ADDENDUM #1
MATOC – W912PQ-15-R-0006
QUESTIONS AND ANSWERS
Q: Will you be publishing the attendees from the pre-bid? Also are their environmental issues in the soils for the project?
A: Attendance list has been posted. According to our Environmental Manager there are no known releases in the soil around Building 1 where the project will take place.
Q: Section 13B of the SF1442 shows that a bid bond is not required. Page 9, Section 00010 and page 63, Section 52.228-1, states that a bid bond is required. Can you confirm if a bid bond is required?
A: A bid bond is required for the Task Order that will be awarded from the MATOC which is in Exhibit E, but not for the MATOC contract.
Q: Section 00010 -Areas of Consideration. Mark your selections for the Areas (Location, Price, and Design Build option) for which you want consideration. Please note that evaluation will consider all price levels. However, you must demonstrate experience at the highest level requested to receive full consideration. If you have not performed at the higher limits consider requesting on the ascending scale. The base year will be evaluated for the level requested."Pages10-11 only seem to provide the selection boxes for the dollar range. Has the "Areas of Consideration" been omitted from the solicitation? If not, can you provide this page?
A: There are no other areas of consideration, only the Stratton Air National Guard Base, Scotia, NY
Q: In the Power Point Presentation and in several different locations of the Solicitation (e.g. Section 3.1.3.1 on Page 31 of 59) it is stated that Completed Performance Questionnaires are to be received not later than the date shown on the SF 1442. However, Exhibit C1 (Sample Transmittal Letter) states send your completed questionnaire to the following address to arrive NOT LATER THAN May 21, 2015.
Which is the correct date, May 27 (per the Solicitation and Power Point Presentation) or May 21 (per Exhibit C1)?
A: The PowerPoint presentation slide 15 states REFERENCES must be returned NLT the closing date to KO - You must submit a list of references you sent questionnaires to. Slide 33 states PROPOSALS due 27 May 2015 which is the correct date for the solicitation to close. Slide 36 states Submit QUESTIONS to KO NLT COB 20 May 2015; any questions you as the contractor have regarding the solicitation must be submitted by this date. Exhibit C1 does state send completed QUESTIONNAIRE NLT May 21, 2015 and that is correct. That is the date that your references need to send the questionnaires to us by.
Q: Please provide the quantities of materials to be abated, per specification section 028233. This information may be part of the inspection report referenced in section 028233, 1.1, C which HAS NOT been included by Appendix as noted in the spec.
A: The attached document has the Hazardous Materials Survey with the approximate quantities.
Q: Please clarify the cost breakout required per the MATOC PROPOSAL FORM. Are the costs for HVAC work associated with bid Item Number 0001 (new addition) or Item Number 0002 (repair renovate) included with those bid items, or are they to be included with Item Number 0003?
A: HVAC costs for the addition are against Number 0001, HVAC work to the existing system goes against Number 0002, and HVAC costs for the design build piece go against Number 0004
Q: Please clarify what the "finish work" noted for Item Number 0003 is comprised of? Are these finishes as identified by Division 9 in the specifications (drywall, painting, flooring, etc)? Does this include "finishes" for both the new addition and repair/renovate scopes?
A: Finish work against Number 0003 applies to painting, flooring, cabinets and trim work to the existing facility against rooms that do not have new walls being constructed. This does not include the new addition.
Q: The PDF document titled "Exhibit E…" indicates that the Design-Build HVAC scope of work (page 8 of 8) is project number VBDZ132003A. The MATOC PROPOSAL FORM does not include the "A" at the end of the Item Number 0004 project number. Please confirm that this scope listed on page 8 of 8, is proposal form Item Number 0004.
A: The scope listed is the correct scope for Item Number 0004
