1. UPDATED CONTRACTOR MANPOWER REPORTING APPLICATION (CMRA) FOR CONTRACT

SERVICES.

1.1. REQUIREMENT. The Contractor Manpower Reporting Application (CMRA) is a business process approved by the Secretary of the Army as the means for collecting information on contracts that provide services to the Department of the Army. An updated CMRA business process, Version 3.0, has been implemented starting with the reporting of Fiscal Year 2007 information.

1.2. Contractors are required to report actual labor hours, dollars, and other information directly. The information is reported as an aggregate of all labor dollars and hours charged by a fully executed contractual action within the scope of reporting: recruiting; organizing; supplying; equipping (including research and development); training;

servicing; mobilizing; demobilizing; administering (including the morale and welfare of personnel); maintaining; the repair of military equipment; the maintenance and repair of buildings and structures. Direct labor dollars should include all (un-loaded) labor hours used in order to perform the contract requirement. The labor associated with training support, program management, engineering support or maintenance services pertaining to the supplies being purchased must be reported.

1.3. The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection website where the Contractor will report ALL contract manpower (including subcontractor manpower) required for services performed. This website features new security features and is located at the web address: https://cmra.army.mil. It contains site links to Users Guides, Frequently Asked Questions, and Help Desk information. All users must register on the Version 3.0 website in accordance with the 3 October 2006 announcement and the User Guides on the site. Once registered, the contractor is to completely report data by filling-in all the information.

1.4. The required information includes:

(1) Contracting Office, Contracting Officer, Contracting Officer’s Technical Representative;

(2) Contract number, including if applicable task or delivery order number;

(3) Beginning and ending dates covered by reporting period;

(4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data;

(5) Organizational title associated with Unit Identification Code (UIC) for the Army Requiring Activity = W453AA;

(6) Command = HQDA;

(7) Predominant Federal Service Code (FSC) reflecting services provided by contractor

(and separate predominant FSC for each sub-contractor if different);

(8) Estimated Direct labor hours (including sub-contractors);

(9) Estimated Direct labor dollars paid this reporting;

(10) Total payments (including sib-contractors);

(11) Locations where contractor and sub-contractors perform the work (specified by zip code in The United States and nearest City, Country, when in an overseas location, using standardized nomenclature provided on website);

(12) Estimated data collection cost;

(13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country).

1.5. Contract number and contractor identity will be treated as proprietary information when they are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public, with the contractor name and contract number associated with the data.

1.6. As of 23 February 2007, there is no minimum dollar amount for the data collected. The Accounting for Contract Services requirement applies to all purchases and contracts regardless of the dollar value.

1.7. As part of its submission, the Contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending 30 September of each government fiscal year and must be report by 31 October of each calendar year.
