Q. Will the customer consider the option of purchasing/renting a small scale system for the process proving period? Would it be acceptable to supply a small scale system for real world concept proving?
A. Yes, we will consider renting a small scale system provided that it meets all of the requirements outlined in the SOW – able to process 1,000,000 gallons in a 45 day period to include all sampling return times.
Q. What power is available? How much?
A. 277/480
Q. Is natural gas available? How much?
A. No natural gas is available
Q. Are there any airfield restrictions on the size and placement of equipment that will restrict the installer to less than truck height?
A. No, it sets in a valley away from the airfield, 30 foot height would be acceptable.
Q. Is there a hard surface where process tanks can be set up for in process water management?
A. Gravel surface only
Q. What is the BOD, COD, and TSS (turbidity) of the water?
A. Only tested for COD, 3700 mg/L on 1/12/17
Q. What is the TDS, pH and Total Petroleum Hydrocarbon of the water?
A. This data is not available at this time.
Q. Is sanitary sewer available at the site?
A. Yes, at point of lagoons
Q. Will this system need to run in below freezing conditions year round?
A. No, only when draining the lagoons, anticipated a total of 2,000,000 per year.
Q. Is the government planning a sustainment contract?
A. Yes, but it will be under separate contract if system provide the need.
Q. Who will pay for on-going water sampling?
A. This contract will only be responsible for 2 tests as long as the test sample yields non-detectable PFOA/PFOS.
Q. Who will pay for periodic maintenance of system?
A. If purchased it will be handled under a separate contract.
Q. Who is responsible for waste stream management?
A. The base will handle any management with the Town of New Windsor.
Q. Is the 0-100gpm critical, versus a system that performs closer to 1,000,000 gallons per 45 days (15.4gpm average)?
A. 1,000,000 in a 45 day window would meet our needs as long as the system can run after hours without a person on site.
Q. Any info possible on initial water quality/chemistry and final acceptable water quality/chemistry?
A. The only test that was done was for COD as that was what drove our release rate in the past, info above.
Q. Further definition of what “immeasurable” means- what is the lab test would be very helpful and what is the minimum measurable quantity in that test?
A. A test lab approved by the DEC to test for PFOA/PFOA that returns a result of non-detectable is our only option.
Q. How is the water being pumped/delivered to the system?
A. Water is delivered through a closed Industrial waste system.
a. Recovery flowrate?
On average we discharge around 1.5 – 2 million gallon during our entire winter deicing season. This runs from around late November to early March.
Q. Can we backwash/purge concentrate back to source or other location?
A. Any backwash would have to go right back into the lagoon being emptied.
Q. Is the system to be installed outdoors/indoors/sheltered?
A. Outdoor is currently our only option.
