foot lift.

2) 10K Forklift- Diesel.

Please provide historical data concerning the annual requirements to respond to emergency call outs.

ANSWER: Data for the previous three years – FY 2013 – 25 emergency call backs. FY 2014 – 15 emergency call backs. FY 2015 – 12 emergency call backs. Year to date 2016 – 8 emergency call backs. 70% of emergency call backs were for power outages to the facility to monitor generator operations. 25% of call backs were for air conditioning repairs / resets. The remaining callbacks were for electrical resets and emergency cleaning requirements.

58. The government official verbally indicated there was 190,000 square feet of office space. The PWS indicates 91,000 square feet of office space. Please confirm the correct square footage. Also, we were unable to view approximately 80% of the office space due to security concerns. Please provide a breakdown of the square footage by office space/type and also type of flooring. Without this information, the incumbent contractor would have a significant bid advantage with knowledge of historical data of the specific office space including size and type of flooring.

ANSWER: The square footage should read 191,000 square feet.

Building 1279 – 42,000 square feet. Approximately 50 % of the building is raised flooring.

Building 289-42000 square feet. Approximately 40% is raised flooring.

Building 290 – 42000 square feet. Approximately 40% is raised flooring.

Building 291- 40,000 square feet. There is no raised flooring in building 291.

Building 4180 (warehouse) - 3200 square feet. 100% is concrete flooring.

ANSWER: All fuel for Government vehicles is provided by the Government.

62. The government official verbally indicated that cooling tower chemistry testing and servicing was provided by a separate contract. Therefore, the contractor is not responsible for this activity. Please confirm.

ANSWER: Confirmed. Water treatment service is provided on a separate contract administered by the host base.

The contractor is not responsible. It may be necessary for the contractor to coordinate maintenance concerns / issues with the water treatment contractor.

63. Ref Fire Alarm Maintenance Requirements – Technical Exhibit H Building 289, FACP states “4”…I’m thinking that when entering the quantity for that building the person must have misaligned the quantities and meant to state that building 289 has 28 Strobes, 4 Speaker/Strobes and the FACP is also an EST3 like the other buildings. Can you please confirm that that is the case?

ANSWER: The fire alarm control panel for building 289 is an EST3. Also, the FM200 should read 4 zones.

64. Ref Fire Alarm Maintenance Requirements – Technical Exhibit H Can you explain what the “(1) or (2)” is next to the EST3 FACP represents? I’m thinking that that must a footnote of sorts with added information. Please confirm if the contractor needs to be aware of additional information that might be contained in footnotes or exactly what the numbers in parenthesis means.

ANSWER: The number in the ( ) brackets is the number of panels in that building.

65. What type of fire suppression systems are in the server rooms?

ANSWER: Server rooms are protected by water sprinkler systems. Exception: There are two server rooms in building 289 that are protected by FM 200.

66. Are the phone lines for the fire systems covered in house?

ANSWER: All telephone lines are covered in house. The current EST3 fire system is connected to a Kingfisher notification panel in each building.
